Caritas
Switzerland and Caritas Luxembourg act as a consortium in East / Horn of Africa
region. They have country offices in Hargeysa (Somaliland) and Torit (Republic
of South Su-dan) and a liaison office in Nairobi (Kenya). Both agencies are
registered in South Sudan as operating international NGOs.
Caritas
Switzerland/Luxembourg is currently seeking to recruit an Emergency Project
Officer for its pro-gramme in Eastern Equatoria State.

The
position is open to committed and self-motivated South Sudanese willing to work
within an estab-lished INGO environment.
Key
tasks & responsibilities
The
Emergency Project Officer will co-ordinate emergency preparedness and response
activities of Caritas Switzerland/Luxembourg.
She/he
will
- Manage emergency
preparedness and response activities of Caritas in Eastern Equatoria
State;
- Work closely
with the Emergency Coordinator of the Catholic Diocese of Torit in support
of its emergency preparedness and response activities;
- Participate in
problem identification, planning and implementation of activities;
- Oversee
emergency activities supported by Caritas through local partners; and
support in moni-toring of activities implemented by local partners in the
field;
- Ensure
appropriate and timely reporting of achievements and difficulties;
- Represent
Caritas in emergency coordination meetings;
- Liaise/coordinate
with ministries / agencies, local authorities, UN agencies and INGOs on
emer-gency issues;
- Initiate the
procurement of emergency items in cooperation with administration;
- Support proposal
development, narrative and financial reporting and ensure the
dissemination;
- Assess jointly
with local partners needs arising from emergencies, the outcome of
emergency ac-tivities and formulate recommendation for appropriate
actions;
- Share emergency
related information with the Chief Delegate and Caritas’ Project Managers;
- Identify needs
for emergency related capacity building of local partners;
- Provide
technical support at all stages of the project implementation;
- Monitor the
implementation of emergency preparedness and response activities initiated
/ sup-ported by Caritas.
Administration
- Compilation of
monthly reports on use of emergency assets and items and storage
situation;
- Works closely
with the Logistician in emergency stock taking, asset tracking and
inventory man-agement;
- Assist
Logistician in receiving/issuing of emergency materials (store
management).
Qualifications
- Holder of a
degree in management, rural / social development, or emergency mitigation.
- Familiars with
SPHERE-Standards and humanitarian practices in general.
- Proven record in
emergency related work (assessment, planning, implementation,
coordination).
- Computer
literate especially in Word and Excel, PowerPoint is an added advantage.
- At least 3 years
experience as emergency work as officer (or equivalent) preferably with
INGOs or UN agencies
- Excellent
written and oral communication skills in English.
- Accountable,
good interpersonal skills and sensitive to cultural values.
- Good analytical
skills.
- Willingness to
work with church institutions
- Knowledge of and
work experience in South Sudan is an advantage.
- Sudanese
National.
