The Pastoralist Community Initiative Development and Assistance (PACIDA) is an indigenous, non-sectarian, development and humanitarian organization registered as Non- Governmental Organization (NGO) with the NGO Coordination Board in 2008.

PACIDA envisions bridging the gap between the local community and the outside world through community-driven development initiatives for long-term sustainable benefits.

The organization exists “To facilitate the wellbeing of pastoral communities in Northern Kenya through community empowerment and support to various social and economic development programs.

Pastoralist Community Initiative and Development Assistance (PACIDA) wishes to recruit a qualified and competent person for the position of a WASH Manager with the following details.

Programme Coordinator

Location: Turbi Field Office, Marsabit County-Kenya

Contract Period: One year with possibility of extension

Major Responsibilities:
  • To collaborate with the District Water Officers and target communities in implementing the Programs and using community participatory method, identify specific locations of the structures that need to be rehabilitated or constructed as per the approved grants.
  • To develop quality project proposals for the WASH program of PACIDA
  • To supervise the rehabilitation and construction of approved water and sanitation structures in strict adherence to the government regulations and the SPHERE standards.
  • To co-ordinate and network with the line ministry, Ministry of Water and Irrigation, Community Based Organizations and NGOs working in the respective target areas.
  • Represent PACIDA in the relevant Coordination meetings
  • To create, mobilize and train local water committees in participatory construction and maintenance of community based water and sanitation facilities.
  • To prepare and review all contracts to be awarded to vendors of goods and services related to the WatSan Programs before presenting them for approval.
  • To prepare financial and narrative progress reports on the implementation of the WatSan Programs as per the approved grants compliance plans and carry out any other official duties as may be assigned by the Programme Coordintor or his designee
  • Member of PACIDA’s core management team
Qualifications and Experience:
  • University degree in Water Engineering or related field with at least three years experience in a similar position. Alternatively, a Diploma holder from a recognized institution with a minimum of five years experience in a similar position.
  • Familiarity with implementing donor funded Programs will be required.
  • Experience working with an NGO or UN agencies an added advantage.
  • Understanding and respecting Caritas Internationalis' child protection regulations (CODE OF CONDUCT to protect children and young people from abuse and sexual exploitation)
  • Experience and knowledge of drought cycle management/emergency response and Community Managed Disaster Risk Reduction (CMDRR) Approaches
  • Computer literate especially in Word and Excel, PowerPoint is an added advantage.
  • Excellent written and oral communication skills in English and Swahili.
  • Accountable, good interpersonal skills and sensitive to cultural values.
  • Good analytical skills.
  • Knowledge of and work experience with pastoralist community in Northern Kenya is a must
