PPOA Expression of Interest for Consultancy Services for Production of a Documentary on Public Procurement Oversight Authority

Background

The Public Procurement and Disposal Act, 2005 is now fully operational and the relevant structures and systems as stipulated under the Act are already in place.

One of the structures is the Public Procurement Oversight Authority (PPOA). The mission of PPOA is to enhance national socio-economic development by facilitating and ensuring the implementation of an effective and efficient public procurement and disposal system. The Public Procurement Oversight Authority intends to hire consultants to assist in production of a documentary on the authority.

Objectives

The main objectives of the film documentary will be:

• Awareness raising on the overall mandate and services of the PPOA
• Highlight the specific activities of the PPOA and the distinct contribution to the development of public procurement in the larger economic development of the country
• Highlight the challenges still facing public procurement
• Highlight the role of the public in achieving the objectives of the Public Procurement Oversight Authority
• Highlight the vision of PPOA and what PPOA is doing towards the attainment of this vision

The Scope of the Assignment

The scope of works include:-

• Develop a detailed project plan in collaboration with the Project team
• Develop Script on the Film Documentary
• Acquire images for the production of the film
• Shoot the film
• Edit Film
• Finalize Film
• Produce Master Copy of Film Documentary
• Produce Duplicate of the Documentary
• Launch Documentary

PPOA now invites interested eligible consulting firms to express their interest in this assignment.

Interested eligible consulting firms should meet the following minimum requirements: -

1. Submit a relevant company profile of not more than 10 pages, evidence of registration/incorporation, and a valid tax compliance certificate.

2. Interested eligible consulting firms should demonstrate the following which they will be evaluated on: -

(a) Provide information indicating that they are qualified to perform the services including but not limited to:-

• Description of similar assignments recently undertaken with appropriate references. The Consultants should include names and references of clients including contact persons that can be checked by PPOA.
• Availability of appropriate skills among staff. Copies of abridged Curriculum Vitae of the personnel with details of academic and professional qualifications, and relevant experiences.

(b) Demonstrate awareness of the general developments related to the national procurement system including PPOA and its oversight role in public procurement

(c) Proof that they are a financially sound entity, by providing audited financial statements for the past two years.

PPOA will prepare a shortlist to be preselected on the basis of the expressions of interests received to which the client will send Request for Proposal (RFP) document with the relevant terms of reference.
