Terms of Reference: Consultancy to Develop a Resource Mobilisation Policies and Procedures Manual
Background: African Agricultural Technology Foundation (AATF) was founded in 2003 to access, develop and deliver appropriate technologies to smallholder farmers in Sub-Saharan Africa through public-private partnerships.

In the last ten years it has established 13 major projects with a solid base of funding ($100 million) from its founding partners and several additional leading foundations, including the Rockefeller Foundation, USAID, DFID, The Bill and Melinda Gates Foundation and the Howard G. Buffett Foundation.
As an independent, non-profit organization AATF provides comprehensive solutions to address critical constraints in African agriculture that ultimately improve the quality of life for farmers and their families and the overall capacity of agricultural systems.
It focuses on a well-defined gap in agricultural development that has been identified and endorsed by global leaders: access to appropriate technology.
It has the people, networks, business plan and partners in place to take its projects to the next level but to do this requires a renewed and strategic resource mobilisation effort.
This effort is being driven by the Resource Mobilisation (RM) Strategy launched to accelerate and expand its current projects, ensuring they successfully reach smallholder farmers and their families as well as establish several new projects.
Objectives of the consultancy: AATF needs to develop and document resource mobilization policy and procedures manual to guide on how components of the RM strategy are to be executed.

Policies & procedures shall enable the various stakeholders involved in the process understand their roles and management to provide leadership and promote accountability.
The primary purpose of the policies and procedures manual is to guide the implementation of the resource mobilisation strategy providing clear procedures and guidelines for all the stakeholders involved in resource mobilisation for AATF. These include staff, global task force members, board members and other partners. The manual will define the roles and responsibilities of each stakeholder and set the guiding principles.
Who is expected to undertake this work?
The consultant, an individual or company, will be experienced in formulation of policies and procedures for non-profit organizations in the agricultural space in Sub-Saharan Africa.
For individual applicants, the consultant will have a minimum of a Master degree in a relevant field and at least eight years of professional experience in policy and strategy formulation from a similar organization.
Scope of work
The consultant with support from the AATF management will develop a policies and procedures manual clearly stating the policy guidelines that will support effective resource mobilisation.
The policies and procedures will spell out the relationships between key stakeholders in the development of concept notes and proposals.
Further the policies and procedures manual will determine internal and external relationships between AATF and its partners, Global Task Force (GTE), Board members, RM team, contractors/consultants and other interested parties in resource mobilisation.

- Consult with other legal documents within AATF and ensure all relevant issues are addressed without conflict or contradiction
- Develop the policies and procedures manual basing on existing documents and data available . Conduct a stakeholders’ workshop to validate the manual
Time-frame: This contract is expected to be executed in a period of one month.
