Request for Expression of Interest for Consultancy Services
Tender No. PSCK/5/2011/2012
The Public Service Commission of Kenya (PSCK) invites expressions of interest from eligible individual consultants/firms to provide consulting services on Organization Structure and to propose a Salary Structure for the Commission’s Secretariat.
The tasks to be carried out by the consultant will include:
To
1. Study the functions and powers of the Public Service Commission under Article 234 of the Constitution of Kenya, 2010;
2. Interpret each function in terms of tasks, duties and responsibilities;
3. Undertake a job evaluation;
4. Undertake a workload analysis and determine optimal staffing levels for the Secretariat;
5. Propose an appropriate organizational structure; and
6. Propose an appropriate salary structure taking into account the social, economic, environmental and prevailing job market factors.
The assignment is expected to take at least twelve (12) weeks (3 Months).
Conditions
Interested individual consultants and firms must meet the following requirements:
(a) For individual consultant:
1. At least a Masters degree in a relevant field from a university recognized in Kenya;
2. Good working knowledge of the government and the public sector in Kenya;
3. Proven experience of at least five (5) years in conducting similar assignments; and
4. Provide three letters of reference from major clients.
(b) For consulting firms:
1. Company’s profile, with proven experience in the relevant field;
2. A copy of the Company’s registration certificate;
3. Company’s contact details (address, telephone and fax numbers, e-mail, etc.);
4. Provide three letters of reference from major clients; and
5. List of similar consultancies with major clients.
Interested consultants shall provide information that demonstrates their qualification and experience to perform the services. Such information may include brochures, description
of similar assignments, availability of appropriate skills, e.t.c.
Note:
The consultant will be prequalified in accordance with the procedures set out in the Public Procurement and Disposal Act (PPDA), 2005.
Those who meet the requirements will be informed at a later date in writing when to buy the “request for proposal documents”.
Letters of expression of interest should be clearly marked “Expression of Interest for consultancy services Tender No. PSCK/5/2011/2012” and addressed to:

Letters of expression of interest should be deposited in the Tender Box located at the entrance of the Commission House, off Harambee Avenue, Nairobi. Alternatively, the letters may be posted or sent through e-mail to be received not later than 2nd May, 2012 at 1.00 p.m.
The documents will be opened immediately thereafter in the presence of the Bidders’ representatives who choose to attend the opening in Board Room 7 situated on the 1st Floor, Commission House off Harambee Avenue, Nairobi.
