Development of a Sessional Paper to the National Policy for the Abandonment of on Female Genital Mutilation/Cutting in Kenya
Background Information and Objective of the Consultancy
The Ministry of Gender, Children and Social Development in collaboration with UNFPA and UNICEF is seeking a consultant to undertake the development of a Sessional Paper to the National Policy for the Abandonment of Female Genital Mutilation (FGM/C).
The National Policy for the Abandonment of FGM/C which addresses issues of FGM/C in Kenya was approved by cabinet in 2010. In approving this Policy, the government demonstrated its commitment to the promotion of gender equality as envisioned in the Vision 2030.
With the approval of the Policy, a Sessional paper is required as a roadmap in the implementation of the FGM abandonment Policy. For purposes of facilitating the process of developing the Sessional paper, the Department of Gender and Social Development will engage the services of a consultant.
The Objectives of the Consultancy are to:

The Objectives of the Consultancy are to:
- Review the National Policy for the Abandonment of FGM/C 2009 and relevant policy documents, legislation, plans, researches and materials pertaining to FGM/C.
- Review recent developments in the area of FGM/C.
- Consult with all relevant stakeholders in the area of FGM/C including line government ministries, civil society organizations, faith based organizations and development partners
- Develop the Sessional Paper for the National Policy for the Abandonment of FGM/C including the institutional framework for its implementation.
- Present the Draft Sessional Paper to the stakeholders and incorporate their inputs
Qualifications of Consultant(s)
- A Masters or higher Degree in Gender, Law or any other Social Sciences
- 5 years experience in gender and development with a bias towards GBV/FGM/C
- Experience in the area of policy development, research or analysis
- Familiarity with government systems and procedures
- Well versed with legislative, policy and programmes on FGM/C

Expression of Interest
Interested Consultants (not firms) are invited to send a clearly marked separate technical proposal and a separate financial proposal in sealed bids to the undersigned address no later than 15 July 2011 at 12.00 Noon.
The technical proposal should explain the methodology, timeframe of the exercise and provide examples and profiles of similar work done in related fields. The financial proposal should contain the budget.
The bids should be clearly with the technical and financial as well as the title of the consultancy “RFP/ 001/2011- DEVELOPMENT OF A SESSIONAL PAPER TO THE NATIONAL POLICY FOR THE ABANDONMENT OF ON FEMALE GENITAL MUTILATION/CUTTING IN KENYA” and delivered at block Q Room 205.

A pre-bidding conference will be held on Thursday, 7th July 2011 at 11.00 am at the UNFPA Offices, UN Complex Block Q Room 206.
Interested bidders wishing to attend the prebidding conference or delivery their bids need to send an email to disii@unfpa.org a day in advance (latest 4.00.p.m) to make security arrangements to access the UN complex.
