Request for Expression of Interest in Provision of
Integrated Enterprise Resource Planning (ERP) Systems
Background
Lake Basin Development Authority was established by an Act of Parliament, Cap
442, 1979. The Act gives it the mandate to undertake overall planning,
co-ordination, implementation, monitoring and evaluation of development projects and
programmes in its area of jurisdiction.
It accomplishes this mandate by utilizing the abundant resources in the region
for socio-economic development.
The Assignment
The management of Lake Basin Development Authority intends to get the services
of a competent and established Enterprise Resource Planning (ERP) solution
provider to implement an integrated ERP that would automate key functions of
the organization.
The main objective of this assignment is to implement an ERP system that would
be able to automate the key functions of the Authority and improve efficiency
through service delivery to her esteemed customers.
The system should be fully web enabled to facilitate access from remote
locations within the lake basin region.
Scope of service
The scope of service will cover but not limited to implementation in the
following areas: Weighbridge management, Logistics, Finance, Sales &
Procurement Management, M&E Stock management, Transport; fleet management
and HR & Payroll, Project management, Asset management, System
Administration; Workflows for all relevant areas like procure to pay, leave
management, clocking systems among others.
The management of Lake Basin Development Authority invites eligible
firms/partnerships to express their interest in the above assignment
Criteria
Interested eligible firms must meet the following minimum criteria:
1. Submit company profile, certificate of registration and valid tax compliance
certificate of the Kenyan registered ERP solutions providing company.
2. The Kenyan based company must have been providing ICT solutions for at least
five (5) years and must provide audited accounts for 3 years. In case of partnerships,
a letter of partnership is mandatory.
3. Demonstrate the ability, capacity and experience to undertake the
assignment;
a) The local Kenyan company must have an annual turnover of over KES 100
million
b) Give reference letters of at least five (5) corporate clients where you have
implemented ERP with at least over 50 systems users and detailing the modules
implemented. At least one of the clients must be in Africa
c) Proof of ERP implementation for a large multidisciplinery Organization.
d) Provide signed CVs of key personnel with relevant software and hardware
competence proposed for this assignment. At least three of the staff must have
the relevant software competence in various operating system platforms and must
have participated in some of the references indicated. In addition must have
local certified staff for after sales support.
e) Capability of the system to import & export data/information from the
existing systems and integration with other sub-systems. It should also
seamlessly integrate with MS office application tools
f) An authorized letter from the global vendor for the proposed solutions
g) Documented product development plan for next 5-10 year
4. Litigation/arbitration history for the last five years i.e. indicate a
summary of complaints/suits filed touching on you or relating to assignment
carried out by yourself/ves.
5. Solution must be able to run on modern operating Systems and database
platforms
6. Software must have multiple after sales support partners in the Eastern
Africa Region.
