Who we are
Oxfam GB has been assisting the population of Somalia since the 1960s with interventions focusing mainly on livelihood and public health sectors, including water and sanitation interventions.
The
southern Somalia response began in 2005-2006 with the delivery of a
humanitarian programme integrating water, sanitation, public health promotion,
food security and livelihoods interventions in Lower Shabelle,
Benadir/Mogadishu, Lower Juba, Middle Juba and Gedo regions.
Since
July 2011, we scaled up our activities with our annual operating budget
increasing from 4.5 to 21GBP million due to the drought response.
This
has vastly increased the work of the various programme teams and hence the need
for highly skilled personnel to contribute actively to the development of
country plans and strategies, which are aligned to Oxfam’s corporate objectives
and priorities.
The role
- The person will be responsible for the implementation of financial and logistics strategies, policies and procedures and the provision of quality information, committed teams in the respective functions and to support programme teams and other support functions.
- He/she will be responsible for the effective performance management of in the Finance, Logistics and Administration functions, be accountable for the implementation of the corporate, regional and country finance and Logistics strategies within the country, and ensure effective management of these functions.
- The person will ensure all finance, logistics and administration procedures are consistent with the corporate and regional standards; and are clearly defined and understood and ensure effective, timely and accurate functioning and monitoring of the complete PeopleSoft financial systems.
- He/she will support and advise programme staff on financial management and control issues, ensuring effective liaison between programme and finance staff throughout the country.
- Responsibility may involve supporting the country director and programme managers in fundraising by assisting in the review of proposal budgets to ensure donor requirements are adhered to and recharge opportunities are maximised within the objectives of the programme.
What
we are looking for
- To be successful in this role you will bring a post-graduate degree in a relevant discipline or an equivalent professional qualification and extensive experience in a large and/or complex organisation operating within an international environment.
- You will bring proven expertise in the application of strategic financial management and demonstrated experience in maximising resource utilization.
- Extensive experience in leading the implementation of operational improvements, persistence to achieve change in a challenging environment and a thorough understanding of financial system and how it interacts with other operational systems to maximise its information generating capabilities is required.
- You will bring leadership qualities and people management expertise to provide direction and effective support to a multidisciplinary and multicultural team and have proven skills in matrix management and capacity building of functional staff.
- Excellent communication and interpersonal skills as well as computer literacy, ability to operate and think strategically, proven analytical skills and the use of these to problem-solve and make firm decisions is required.
- A strong commitment to Oxfam’s purpose, broad understanding of the work culture in the ‘development’ sector as well as commitment to humanitarian principles and action are essential.
