Job title: Finance Coordinator - Horn of Africa Appeal

Purpose
The primary responsibility of this position will be to review accounts and financial management of the Horn of Africa Operations’ ECHO funding and the Regional Framework budget.

Purpose
The primary responsibility of this position will be to review accounts and financial management of the Horn of Africa Operations’ ECHO funding and the Regional Framework budget.

- Perform any other work related duties and responsibilities that may be assigned by the line manager.
Key
Responsibilities
- Monitor accounts to ensure proper coding
- The Finance Coordinator will ensure that National Society staff are aware and adhere to the ECHO funding and financial reporting requirements. She/ he will work closely with national society staff to ensure that expenditure is booked into correct budget lines and periodically generate reports that will assist programme managers monitor project expenditures and balances. The responsibility will include ensuring that expenditure incurred is in full compliance with the Federation Financial and procurement procedures.
- She/ he will review CODA entries to ensure expenses are earmarked to the ECHO pledge accordingly and other pledges for the HOA Operations Framework.
- Check expenditure and documentation to ensure compliance with ECHO financial requirements and in line with audit recommendations. Similarly this applies to PNSs contributing to the regional framework budget.
- Reviewing all payments from NS on Working Advance and build capacity of all in relation to the ECHO regulations. Inform National Societies on Cash transfers and relevant donor requirements
- Prepare financial management reports and update regularly on the ECHO and PNSs funding for the regional framework.
- Prepare the donors reports as per schedule
- Send feedback to the Finance Officers and Finance Manager/ Head of Operation on corrective actions
- Participate in review meetings, planning meetings and prepare budgets for additional funding as required
- Any other finance duty as required by the Head of Operations

Qualifications
Education
Education
- BA in Accounting or Finance management
Experience
- At least 5 years in similar positions,
- Previous experience in managing ECHO grants
- Previous experience working at the Federation Delegation, ICRC and/or National Society will be an added advantage.
Languages
- Fluency in English spoken and in writing

- Broad understanding of Red Cross/Red Crescent activities
