Request for Expressions of Interest (REOI) for Individual
Consultancy Services for Financial Management Expert to Prepare Guidelines for
Operating Costs

1. The Government of
Kenya has received funding from International Development Association (IDA) for
the Kenya Informal Settlements Improvement Project (KISIP) and intends to apply
part of the proceeds to payments under this Consultancy Services for Financial
Management Expert to Prepare Guidelines for Operating Costs, Contract No.
MH/KISIP/CS/001/2012-2013.
2. The objective of the
assignment is to identify, budget and organize the operational costs related to
the KISIP project over the remaining implementing period and also prepare
guidelines on the use of operating costs.
3. The services will
include:
a)
To identify the KISIP-related operating costs needs of the Project
implementation Team at the Ministry of Housing and those of the Participating
Municipalities and align them in terms of their eligibility as per the
Financing Agreement.
b)
To develop a budget on KISIP related operating costs for Project Implementation
Team and the Participating Municipalities for the remaining implementation
period given the available funds.
c)
To develop a procedures manual to guide on how to account for these operational
costs.
d)
To develop a reporting structure and standards between the Project
Implementation Team and the Participating Municipalities.
4.
The
selected consultant should have the following qualifications:
a)
A Bachelors degree in Commerce, Business Administration or Economics.
b)
Be qualified CPA or ACCA.
c)
Must be a registered member of ICPAK.
d)
Have at least 8 years’ experience in government accounting, grant management,
and donor-funded projects with government partnership.
At
least 5 of those years should be at Finance Manager level with responsibilities
of managing the Finance function of an organization or project.
e)
Have previous experience in preparation of an operations manual.
f)
Have knowledge of World Bank financial management procedures.

The services are expected to be completed within one month upon signing of the
contract.

The Ministry of Housing through the KISIP now invites individual consultants to
express their interest in providing the services. Interested individuals must
provide information indicating that they are qualified to perform the services
(CV, description of similar assignments, experience in similar conditions,
etc).
7.
The consultant will be selected in accordance with the procedures set out in
the World Bank’s Guidelines: Selection and Employment of Consultants by World
Bank Borrowers (May 2004, Revised October 1, 2006 and May 2010). Interested
individuals may obtain further information at the address below from 0800 to
1700 hours from Monday to Friday excluding lunch hour (1300 to 1400Hrs) and
public holidays.
7.
Expression
of interest shall be delivered by 10th August 2012, at 1100 hrs East African
Time using one of the following modalities:
(i)
deposit in the tender box located on 6th Floor, Ardhi House in Nairobi,
(ii)
send by Courier to the Permanent Secretary, Ministry of Housing or
(iii)
send by email to the Permanent Secretary at ps@housing.go.ke and the Program
Coordinator, Ministry of Housing kisip@housing.go.ke.
For
expressions of interest that will be deposited at the tender box, the packages
should be clearly marked Contract No. MH/KISIP/CS/001/2012-2013 for Consultancy
Services for Financial Management Expert to Prepare Guidelines for Operating
Costs.
