Expression of Interest for Consultancy Services on Preparation of County Strategic Plan (2014-2018)
 

The County Government of Samburu is in the process of developing a comprehensive five year County strategy plan as component of implementation of key economic priorities as set by the County Integrated Development Plan.

For this purpose, the county government wishes to partner with a competent and qualified consulting firm to assist in the development of the plan.
 

Objectives: The objective of this consultancy is to develop Samburu County Strategy Plan that will guide the implementation of key priority objectives in the county development and act as a basis of resource allocation. This will provide the overall framework for social and economic development in the county.
 

The general objectives are to:

• Use a participatory approach to ensure that planning process is participatory, strategic and implementation oriented.
• Ensure participation of key stakeholders in the county including government agencies and ministries, private sector, academic institutions, development partners and civil society to ensure requisite ownership of the plan.
• Ensure that the plan provides an assessment of any strategic, environmental, political organizational operational or financial risks or technological changes that could affect implementation successes.
• Prepare strategic priorities for the short and medium term that reflect the Samburu County priorities.
• Detail programmes to be delivered and details of each programme in the short and medium term.
• Describe how these programmes are contributing to the strategic objectives, the goods and services that will be delivered, measurable indicators of performance and budget allocations to each programme.
• A detailed monitoring and evaluation framework for each priorities areas.

The EOI documents must be accompanied by copies of the following:

1. Company profile
2. Certificate of business incorporation
3. Valid tax compliance certificate
4. List of at least two (2) references from organizations your firm has offered similar services

Interested consultants must submit an original and one copy of the EOI with all the necessary documentation in a plain sealed envelope clearly labeled ‘EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES ON PREPARATION OF SAMBURU COUNTY STRATEGIC PLAN (2014-2018).’ 

Along with a covering letter duly signed by an authorized signatory so as to reach undersigned on or before 13/5/2014 and be deposited in tender box situated at the county headquarter entrance and addressed to:

Tenders will be opened immediately thereafter in the presence of the tenderers or their representatives who choose to attend. 

The EOI will be evaluated and qualifying firms issued with request for proposals.
