With the aim to support EAC’s vision, mission, values and strategic goals the EAC Secretariat has developed a Communication Policy & Strategy. 
One of the main objectives is to enhance the brand image of the EAC and to reinforce the internal and external communications efforts. 
As a means of achieving this, the EAC Corporate Communications Department and GIZ have embarked jointly to take a holistic approach to develop a Design Guide by carrying out an entire branding project. 
We are therefore looking for a consultant (s) to plan and execute such a project.
 
The Consultant (s) should have:
  • At least a masters degree in Communications, International Marketing or a related field from a recognised university/institution.
  • Minimum 15 years work experience in strategic communications and corporate branding both on a strategic and an operational level.
  • A solid experience working with employer branding in large organisations.
  • Experience in carrying out a whole branding project from planning and execution to implementation in a corporate/public or intergovernmental entity is a MUST.
  • Strong project management skills, with the ability to execute in a structured manner.
  • Excellent communication and presentation skills.
  • Experience working with the survey tool SurveyMonkey is an added advantage.
The estimated duration of the assignment is a maximum of 180 working days starting from July 2013 to December 2014. 
The assignment requires the consultant(s) to be on-site at the EAC Headquarters in Arusha, Tanzania in regular and frequent intervals.
 
The EAC-GIZ program is asking interested consultants to submit a short (5 pages maximum) technical proposal as well as a separate financial proposal. 
Interested consultant(s) must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). 
Experts may constitute joint-ventures to enhance their chances of qualification.
 
The proposal should also indicate the qualifications and their ability to undertake the project within the time frame identified.
 
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with GIZ Procurement Rules and Procedures.

Save the Children East Africa Regional Office (EARO) is looking to recruit a Better Care Network (BCN) Regional Technical & Knowledge Management Specialist.
 
Role Purpose: 
The Better Care Network (BCN) facilitates active information exchange and collaboration on the issue of children without adequate family care and advocates for technically sound policy and programmatic action on global, regional, and national levels under the direction of its Steering Committee Members, an interagency partnership team composed of Save the Children, UNICEF, USAID’s Displaced Children and Orphans Fund and the Office of HIV and AIDS, CARE USA and Firelight Foundation. 
The BCN is initiating a three-year regional inter-agency initiative to improve the capacities of governments and their civil society partners in Eastern Africa to develop and implement care reform that strengthen families and improve alternative care services in the region.
 
To support this regional inter-agency initiative, the BCN and Save the Children are seeking a regional technical and knowledge management specialist with significant knowledge of the technical aspects of reforming child care systems and in-depth familiarity with the region to play a proactive role in identifying and addressing relevant issues to advance child care reform and provide technical support to key regional and country-level actors.
 
The Specialist is expected to play a catalytic role in supporting positive change in close collaboration and consultation with all regional and national stakeholders.

Key Areas of Accountability:
  • Facilitate a review of existing regional mechanisms to inform the operational arrangement of the regional technical hub and ensure it is complementary to the actions of other actors in the region and provides added value to existing initiatives.
  • Conduct initial consultations with key stakeholders to identify the three countries1 for action where the national situation analysis and in-country consultations will take place. In addition, resource countries will be identified where promising practices and policies can support peer-learning.
  • Facilitate national situation analyses and in-depth country consultations within the three countries for action, as well as remote consultations with key stakeholders at the regional level.
  • Identify and offer technical support to key actors for care reform in the three countries selected.
  • Identify potential points of intervention for system change and priority needs for technical and organizational support and assistance in each country and regionally as well as appropriate approaches to respond to these needs. This will also include the development and implementation of regional and national plans and their related monitoring and evaluation plan.
  • Facilitate the provision of priority activities to strengthen national and regional capacity and coordination, including, but not limited to, a combination of:
  1. Provide remote and in-person technical support;
  2. document and share positive examples of child care reform,
  3. facilitate exchange visits between countries;
  4. link countries with national, regional and global experts;
  5. organize strategically focused technical workshops and meetings on family strengthening and alternative care issues;
  6. develop and maintain a regionally focused website and newsletter;
  7. commission research in collaboration with stakeholders and academics in the countries to increase local evidence and understanding of current formal and informal care practices and raise awareness on the importance of family-based care;
  8. Support relevant national advocacy efforts.
Qualifications and Experience
  • Master’s degree in social work, social science, social policy or related field or a Bachelor’s degree with substantial training, knowledge, skills and experience obtained through other routes;
  • A minimum of 7 years of relevant experience in the provision of services, policy development or advocacy regarding the care of vulnerable children, including experience in the above in at least one developing country context;
  • Extensive experience in working in the region on better care issues for children with regional experience with advocacy, policy development or research;
  • Extensive knowledge of the literature on better care issues relating to children;
  • Experience developing and refining technical documents in this field;
  • Experience working with UN bodies, governments and/or NGOs;
  • Excellent writing and verbal skills in English and in summarizing complex documents. Additional language(s) would be an asset;
  • Experience with child related technical networks;
  • Proven ability to handle challenging work load;
  • Cross-cultural experience, understand ¡ng and sensitivity;
  • Excellent interpersonal and written and oral communication skills;
  • Commitment to Save the Children values.

