End
of Project Evaluation - Post Election Violence Livelihoods Recovery
Background.
The Government of Kenya secured funding from the United Nations Development Programme (UNDP) Country Office in Kenya to implement the Post Elections violence Livelihood Recovery project through Ministry of State for Special Programmes.
This
is part of UNDP’s support to Government’s key sectors of growth and
development, targeting good governance, enhanced quality and service delivery
systems, empowerement of local communities and ultimate reduction of poverty.
The Post-Election Violence Livelihoods Recovery Project was to restore and expand livelihoods opportunities for communities that were intensely affected by the post-election violence in 2007/2008.
The
overall objective of the project is to contribute to the post-election violence
recovery and reintegration process through the restoration of livelihoods in
affected areas.
The
project supports livelihood recovery including recovery of small businesses
through provision of basic entrepreneurial knowledge, technical skills, capital
and building resilience of populations affected by post elections violence
crisis.
The
project is implemented in 4 counties namely Kisumu, Nakuru, Trans Nzoia and
Uasin Gishu.
Evaluation Scope and Objectives:
The scope of the evaluation will cover all outcomes of the project. The geographic coverage of the evaluation will be all counties of Kisumu, Nakuru, Trans Nzioa, and Uasin Gishu. Key issues will be to establish;
- The relevance and appropriateness of the project concept and design to achieve the proposed outcomes;
- Extent to which the project was able to achieve the Project’s objectives and results.
It
is expected that this process will culminate in findings, lesson learned and
recommendations in the following areas;
- An analysis of how efficiently project planning and implementation were carried out. This includes assessing the extent of organizational structure, managerial support and coordination mechanisms used in supporting the project.
- Whether the results have been achieved, and if not, what progress was made towards their achievement?
- Whether the project addressed the identified needs/challenges.
- The time-frame covered will be from 2009 to 2012
