Background to the Kenyan Jobs


The Global Fund (GF) to Fight HIV/AIDS, Tuberculosis and Malaria was established to increase resources mobilization to fight three of the world’s most devastating diseases, and to direct those resources to areas of greatest need.

Kenya has benefited immensely from the Global Fund in fighting Aids, Tuberculosis and Malaria since inception in 2002. This program is implemented by Ministry of Finance, Ministry of Public Health and Sanitation and Ministry of Special Programs.

The Ministry of Finance is the principal recipient for all government components of Global Fund grants in Kenya, and is therefore legally responsible for the management and the coordination of all the grants. Ministry of Finance which is the Principle Recipient wishes to invite applications to fill the following vacancies based in the Ministry of Finance Headquaters:

1. Senior Program Officer

Reporting to the National Global Fund Coordinator

Job Description
  • Coordinate the preparation of work plans, budgets, M&E plans and performance frameworks for Global Fund Grants (TB, HIV and Malaria) managed by the Principal Recipient - Ministry of Finance
  • Provide technical support to the Principal Recipient during grant negotiation with the LFA and the Global Fund Secretariat
  • Provide support to the Program managers for the three diseases and the Global Fund focal persons for effective and efficient implementation of all Global Fund programmatic activities.
  • Provide leadership and guidance to the program officers and program focal persons on all programmatic issues concerning the grants managed by the Principal Recipient – Ministry of Finance.
  • Represent the Principal recipient - Ministry of Finance in the Kenya Coordinating Mechanism (KCM) technical Working Groups and during Global Fund proposal development processes.
  • Coordinate the preparation and submission of progress updates and other reports to be submitted to the Global Fund as per the grant agreement between the Ministry of Finance and the Global Fund.
  • Coordinate the LFA meetings and field visits to verify the progress update and other reports submitted by the principal Recipient – Ministry of finance.
  • Coordinated the responses to Condition Precedents, Special Conditions, time Bound Actions or management issues raised by the LFA or the Global Fund secretariat
  • Plan and implement capacity building activities for public sector implementers of Global Fund grants
  • Undertake any other task assigned by the Global Fund coordinator
Required qualifications
  • A master Degree in public Health, Health Systems, community health or equivalent.
  • A degree in Medicine will be an added advantage
  • At least 6 years of working experience in management of health programs in busy organization at a senior level.
  • Experience in the implementation of Global Fund grants is an added advantage
  • Knowledge of HIV/AIDS, TB and malaria programming,
  • Training in project management
  • Excellent capacity to produce reports on time
  • Good ICT skills,
  • Demonstrate ability and commitment to team work and coordination with multiple partners
2. Program Officer – Malaria Global Fund Unit

Reporting to the Senior Program Officer

Job Description
  • Provide support in the preparation of work plans, budgets, M&E plans and performance frameworks for Global Fund Malaria Grants managed by the Principal recipient – ministry of finance
  • Coordinate the implementation of Malaria Global Fund activities with the Global Fund focal person in the Division of Malaria Control (DOMC), and other relevant stakeholders.
  • Provide support for the Monitoring and Evaluation at the National Regional and County levels, of Malaria Global Fund activities under the Ministry of Finance.
  • Provide necessary support to the Global Fund focal person and the M&E officer at the DOMC for the preparation of semester progress update on GF grant activities as required
  • Work closely with the GF focal persons and the M&E officers at the program level to strengthen the M&E and ensure the timeliness, completeness and quality of data submitted to the global Fund.
  • Plan and participate in field visit for data verification, support supervision and global Fund asset verification.
  • Undertake any other task assigned by the Senior Program officer or the Global Fund coordinator
Required qualifications
  • At least a Bachelor Degree in Health sciences, Public Health, community health or equivalent.
  • Good knowledge of Malaria programming, Monitoring and Reporting
  • At least 5 years experience in a busy organization implementing a large scale Malaria program
  • Experience in the implementation of Global Fund grants is an added advantage
  • Good capacity to produce reports on time
  • Good command of ICT
  • Demonstrate ability and commitment to team work and coordination with multiple partners
3. Program Officer – HIV/AIDS Global Fund Unit

