Established in 1984 by volunteer doctors and nurses, International Medical Corps (IMC) is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve quality of life through interventions that build local capacity in underserved communities worldwide.
IMC has operated in Somalia since 1991, implementing programs that build local capacity while serving the immediate health; nutrition; water, sanitation, and hygiene (WASH), and livelihood needs of the most vulnerable.
IMC is currently operational in seven regions across south-central Somalia and Somaliland, providing primary and secondary healthcare services, preventive and therapeutic nutrition support, and WASH assistance to internally displaced persons and other vulnerable groups that are unable to meet their basic needs without external assistance.
Job Title: Grants and Donor Compliance Officer
Job Summary: The GDC Officer will be responsible for liaising with donors, the IMC Somalia country team and the East Africa Desk and Grants and Contracts Management at headquarters on all matters related to award compliance throughout the grant cycle (for both cash and in-kind awards).
His/her responsibilities will include ensuring the timely fulfillment of all internal and external reporting requirements and maintaining systems to track the same.
The GCD Officer must be flexible and willing to engage in a wide range of tasks, including the facilitation of grant start-up/operational meetings and training field staff on grant-cycle management.
Key Responsibilities and Accountabilities
Grant Compliance and Management
- Coordinate with the field mission and HQ to ensure donor compliance, including with regards to implementation timeframes, procurement conditions, expenditure eligibility, reporting requirements, budget amendments, cost and no cost extensions, and so on.
- Develop and maintain systems for tracking and promoting compliance across all relevant departments and staff involved in the grant management cycle.
- Provide checklists and regular reminders on grant compliance requirements in organized manner
- Prepare memoranda of understanding, sub-awards, and other similar documents with government bodies, partner NGOs, and other relevant bodies, as necessary
- Organize and facilitate grant initiation/opening meetings to foster a coordinated start up; coordinate grant review, grant closure & evaluation/reflection session to have smooth transition.
- In consultation with the M&E Coordinator, ensure updated grant monitoring tools are produced for each new grant received.
- Assist finance to develop/refine a tool for use by program managers to systematically manage budgets and track spending
- Train program managers and other field staff on grant compliance
Reporting and Documentation
- Monitor the timely submission of internal reports by program managers; coordinate the review of and feedback on reports by relevant mission staff; follow up on outstanding reports and report non-compliance to relevant line manager.
- Closely monitor donor reporting requirements and liaise with the relevant field mission and HQ staff in timely preparation, compilation, and submission of reports.
- Maintain an organized grant filing system (soft and hard copies) to ensure relevant documentation pertaining to all grants is centrally filed, and copies made available to pertinent departments and staff involved in the management of the grant, as relevant.
- Establish and maintain an organized electronic filing system of internal and external program reports
- Work with field teams to document programmatic successes and lessons learned; coordinate with HQ to produce information products for internal and external distribution
Other:
- Be an active member of IMC’s program team; participating in appropriate staff meetings, planning sessions and ongoing-liaising as needed.
- Represent IMC at coordination meetings, when assigned or delegated by line manager
- Participate in program planning, budgeting and involve in the preparation of concept notes and proposal formulation or other duties when requested by the DCD or CD
Qualifications and Experience
Qualified candidates will possess the following:
- A university degree, preferably related to health, humanitarian assistance, international development, or a related field
- A minimum of five years of relevant professional experience, preferably in grants management.
- Demonstrated capacity to think critically, solve complex problems, and orally articulate in a clear and concise manner (*Note, this is fundamental to the position and will be tested as part of the recruitment process)
- Proven capacity to communicate clearly and effectively in written English; (*Note, this is fundamental to the position and will be tested as part of the recruitment process)
- Strong organizational skills.
- Excellent interpersonal skills, ethical judgment, and proven capacity to work well with diverse groups of individuals.
- Fluency in English is required.
- Ability to effectively prioritize his/her own work with the minimal supervision.
- Excellent working knowledge of computer software packages, especially MS Word and MS Excel, MS PowerPoint
