Supply Chain Manager
(Nairobi
Based)
World Vision International – Somalia Program wishes to invite applications from highly competent dynamic, self-driven and result oriented individual to fill the above mentioned position.
The
Supply Chain Manager will efficiently and effectively manage the Supply
Chain/procurement functions in the organization, establish systems and
procedures that enhance quality and timely procurement of goods and services
and enforce compliance to policies to achieve organizational desired goals of
ministry quality.
Major Responsibilities
- Lead,
design strategies, plan activities, organize implementations, monitor progresses,
review and evaluate the whole functions of the Supply Chain department
based on the divisional/National level strategies and policies.
- Participate
and co-ordinate staff movements and security arrangements for staff
traveling in and out of Somalia through consultation with field Security
Officer and Charter Flight providers. This includes Emergency evacuation
period by participating to weekly office security briefings.
- Develop
or introduce already developed procedures and systems which enhance accountability
of all Divisions in resource utilization;
- Lead
and manage the Supply Chain department in accomplishing objectives of the
department and Division as a whole.
- Design
programs that provide and build Capacity of Staff within the department in
the way they handle procurement processes.
- Ensure
procurement and relevant policies and procedures are adhered to in the
supply chain processes.
- Provide
technical support in the budget process of the organization and
specifically at proposal development in the areas of materials planning.
- Planning
and Coordinating departmental meetings to review status of tasks and
updating management on the progress of the departments functions
- Ensure
purchases are timely processed and sectors are regularly updated on the
status of their requisitions and movement of goods
- Monitor
contract documents for all vendors and ensure that negotiations about
orders or contracts are properly conducted where applicable
- Liaise
with Finance department and ensure invoice payments are done in a
reasonable time with all necessary supporting documents attached and
approved
- Represent
the organization in dealing with all suppliers and foster and preserve an
image of integrity and courtesy so that mutual respect and confidence is
established between the organization and its service providers
- Maintain
Networking with other agencies engaged in similar activities
- Being
Secretary to Tender Committee, provide policy and technical advice on
supply chain processes.
- Regularly
review existing Supply chain operating procedures and manuals to update as
necessary to cater for program’s growth, technological and operational
changes
- Overseeing
the export of goods to the field locations and ensure waybills that accompany
the goods are actually signed at the point of receipt and returned to
Logistics Office
- Notify
relevant Sub recipients immediately goods are sent to the field offices
and update both Nairobi and Somalia Field Offices (Sub Recipients) of the
movement of the supplies
Qualifications
- Bachelor’s
degree in Business Administration/Purchasing & Supply or Social
Sciences together with Professional/Graduate Diploma in Purchasing and
Supplies Management CIPS.
- Five
year’s work experience leading a procurement and Logistics team in a
demanding work environment, preferably with an INGO.
- Sound
public negotiation skills along with business acumen essential, coupled
with attention to details, maturity in decision making and time management
skills.
- A
Proactive person with initiative and drive, honest with high level of
integrity, team player with good planning skills.
- Demonstrates
well-developed interpersonal skills, excellent communication skills, both
verbal and written.
- Ability
to work with different partners, local authorities, local organizations
and NGOs, to develop and maintain positive relationships.
- Computer
Literate in MS Office.
- Must
be a committed Christian, able to stand above denominational diversities.
