Enhancing Women Leadership in Light of the New Constitution
Institute for Culture and Ecology (ICE) is a national indigenous non-governmental organization based in Kenya. Its main objective is to improve the livelihoods of communities, alleviate poverty, empower women in Kenya and promote environmental conservation.
ICE is implementing a project on “Enhancing Women Leadership in Light of the New Constitution”. The project shall focus on creating awareness on gender gains, electoral systems, devolution, and women rights as per the new constitution so as to increase women participation in decision making and governance structures.
Under the new constitution, women are guaranteed equal treatment to men under the law, they will fill at least one-third of elected and appointed government posts. This project will also seek to garner community support for women leadership, strengthen women networks on leadership and increase community responsiveness to violence against women during and after 2012 national elections.
The power of decision making and control at all political and leadership levels is essential for women to realize the goals they have been fighting for. They are often excluded from full and equal participation in all aspects. Kenya has had a poor track record in regard to women’s representation and participation in democratic and political processes. It is time for women to find their own voice, claim their own space and take upon themselves the challenge of power and decision making.
The past national population census, indicates that 51% of the population are women and yet this is a numerical strength in the role for women in political dynamics that has not been utilized.
This has been brought forth by the fact that men have been proxying for women for too long; lack of information for women’s right; negative cultural beliefs; un-conducive governance structures and lack of women’s participation in political and electoral processes as a result of the socially prescribed gender roles that give women high family responsibilities and patriarchy in general
ICE is implementing this project in Machakos County (Yatta and Kangundo constituencies) and Kiambu County (Lari constituency). In these target areas, a dire need for civic education has been identified that will seek to involve women in governance processes and enhance their effective participation in leadership.
This project seeks to engage the services of a consultant to train ICE TOTs on the gender gains, devolution, electoral systems rights and affirmative action as provided in the new constitution.

- To train the TOTs on gender gains, devolution, elective posts and rights and affirmative action as provided in the new constitution.
- To outline in-depth the opportunities for women as provided in the new constitution
- To train the TOTs on group dynamics and how to enhance women confidence for participation in leadership and decision making processes at the community level
- To outline various forms of violence against women, how to prevent it and broadly outline the justice system responses to violence against women
- Consolidate the training contents and produce simplified training manual
- Submit a workshop report to ICE office

Key competence of the consultant
- Have a degree in law, sociology, gender related courses and any other relevant degree
- Sound experience in handling gender issues
- Sound Knowledge of the provisions in the new constitution, particularly on opportunities for women and electoral system.
- Sound analytical skills on handling issues in line with the new constitution
- Good facilitation skills
- Good report writing skills.
