Position Title: National FAO Security Officer

Duration: From start date to 31st December 2011 (Serves also as probationary period)

FAO Somalia – Country Office in Nairobi is seeking to employ National Security Officer.

Under the general supervision of the Officer in Charge for Somalia and under the technical supervision of CSDU, in close collaboration with the UNDSS office for Somalia, the security officer will;
 
  • Advise and assist the FAO Somalia O-I-C and programme managers, on his/her security responsibilities, including participation in operational planning, and providing security inputs, as well as compliance with United Nations security policies, practices and procedures;
  • Keep abreast of FAO operations world-wide and make recommendations on security, safety and evacuation plans for staff in Somalia;
  • Assess security in Somalia using information from FAO and other UN Somalia projects and implementing partners.
  • Provide information to the FAO Somalia O-I-C and staff through regular and ad hoc security briefings and advisories.
  • Assist the FAO Somalia O-I-C to reconcile conflicting demands of programme and security;
  • Develop a strong partnership with UNDSS security officer through regular contact and collaboration on developments which could affect the security of FAO and the country in general.
  • Co-ordinate with other UN security organizations (UNDSS Somalia, UNDSS Kenya) and military/government counterparts, as required;
  • Co-ordinate with local authorities (police, military, political and humanitarian);
  • Participate in the UNDSS (Somalia and Kenya) Security Cell meetings;
  • Advise the Security Cell on particular concerns of his/her agency regarding security;
  • Attend, as an Observer, the meetings of the SMT (Somalia and Kenya) or Area Security Management Team (ASMT), when possible;
  • Provide assistance to all UN offices in Somalia where there is no UNDSS security when requested and where possible given agency responsibilities.
  • Ensure that the Agency’s personnel are trained and briefed on security matters within existing security policy and procedures;
  • Ensure that security procedures and policies are adhered to at all times;
  • Work with the FAO procurement department to ensure provision of equipment and other physical measures necessary for Minimum Operating Security Standards (MOSS) and Minimum Operating Residential Security Standards (MORSS) compliance;
  • Report all security incidents to the FAO Somalia O-I-C and to the Designated Official/UNDSS security officer;
  • Contribute to the development of security best practices for Somalia as a whole, and in particular for activities in which the parent agency takes a lead (e.g. convoy security, refugee operations, census taking etc).
Field
  • Perform security assessments, both routine and those required to ensure that it is safe for FAO staff to enter/return to a location/duty station;
  • Organize convoy security procedures and medical evacuations;
  • Ensure FAO communications is integrated into the appropriate UN security communication system and all staff are trained in security and emergency procedures, in collaboration with TC/IT and DSS officers
  • Organize and manage SPUs guard/watchman force assigned to FAO premises in coordination with the UNDSS FSCO;
  • Participate in and as required lead hostage negotiations;
  • Plan implementation of modern developments in security, assess cost effectiveness and make recommendations for changes to policy, procedures, work flow, staffing & structure;
  • Prepare security reports, assessments and conduct briefings;
  • Organize and maintain country files on security issues (assessments, security plans, messages, maps and other);
  • Perform other related duties, as required by the FAO Somalia O-I-C and by UNDSS security when requested and where possible given agency responsibilities and after consultation with the FAO Somalia O-I-C.
Academic qualifications
  • University degree or equivalent in international relations, communications, security or related discipline or graduation from a military/command or staff course/police academy.
  • Language - Fluent in English, Swahili and Somali
Experience
  • At least 10 years progressively responsible practical and professional experience in the military (combat arms and reconnaissance skills preferred) or police work.
  • Basic paramedic training/skills.
Selection Criteria:
  • Relevance and level of academic qualifications;
  • Extent of experience in security management and administration of security related matters
  • Ability to communicate clearly and concisely both orally and in writing;
  • Ability to identify, analyze and resolve problems expeditiously and pragmatically;
  • Tact, initiative and sound judgment;
  • Written Test.
Desirable:
  • Knowledge of and/or experience with the UN security system;
