Vacancy
for the Position of Commission Secretary
The
Public Service Commission was established under Article 233 of the Constitution
of Kenya, 2010.
Its
functions and powers include:
(i)
establishing and abolishing offices in the public service;
(ii)
appointing persons to hold or act in those offices and to confirm appointments;
(iii)
exercising disciplinary control over and removing persons holding or acting in
those offices;
(iv)
developing human resources in the public service;
(v)
reviewing and making recommendations to the National Government on conditions
of service, code of conduct and qualifications of officers in the public
service;
(vi)
promoting the values and principles mentioned in Articles 10 and 232 throughout
the public service;
(vii)
investigating, monitoring and evaluating the organization, administration and
personnel practices in the public service;
(viii)
hearing and determining appeals in respect of County Governments’ public
service; and
(ix)
ensuring that the public service is efficient and effective
Pursuant
to the provisions of Article 233 (5) & (6) of the Constitution and Section
116(1) of the Public Service Commission Act, 2012, the Commission invites
applications from suitably qualified persons for the position of Commission
Secretary.
Duties
and Responsibilities
The
Secretary shall be the Chief Executive Officer and head of the
Secretariat.
Specific
duties and responsibilities include:
(i)
Being the Accounting Officer of the Commission to oversee management of
finances, preparation and submission of the Commission’s Annual Plans,
Programmes and Estimates.
(ii)
Execution of the decisions of the Commission.
(iii)
Day to day administration and management of the affairs of the Commission
including development and welfare of staff.
(iv)
Ensuring staff compliance with public service values, principles and high
levels of ethical standards.
(v)
Being custodian of the Commission’s records.
(vi)
Providing strategic leadership to facilitate effective delivery of Commission’s
mandate as per its Mission, Vision and Strategic Plan.
(vii)
Performing any other duties as assigned by the Commission or any other written
law.
For
appointment to this position, a person will be required to:
(i)
be a Citizen of Kenya;
(ii)
hold a degree from a university recognized in Kenya;
(iii)
have ten years relevant professional experience;
(iv)
have at least five years experience in a leadership position or senior
management level in a Public Service or Private Sector Organization; and
(v)
meet requirements of leadership and integrity as prescribed in Chapter Six of
the Constitution.
Duration
of Service:
The
Secretary once appointed shall be a state officer and will hold office for a
term of five (5) years renewable once, subject to satisfactory performance.

Identity Card, Academic and Professional Certificates and Testimonials.
(iii)
All shortlisted candidates will be required to have clearance certificates from
Ethics and Anti Corruption Commission (EACC), Kenya Revenue Authority (KRA),
Criminal Investigation Department (CID), Credit Reference Bureau and Higher
Education Loans Board (HELB).
