Request for Proposals for Consultancy Services for the Dynamics of
Devolved Government System in Kenya Research
For
the National Cohesion and Integration Commission (NCIC) to effectively address
the specific threats to national unity and harmonious coexistence among Kenyan
communities and advice the government appropriately, there is need to address
the challenges posed by the devolved governance system.
Based
on the emerging issues, the Commission seeks to study the dynamics of ethnicity
at county level and interpretations of the devolved government to device
policies intended to defuse tensions among the ethnic communities for their
peaceful coexistence and understand the dynamics to safeguard the interest of
minority communities at county level.
Specifically,
the project seeks to examine the ethnic and clan composition of the forty seven
counties in the country, define ethnic majorities and minorities in each county
and the criteria of determination, identify the unique circumstances of ethnic
minorities in each county, find out the specific concerns of each ethnic group
within each county and establish the conceptions and interpretations of
devolved government by various ethnic groups.
This
work comprises desk studies and primary survey in all the 47 counties in Kenya.
Key
Competencies
The
consultancy will be undertaken by a reputable firm with a competent team as per
the requirements below:
The
Lead Consultant
- A
Masters degree in Anthropology, political science, peace studies,
Sociology, History or any other relevant field
- A
Doctoral degree in these fields will be an added advantage.
- Publications
in the field of governance and over ten years’ experience in carrying out
research and surveys with teams of consultants
- A
team player with proven application of relevant competencies at field
level.
- Good
knowledge of Kenyan history.
- Awareness
of ethnic and socio-cultural diversity in Kenya
- Assessment,
analytical, statistical and planning skills
- Good
oral and written reporting skills.
This
consultancy needs a firm or consortium of two or more consultants with the
requisite qualifications.
The
Consultant is required to give the methodology and approach of gathering,
analyzing and presenting data and the time and human resources needed.
The
consultancy will be conducted for a period of 40 working days spread over two
months for the completion of this assignment.