Reporting to the Senior Program Officer

Job Description
  • Provide support in the preparation of work plans, budgets, M&E plans and performance frameworks for Global Fund HIV/AIDS Grants managed by the Principal recipient – ministry of finance
  • Coordinate the implementation of HIV&AIDS Global Fund activities with the Global Fund focal persons at National AIDS/STD Control Program (NASCOP) and NACC, and other relevant stakeholders.
  • Provide support for the Monitoring and Evaluation of HIV/AIDS program at the National Regional and County levels,
  • Provide necessary support to the GF focal person and the M&E officers at National AIDS/STD Control Program (NASCOP) and NACC for the preparation of semester progress update on GF grant activities as required
  • Work closely with the GF focal persons and the M&E officers at the program level to strengthen the M&E and ensure the timeliness, completeness and quality of data submitted to the global Fund.
  • Plan and participate in field visit for data verification, support supervision and global Fund asset verification.

4. Procurement Officer

Reporting to the National Global Fund Coordinator

Job Description
  • Participate in all steps of designing, implementing and monitoring of procurements using Global Fund grants
  • Support the preparation of the Global Fund procurement plans for the three programs (HIV/AIDS, TB and Malaria) which are in line with GF procurement policies and guidelines.
  • Ensure the procurement, warehousing, distribution and use of pharmaceutical and other commodities using GF grants take into account GF guidelines and quality assurance policies
  • Monitor the distribution of drugs and other commodities procured using the Global Fund grants and prepare a monthly report to the global fund coordinator
  • Represent the Principal recipients at all Ministerial Tender Committees (MTC) and ensuring that the deliberations are in line with GF requirements.
  • Coordinate the responses to issues raised by the LFA or the GF secretariat on Procurement and Supply Management plans
  • Prepare and maintain an asset register for all assets acquired using Global Fund grants under the Ministry of Finance
  • Conduct field Visit to verify that assets are in good use
  • Prepare the plan for use of assets, at the end of each grant
  • Undertake any other task assigned by the Global Fund coordinator
Required qualifications
  • Bachelor degree in procurement, supply chain management, commerce, economics or their equivalents from recognised institutions,
  • Professional diploma in procurement or supply management,
  • A minimum of 7 years experience at a Senior Level in procurement and supply management in a busy organization
  • Knowledge of Global Fund and Government of Kenya procurement procedures is desirable
  • Good Computer skills; Knowledge of procurement and supply management software would be an added advantage

5. Finance Officer

2 Positions

Reporting to the Senior Accountant/ Head of Finance

Job Description

1. Financial monitoring and tracking of the expenses of the public sector implementers of the Global Fund grants.
  • Prepare funds allocation against the activities to be implemented by public sector implementers, for all disbursements received from the Global Fund.
  • Provide necessary support and training to the program accountants in the Ministry of Public Health and Sanitation for effective implementation of the Financial Monitoring tool developed by the Ministry of Finance.
  • Use the Financial monitoring tool to monitor expenses against the activities for which the disbursement was made to public sector implementers
  • Ensure all the expenditures by the public sector implementers are incurred in conformity with the laid down Government of Kenya and Global Fund financial requirements and procedures
  • Keep record of all disbursements to public sector implementers and related expenses.
2. Financial monitoring and tracking of the expenses of the Financial Management Agent (FMA) and the Procurement agent
  • Track on a monthly basis the expenditures incurred by the procurement agent and ensure they are in accordance with the agreement with the Ministry of Finance, and with the Procurement plans,
  • Track the disbursements from the Ministry of Finance to the Financial Management Agency (FMA) and from the FMA to Project Implementers to ensure they are done in accordance with the work plans.
  • Monitor and advise on the reimbursable costs submitted to the PR by the FMA and the procurement agent to ensure they are as per the agreements with the Principal Recipient
  • Verify all the invoices submitted by the procurement agent to ensure that they are in conformity with the public procurement act and the agreement between the Principal Recipient and the procurement agent.
  • Support the FMA and the procurement agent to prepare all financial documents required by the PR to prepare the GF progress updates and disbursement requests
3. Preparation of GF progress reports:
  • Support Program Accountants to prepare financial progress reports on Global Fund
  • Review the financial reports submitted by SRs in the GF progress update and disbursement requests
  • Review monthly reports submitted by the FMA and the procurement agent and provide feedback to the Global Fund coordinator,
  • Prepare all periodic financial reports on the GF as required by the Global Fund.
  • Support the Principal Recipient to address queries from the LFA or the Global Fund secretariat on financial management and financial reports of the Global Fund grants
4. Field visit:
  • Conduct field visit to monitor the financial expenses at the provincial and county levels to ensure they are in line with approved work plans.
Required qualifications
  • At least CPA (K)
  • Business related degree, preferably commerce, economics, or business administration
  • Knowledge of GOK financial and accounting procedures
  • At least 2 years working experience with the Global Fund grants, in similar context.
  • Prior involvement with a donor funded project will be an added advantage.
  • Demonstrate ability and commitment to team work and coordination with multiple partners
6. Accounts Assistant

