Job Title: Water Meter Reader

Department / Project:
WASH Sector

Supervisor: Water Officer-Distribution

Location / Duty Station: Dadaab, Kenya

I: Job Summary & Purpose:

Reporting to the Water Officer - Distribution, Water Meter Reader reads, records and reports readings water meters using a hand-held meter reading computer; interacts with customers and addresses questions and resolves complaints; reports abnormal or suspicious meter conditions or usage patterns; makes field repairs to meters; and performs related duties as assigned.

II: Tasks and Responsibilities R 1: Reading, Recording Water Usage

1.1 Reads and records consumer water meters in accordance with an assigned schedule and route; identifies sites for meter reading and uses maps to establish a systematic route; enters meter readings into a hand-held meter reading computer or book; ensures accuracy of readings.

1.2 Examines meters for signs of tampering and reports inoperative, leaking, malfunctioning, or damaged meters and registers; tags property; reports hazards including gas odors and exposed electrical wiring; reports violations of backflow prevention.

1.3 Answers general question regarding discrepancies in records other utilities - related subjects;

1.4 Compute the water consumptions per section, agency, institution etc and relays inquiries to Supervisor when appropriate.

R2: Repair and Routine Maintenance of Meters

2.1 Makes field repairs to water meters and performs routine maintenance; pulls meters for calibration; cleans brush, dirt or vines away from meter boxes using appropriate equipment and tools; generates requests to Maintenance and Operations for larger repairs.

2.2 Suggests changes to improve routing and meter location information.

2.3 Locates water meters for work and construction crews.

2.4 Assists in making emergency repairs to water mains.

2.5 Performs related duties as required.

R 3: Reporting

3.1 On daily and weekly basis record and prepare operational report related to water meter reading activities to supervisor.

3.2 Provide a record of all water meter read, functioning and non functioning meters to supervisor for further advice.

IV: Contacts/Key Relationships (Internal & External):

Relate to other sector officers in the camp, other Water Officers, Master plumber in the other camps, and other agencies in the camp. Attend inter sector and inter agency meetings.

V: Working Conditions:

Physical Demands and Working Environment

The conditions herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential job function.

Environment: Work is performed primarily outdoors while walking or driving, with occasional indoor office work.

Constant exposure to: moving mechanical parts at construction sites and from heavy equipment; excessive dust, gas fumes, or chemicals while walking or driving; blood borne pathogens and other biohazards in meter boxes; and falling objects on site and at construction locations.

Frequent exposure to extreme temperatures, humidity, rain; slippery or uneven surfaces and rough terrain; moving mechanical parts; excessive noise and vibration from meter repair equipment

Physical: simple grasping and repetitive use of hands to use hand held processor, read meters and operate a computer; lifting and carrying of meter lids, sticks and other equipment weighing up to 50 pounds; driving to and from meter locations.

FREQUENT kneeling, climbing; twisting at the neck and waist; power grasping to shovel, use a meter stick, lifting and opening the vehicle; lifting and carrying of meters and lids weighing up to 75 pounds.

OCCASIONAL standing, crawling, and lifting and carrying meter boxes and lids weighing up to 100 pounds.

Vision: See in the normal visual range with or without correction; vision sufficient to operate a vehicle and equipment; read computer screens, meters, and printed documents.

Hearing: Hear in the normal audio range with or without correction to listen for signs of danger, operate a radio and communicate with others.

Others:

The position is based at Dadaab with posting to any of the camps of Hagadera, IFO and Dagahaley or DMO and other extension camps and program sites. This is a none-family working station. Hot weather is prevalent throughout the year with limited basic amenities. Road movement to and from work station to Garissa as well as inter-camp movement must be under police escort (Scheduled convoys).

Strict adherence to security instructions all the time. It is a six days work station with a compensatory time off according to CTO policy. The incumbent will be required to travel to Nairobi office and perform official responsibilities as will be required.

The incumbent shall reside in the CARE compound while executing official duties and shall obey and adhere to residential compound regulations.

VI: Qualifications, Experience and Competencies
  • Certificate in water meter reading from Kenya Water Institute of or recognition institution
  • 1 year experience in water meter reading.
  • Proficiency in MS Office software.
4. Competencies:
  • Able to deal with the general public in a courteous manner
  • Ability to use various techniques, tools, equipment and materials used in the minor repair and
  • Ability to Perform basic arithmetic calculations
  • Effective verbal and listening communications skills
  • Good visual acuity, adaptable, and able to work in multi- cultural settings
  • Willingness and stamina to work for long and odd hours and ability to work with minimal or no supervision are important assets to this job.
