Our aidinfo programme works to enable people to gain access to and use information about aid and other poverty reduction resources.

We believe that supporting efforts to hold governments, donors and service providers to account will increase the effectiveness of aid, and other resources and so accelerate poverty reduction.

To support this work we are recruiting a Capacity Development Manager to provide capacity development support to development actors who wish to access information on aid and other resources targeted at reducing poverty.

The role includes:

(a) identification of relevant capacity building needs for these actors;

(b) delivery of capacity building support;

(c) brokering capacity building support from other organisations; and

(d) coordinating the implementation of the programme.

The role is based in Development Initiatives Africa hub in Nairobi and will be managed by the Regional Director for Africa. The capacity support work in Africa will also link to aidinfo’s other areas of focus.

This is a unique opportunity to use your skills to make a real contribution to supporting the accountability work of civil society in developing countries and to improve the effectiveness of resources for poverty reduction.

Specifically the post holder will undertake or facilitate the following :

Capacity Support:
  • Conduct capacity support assessments of partner education, reproductive health, and other related CSOs and develop and deliver tailored capacity support plans;
  • Coordinate and/or facilitate capacity development processes for identified actors
  • Work as part of the DI Africa team within the context of the aidinfo and DI global team to develop capacity support methodologies that are based on learning from working with partners;
  • Liaise with relevant partner organisations and build new partnerships, particularly brokering relationships with the technology and open data movements and organisations working on domestic accountability;
  • Monitor and review the impact of capacity support; amending and revising programmes as necessary and producing documents for the aidinfo website that document learning and stimulate debate;
  • Explore opportunities for reaching a wider audience through online training and other methods;
  • Support engagement of governments, civil society and other stakeholders in calling for better information on resources for poverty reduction; and,
  • Coordinate the process of documentation of lessons learned and reporting on progress being made.
Data Analysis:
  • Gathering, accessing and evaluating data and information on aid and other resource flows
  • Conducting analysis and interpretation as required by the aidinfo and Africa teams and partners
  • Monitoring and reviewing emerging data resources for relevance to aidinfo user constituency
  • Communicating data in written and/or graphic format through briefing papers, reports or chapters for larger programmes as part of the capacity enhancement strategy
  • Preparing data analysis reports in advance of training and other engagements
The post holder will be required to travel extensively

Person Specification

Education/Work Experience
  • Background education in Economics, Statistics or other social science with quantitative training
  • Minimum of 3 years relevant experience
  • Good understanding of the aid system and key aid concepts such as ODA
  • An understanding of existing channels for putting information into the hands of poor people including new technologies and the open data movement.
  • Ability to design and facilitate capacity building strategies based on clear needs identification and understanding of the operating context, and demonstrable experience of working with civil society organizations and with the implementation of those programmes, as well as social accountability and governance programming.
  • Experience of working with national or local government and understanding of their financial management systems would also be useful.
  • Experience of education, reproductive health, and complimentary sectors is desirable.
  • Understanding impact of resource flows to Health, Education and related sectors in the context of poverty eradication
  • Interest and skills in quantitative analysis, resource tracking and translation of these into understanding and key messages for accountability
  • Excellent written and spoken English essential
  • Additional language skills would be an advantage
Personal Skills
  • Able to develop creative and pragmatic approaches to capacity support and develop and maintain a network of organisations and individuals who can support greater use of information about resources for poverty reduction
  • Able to work as part of a large team with varying interests and demands
  • Able to work under pressure and deal concurrently with multiple assignments
  • Confident with clear (and persuasive)communication skills
  • Good networking skills.
Contractual Details
  • Start date: May 2012
  • Location: Nairobi, Kenya
  • Remuneration: Very attractive
  • Probation: 3 months