Reporting to the Senior Accountant/ Head of Finance

Job Description
  • Receipt and recording of all invoices and claims for payment
  • Follow up and record all temporary imprests
  • Proper maintenance of all accounting records of the Principal Recipient – Ministry of Finance.
  • Initiate, record and track all bank transactions
  • Any other task as assign by the accountant in-charge or by the finance officers
Required qualifications
  • CPA II.
  • At least 2 years working experience in the accounting position with a busy organization.
  • Experience with the Global Fund or a donor funded project will be an added advantage
  • Knowledge of excel and word computer applications.
7. Internal Auditor

Reporting to the National Global Fund Coordinator

Job Description
  • Prepare and implement an annual action plan for internal control of Global Fund grants activities implemented by public sector implementers
  • Review Global Fund and Government of Kenya financial procedures and monitor compliance by the public sector implementers of Global Fund grants
  • Work closely with Global Fund Program implementers to improve the, efficiency, effectiveness and accountability of Global Fund resources and operations.
  • Identify all potential risks related to the implementation of Global Fund grants and prepare a risk mitigation plan.
  • Carry out spot checks on implementers to ensure compliance with Global Fund program and Government of Kenya requirements and submit a monthly report to the Global Fund coordinator.
  • Work closely with the external auditors whenever required and assist the management in responding to audit queries
  • Prepare quarterly internal audit reports and submit them to the National Global Fund Coordinator
  • Undertake any other task assigned by the National Global Fund coordinator
Required qualifications
  • Business related degree, preferably Finance, economics, or business administration.
  • CPA (K)
  • Knowledge of Government of Kenya financial and accounting procedures
  • At least 5 years working experience in similar work in a busy organization.
  • Track record in financial monitoring and control
  • Good computer skills
  • Good communication skills

8. Senior Driver

Reporting to the National Global Fund Coordinator

Job Description
  • Driving GOK vehicles dedicated to the Global Fund Unit, as authorized
  • Detecting and reporting any malfunctioning of the vehicle systems,
  • Ensuring Security and safety of the vehicle on and off the road,
  • Maintenance of work ticket(s) for vehicle(s) assigned,
  • Maintaining cleanliness of vehicles assigned,
  • Overseeing safety of the passengers and/or goods therein.
Required qualifications
  • Must be a holder of KCSE with a mean grade of D- plain or its equivalent qualification from a recognized institution
  • Passed Occupational Trade Test I for Drivers
  • Valid driving license from any current endorsement(s) for classes(s) of vehicle(s) an officer is required to drive
  • Attended a First-Aid Certificate course lasting not less than one week in a recognized institution
  • Valid certificate of good conduct from the Kenya Police
  • At least seven (7) years driving experience.
  • Should 45years and below.
