Kenya Programme is a complex programme that incorporates both rapid and slow
onset emergencies as well as longer term development and policy work.
Oxfam
Kenya applies a one programme approach which means it has multiple activities
that support a holistic approach to humanitarian, development and advocacy for
long lasting change in poverty reduction.
Oxfam
in Kenya works in the north, principally in Turkana, Dadaab and Wajir, the
Nairobi informal settlements and on national level advocacy and coordination
issues in multi stakeholder fora. To this end, we are seeking to fill the
following positions:
Field Operations Manager

Location: Lodwar, Turkana
Contract: Fixed Term, 8 months; National Level C2
- Reporting to the Programme Coordinator in Turkana, your job is no less than to make Oxfam’s emergency response programme work. Without Logistics, Human Resources, Finance, Administration, and Information Technology, the best programme plans cannot succeed. You provide strategic leadership to a team of qualified managers responsible for programme - level support services.
- You ensure appropriate capacities and standards are in place, maximising Oxfam’s ability to respond to emergencies within the programme.
- You ensure that this team is focussed on timely and quality delivery of services to our growing programme.
- At the same time, you carry as the supervising manager the overall responsibility of ensuring consistency and compliance with Oxfam GB policies and procedures, as well as with local laws and regulations.
- You are responsible for minimizing legal, financial and brand risks across your departments. This will include liaising effectively with the Programme Coordinator as well as with our country Office in Nairobi.
To
be successful in this role,
- You need a degree in a relevant field and/or – most importantly – several years of field experience in support services up to the level of Assistant/Deputy Programme Coordinator.
- You have hands-on knowledge of at least two of the concerned support functions.
- You know that effective business support is the foundation upon which the programme stands, that’s why you bring with you a good understanding of how each of the departments work.
- You will provide your team with direction, coaching, and support, while keeping an overview and manage major risk issues.
- Your analytical capacities are outstanding, and you must be able to communicate effectively to different audiences in Swahili and English both verbally and in written form.
Public Health Engineer
Team
Leader – REF INT5369
Location: Lodwar, Turkana
Contract: Fixed term, 12 months; National Level D1
- As the Team leader for Oxfam GB’s Public Health Engineering activities in Turkana, you will coordinate and provide technical support to District Water Office and other International Non-Governmental Organisations (INGOs) involved in WASH.
- You will design and implement activities in a participatory manner maximizing community involvement and ownership, ensuring Oxfam’s activities fit within the legislative framework of Kenya (2002 Water Act, 1999 Environmental Management and Coordination Act)
- You will monitor the humanitarian needs in response to drought and inform and advise on appropriate response or necessary change in strategy;
- ensure minimum standards of technical quality in all engineering activities and interventions, ensure the development and use of tools to effectively monitor progress against activities, support procurement and logistics planning in relation to Bill of Quantities and the requirements of the donor.
To
be successful in this role,
- You will need a degree in civil engineering or water engineering from a recognised university with experience in public health and hygiene promotion interventions in emergency situation especially in drought context.
- You will have in-depth practical experience with NGO in developing countries in public health and links to appropriate water supply is essential.
- Experience in structural engineering and or hydraulics is an added advantage.
- Assessment, analytical and planning skills, with an ability to translate analysis into recommendations for practical action, including proposal development is required of you.
- Ability to work well under pressure and in response to changing needs will be an added advantage.
Food Security & Livelihoods Team Leader

Location: Lodwar, Turkana
Contract: Open ended ; National Level D1
- You will be responsible for ensuring coherent and effective delivery of Oxfam’s food security and livelihoods programme work in Turkana. This will involve the direct management of projects and project staff including planning, efficient use of resources, maintaining synergies across projects, reporting and learning.
- A significant contribution into proposal and broader strategic development is anticipated while representational functions will be delegated as required. In addition you will participate in the monitoring, analysis and management of security.
To
be successful in this role,
- You will need a degree (or equivalent) in Livelihoods and Food Security, natural resources management, Social Science or a relevant specialism.
- You will have proven practical experience and understanding of the technical competencies required in livelihoods and food security related issues in humanitarian and development contexts in the ASALs.
- Along with proven leadership skills and management, you will have the ability to manage and support team members to develop their skills.
- You’re a dynamic and creative team individual, with demonstrable experience of integrating gender and diversity issues into programme work.
