The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is an internationally recognized leader in the fight against pediatric HIV/AIDS, working to eradicate pediatric HIV infection through research, advocacy, and the delivery of comprehensive HIV services to women, children, and their families in 17 countries globally.

Since 2000, the Foundation in Kenya has expanded from a small HIV and AIDS initiative to a large prevention, care, and treatment program covering several regions in Kenya.

1. EGPAF-Kenya Program invites Individual Consultants (Not firms) to send their CVs and cover letter expressing their interest to provide technical input into EGPAF’s CDC funded Pamoja project renovations works in the greater Nyanza region.

2. The overall objective of the consultancy is to ensure that facility renovation works are planned and undertaken to the highest standards to meet the expectations of all stakeholders and beneficiaries of these project activities.

3. The consultancy will comprise of:-

i) A base period of 90 days services spread over 12 months.

ii) Optional period of 45 days services spread over the next 6 months following the base period.

4. Terms of Reference (TOR):
  • Develop a detailed needs assessment report on all proposed renovations sites
  • Develop a comprehensive project proposal for each renovation work detailing key milestones in the project that will guide monitoring of progress of actual work
  • Develop a monitoring plan and schedule to assess completion progress
  • Draft and present Bill of Quantities based on the key milestones and refine them giving very detailed specifications on what the actual work would entail
  • Present the BQs in a comprehensive, detailed yet easy to understand format
  • Assist the project Officers in preparing the estimates for the cost of each renovation site for use in budgeting and also as a market survey for the tender
  • Sit on the tender committee for the purpose of giving technical input during selection of vendors
  • Serve as member of renovations committee, conducting site supervisions, monitoring progress of renovation works, proposing rectifications needed in the site book provided by the contractor and writing up a detailed progress report
  • Ensure that the contracted sums for each renovation are not exceeded
  • Share detailed progress reports with the renovations committee
  • Ensure handing over of renovation sites takes place without delays
  • Ensure that all site visits also have photographic evidence
  • Ensure Environmental Impact Assessment is done per USG requirements
5. Qualifications and Experience
  • Bachelor’s degree in Civil Engineering or Building construction
  • Certified by a Kenyan professional institution
  • At least 8 years’ experience in similar work
  • Proven experience and knowledge of Architectural design systems
6. Desired Skills

The consultant will
  • Have strong analytical and report writing skills
  • Have proficiency in Microsoft office suite products
  • Have excellent presentation and facilitation skills and able to work in a multi-disciplinary team
  • Be self-driven, accountable and able to deliver results with minimum supervision
  • Be willing and able to travel on short notice for at least 75% of consultancy period to ‘hard to reach’ areas of Nyanza
  • Be able to work for extended periods in the field and interact with facility and EGPAF staff
  • Maintain a positive and participatory work environment and willingly share information
