Administrative / Logistics Assistant

To complement its national staff team in the Regional Support Office based in Nairobi

The European Commission’s Directorate General for Humanitarian Aid and Civil Protection (ECHO), is the European Commission Department responsible for financing humanitarian assistance. ECHO finances a range of partners, which include NGOs, UN agencies and the Red Cross Movement, to provide assistance to people affected by both natural and manmade disaster.

Duties & Responsibilities

The Administrative & Logistics Assistant will be based in Nairobi and will assist the ECHO Technical Assistant to provide quality technical and administrative duties with responsibility for planning and executing all necessary office logistics and administrative functions and assuring fulfillment of the needs for transportation, office supplies as well as logistics / administrative support to the international personnel working in ECHO-RSO Nairobi.

Required Qualifications
  • Minimum Diploma in Business Administration, Purchasing and supplies, Logistics or related field or/and
  • A minimum of five years working experience in logistics & administration.
  • In case of failure providing the diploma a working experience of 7 (seven) years in the same area can prevail.
  • Experience in procurement, inventory and fleet management is requested (amongst other logistic fields).
  • Understanding of construction and house maintenance works is an advantage.
  • Previous working experience with an International Organisation/NGO is highly desirable.
Required Skills
  • Fluent written and spoken English are required. French is an advantage.
  • Personal initiative; ability to work both independently and in a team, with ability to set priorities, and to work to tight deadlines.
  • Good negotiation and coordination skills.
  • Creativity and good analytical skills.
  • Commitment, determination, reliability and a high degree of personal integrity.
  • Ability to analyse and process information.

The Finance & Administration Director is a key member of the senior management team providing a variety of financial and grants administration services and for ensuring office operations are conducted effectively and efficiently in support of OSIEA programs.

Based in Nairobi, the position reports to the Executive Director, manages a small team, and works closely with headquarters to ensure performance standards are met.

Responsibilities
  • Establish and maintain a framework for financial planning and management in order to respond to OSIEA’s objectives and program priorities. Monitor financial and grants management policies and procedures and resolve problems.
  • Serve as the primary liaison on finance matters with headquarters. In consultation with OSIEA senior management, lead in the annual budget submission process.
  • Review operations against budgets and determine the financial position and necessary courses of action, preparing and submitting timely and accurate financial management reports.
  • Responsible for all administration including but not limited to office management, procurement, insurance, internet technology and property management.
  • Supervise the administration and finance team to ensure an appropriate and equitable workload assignment.
  • Ensure compliance with all legal, administrative, accounting and audit requirements nationally, regionally and internationally.
  • Ensure that effective internal communication tools and mechanisms exist within the office and are utilized with respect to compliance with OSI and OSIEA financial policies and procedures.
  • Address and resolve issues of non-compliance in a positive, respectful and constructive manner.
  • Provide regular training, advice and guidance to program staff with regard to financial planning and administration.
  • Ability to travel as needed.
Qualifications
  • University degree(s) and Certified Public Accountant or equivalent
  • Proven managerial experience and facilitation skills
  • Minimum 8 years relevant financial management experience, preferably 5 years in an public sector or donor organization in a management capacity
  • Ability to work in a financially complex international organization
  • Practical knowledge of word-processing, spreadsheet and database software.
  • Team spirit and respectful working and decision-making style
  • Strong organizational skills and close attention to detail
  • Integrity, diplomatic manner, and professional discretion essential

Duties and Responsibilities

The position reports to the Managing Director for efficient legal, advisory and secretariat services to the Management and the Board of Directors.

The specific tasks will include:
  • Participating in negotiations on concession related matters and interpreting concession documents;
  • Providing legal advisory services to the Management and the Board to ensure statutory compliance with existing law and regulatory requirements;

  • Attending to disputes between various stakeholders including customers and the Corporation and advising the corporation on all criminal and civil litigation;
  • Maintaining custody of the corporation seal;
  • Appointing and liaising with external lawyers to represent the Corporation;
  • Regular review of contractual agreements to ensure adherence to the terms therein;
  • Handling legal issues relating to employee and pension liability claims as well as carrying out due diligence investigations on claims; and
  • Advising and guiding the Corporation on restitution processes for illegally acquired land claims.
Qualifications
  • Bachelor of Laws (LL.B) Degree;
  • Masters Degree in Law or Business Administration will be an added advantage;
  • Diploma in Law (Kenya School of Law);
  • Certified Public Secretary (CPSK) and full member of ICPS(K);
  • Must be an advocate of the high court;
  • 10 years experience in Commercial Law practice, 3 of which should have been at a management level in a medium size / large Corporation;
  • Civil Litigation as an added advantage;
  • Strong analytical and organization skills;
  • Computer literacy and familiarity with standard office computer applications;
  • Excellent interpersonal and communication skills;
  • Ability to work under pressure and meet deadlines.

  • Good interpersonal and communication skills;
  • Excellent analytical skills;
  • Computer literacy and familiarity with standard office computer applications;
  • Ability to work under pressure and meet deadlines.
