Consultancy Services for Development of Organizational Policies for Water and Sewarage Company - Wajir County
 

Program / Department Summary: Mercy corps Portfolio in Wajir takes a market-based approach to building resilience and economic growth. Our programs are aimed at strengthening systems and mechanisms to enable sustainable development while maintaining the ability to meet immediate needs during crisis. 

Mercy Corps works closely with partners including community members, local government officials, and private sector stakeholders to ensure community-driven and market-led development interventions.
 

One of the main objectives of Mercy our current program; Dry lands and Livestock Improvement Project (DALIP) is to improve the professionalization and commercialization of water services in Wajir by encouraging and facilitating greater private sector participation in the water sector. 

Under this Mercy corps has been supporting Wajir water and Sewerage Company to improve its capacity to provide access to clean and affordable water to the people of Wajir among others. We are thus seeking for a business development consultant to support WAWASCO establish sound organizational policies
 

Purpose / Project Description: The purpose of this assignment is to develop Financial / Procurement and Logistics / Human Resource) organizational policies for Wajir water and sewerage company and to develop a business plan and a website for the company.

Consultant Objectives:
 

The specific objectives of the assignment are:

1. To identify WAWASCO Organizational Policy Needs.
2. To develop organizational Policies such as Financial / Procurement and Logistics / Human Resource.
3. To develop a clear and concise activity (ies) plans to realize the Policies.
4. To Design a website for the company
5. To develop a business plan for the company

Consultant Activities:
 

The Consultant will:

• Develop organizational Policies such as Financial / Procurement and Logistics / Human Resource.
• Develop a clear and concise activity (ies) plans to realize the above Policies.
• Design the company’s official website
• To develop a business plan for the company

Consultant Deliverables:
 

The Consultant will:

• Establish company Policies that will provide a broad framework which guides WAWASCO in implementing its activities in the delivery of water services in Wajir County
• Provide policies that will be used in the day to day running of the Wajir Water and Sewerage Company Ltd and help it professionalise its operation.
• A well-developed business plan and a working website for the company.

Timeframe / Schedule:

• Developing the company’s organizational Policies - 1st -14th August
• Business Plan Development - 15th -21st August
• Designing a website for the Company - 22nd -30th August

The Consultant will report to:

1. The Program Manager, wajir
2. The Wash and advocacy Specialist, Wajir

The Consultant will work closely with: The Managing Director,Wajir Water and Sewarage Company(Wawasco)
