Request for Expression of Interest for Consultancy Services for
Restructuring of National Cereals and Produce Board
Background
Background
National
Cereals and Produce Board (hereinafter referred to as NCPB) is a State
Corporation vested with the responsibility of carrying out commercial trading
activities towards the achievement of Grain Price Stabilization; providing
logistical Support Services for the Strategic Grain Reserve (SGR) and Famine Relief
Stocks (FRS).
The
Government of Kenya is seeking the services of a competent consultancy firm to
assist in the restructuring of NCPB to enhance service delivery.
The
selected Consultancy firm will be expected to:
- Assess
the economic and financial viability and sustainability of the NCPB given
its current mandate and specific operations used by the Board to achieve
this mandate.
- Identify
and assess potential additional functions that could be performed on
commercial terms and contribute to NCPB’s current mandate especially
through Warehouse Receipt System and Commodity Exchange.
- Develop
the expected restructuring recommendations/deliverables clearly laying out
priorities to be addressed and sequence of actions to be taken and
implementation matrix with clear timelines given the proposed mandate of
the NCPB.
- Assess
the expectations of the stakeholders given the new constitutional
dispensation and advice on the viability and appropriateness of the
establishment of the NCPB facilities in the devolved counties.
- Assess
the appropriateness of the current management/technical staff skills and
advice accordingly.
- Advise
and analyse the effects of the implementation of the NCPB’s divesture
programme of non-core assets
- Recommend
on the appropriate legislation that would facilitate and enhance the
restructuring of the NCPB.
- Make
any other incidental or related recommendations which are deemed necessary
for the successful completion of the restructuring process
Eligible
Consultancy firms are invited to express their interest in carrying out the
assignment.
Interested
consultants are expected to provide information indicating their capability to
undertake the consultancy.
This
shall include as a minimum:
- Certificate
of incorporation
- A
valid Tax Compliance Certificate
- Company’s
Profile
- Evidence
of similar assignment performed in the past three years (provide at least
3 clients’ references and contact addresses)
- Available
staff for the assignment (should have working experience in Kenya or
Developing Country similar to Kenya)
- Proof
of Financial Strength (copy of the latest audit report)
- Proof
of any technical capacity relevant for the assignment.
- Other
relevant documentation, which illustrates the company’s capability in
handling the assignment.
The
interested Consultancy firms may associate with other firms in the form of a
joint venture or a sub-consultancy.

A
complete EOI document in a plain sealed envelope with the consultancy firms’
name clearly marked should be posted to the address indicated below
