Background
of the Position:
WFP
Kenya’s Programme Innovations Team is supporting WFP’s operations in the East
and Central Africa region to expand use of market-based modalities (such as
cash and vouchers) to deliver food assistance.
The
team is recruiting a Programme Officer (Systems & Business Processes) under
the general supervision of the Programme Coordinator (Innovations), to assist
in designing and evaluating new processes and delivery mechanisms.
The
incumbent will be required to assess the potential of new technology to improve
the efficiency and effectiveness in food assistance programmes by ensuring
Systems and Business Processes are well-adapted to WFP programmes,
well-documented & supported, integrated with the office management and
corporate reporting requirements, contribute to the evolving national social
protection framework and single-registry project in Kenya, and are replicable
in other operations in the region.
Accountabilities:
- Supervise the work of the “systems & business processes” section of the Innovations Team, including identifying, procuring, testing, and recommending new technologies; contributing to modifications to WFP’s FoodNet (beneficiary information and transaction management) system, & supporting other units & country offices as they introduce new food assistance modalities.
- Develop and roll-out guidance in-line with corporate guidance, national legislation and global standards, for the capture, use and protection of personal data.
- Represent WFP on the Social Protection MIS Expert Working Group. Ensure that knowledge accumulated through programme innovations is well-managed & accessible to key business users.
- Coordinate 3W mapping (who’s doing what and where) of WFP’s food assistance programmes.
- Design, develop, & prepare monthly and ad hoc management reports.
- Develop business requirements and other system documentation for any locally developed applications. Prepare guidance, SOPs, user manuals, and training materials for all projects and systems developed.
Qualifications
and Experience:
- Bachelors Degree in Applied Statistics, Social Statistics, Business Administration, Management Information Systems or Knowledge and Information Management. Masters Degree in a related discipline is highly desirable.
- At least three years of progressively responsible post-graduate professional experience in a related field, including demonstrated experience in knowledge and information management and/ or business process re-engineering.
- Excellent communication skills - both written and oral in English and Kiswahili.
- Strong organization and planning skills coupled with good interpersonal skills.
- SPSS power-user.