Consultancy, Results-Based Financing Project

The Energising Development Partnership is a joint impact-oriented global sector programme of various donor countries implemented by GIZ (www.endev.info) to promote sustainable access to modern energy services in developing countries.
 
The Results Based Financing (RBF) project is part of a global DFID pilot programme to apply an innovative approach to renewable energy financing. 
Results-based financing provides incentives to the private sector to overcome market barriers and accelerate market development. 
Two pilot projects for solar lighting and renewable energy village grids will be implemented in Rwanda by GIZ in partnership with EWSA. 
Monitoring and disbursement of the subsidy will be done by a Rwandan bank, which will be selected through a competitive Call for Proposals.
 
To kick-start implementation of the Results-Based Financing programme, Energising Development is seeking to recruit a Consultant / Consultancy Firm to act as project manager.

Duties and Responsibilities
  • The overall objective of the project manager is to set-up the RBF structure and prepare for project implementation
  • Finalise the RBF subsidy structure and develop guidance material on procedures to be applied, tools, and roles and responsibilities of all stakeholders
  • Develop a monitoring and verification framework for RBF disbursements
  • Negotiate with and support the contracting of the Financial Institution
  • Involve and communicate with stakeholders
  • The consultant is expected to work part-time from September 2013 to January 2014.
Qualification and Experience

USAID East and Southern Africa Region Trade and Energy Technical Services Roster
 
A. Background
 
USAID East Africa’s (USAID/EA) experience indicates that many local and regional partners and potential partners are often technically sound in their areas of expertise. 
In addition, USAID missions and offices in East and Southern Africa often require trade and energy technical services and consulting to fulfill our development mandate in the region. 
USAID’s missions and offices in East and Southern Africa would like to utilize qualified local and regional consultants, firms and organizations where feasible.
 
B. Purpose
 
The purpose of this Expression of Interest (EOI) is to solicit information and qualifications from local and regional consultants, firms and organizations. 
Qualified respondents will then be placed on the East and Southern Africa Trade and Energy Technical Services Roster. 
The Roster will be utilized by USAID/East and Southern Africa and other USAID missions and offices in the region for short and longer-term technical services and capacity building assistance on an as-needed basis.
 
Below are the identified priority areas:
 
1) Technical Consulting Services will include, but not limited to, technical and sector assessments, project monitoring, project design, project performance and outcome evaluations, organizational capacity assessments, pre-award surveys, training and workshop coordination, and other services.
 
2) Capacity Building Assistance will include, but not limited to, training and mentoring of local and regional USAID partners in the areas of governance, financial management and accounting, internal controls, procurement systems, human resources management, information technology systems, project management, project monitoring and evaluation, sustainable funding and other capacity building assistance.

USAID East Africa will screen respondents to this EOI to ensure they have the qualifications and experience to successfully provide the proposed services and assistance. 
Only those consultants, firms and organizations that successfully pass this qualification screening will be placed on the EA Roster.
 
USAID technical teams and missions will tap into the Trade and Energy Technical Services Roster providers on an as-needed basis for both internal USAID technical services as well as the capacity building needs of local and regional partners funded by USAID. 
In addition, it is envisioned that local and regional partners may solicit and directly contract with technical service and capacity building providers on the EA Roster. 
The Trade and Energy Technical Services Roster providers will be called to submit bids or applications for specific tasks or scopes of work on an as-needed basis. 
Please note that being placed on the Trade and Energy Technical Services Roster does not imply a guarantee of contracts or a minimum. 
The Trade and Energy Technical Services Roster would be utilized to alert potential local partners of any request for proposal or application for technical services in the trade and energy sectors.
 
Respondents are encouraged to apply for only those services and assistance for which they have the required experienced.
In addition, respondents will be required to show proof of eligibility as a local and regional consultant, organization or firm as defined below in this EOI. 
Those who are unable to show adequate proof of local or regional status or lack the minimum experience will not be added to the resulting Roster.

Rwanda Bureau of Standards (RBS) was established in 2002 to undertake all activities pertaining to the development of standards, quality assurance and metrology in the country and overseeing implementation of the above across the entire country. 
Since its creation, RBS has aimed to provide top-quality services regarding standards development, quality assurance through industry inspection, market surveillance, import inspection and certification, testing, metrology services and awareness raising.
 
RBS has registered good progress in promoting trade and public safety through quality standards development and offering conformity assessment services (inspection, testing, certification and calibration), which led to improved Health and safety of Rwandan People and competitiveness of Rwanda products, regionally and internationally.
 
However, still there are challenges to overcome in terms of institutional framework and awareness, skilled personnel, standards as well as regulation to support the national programs on food security and food safety.
 
In the spirit of ensuring continued economic growth and making a step further in strengthening the capacity of RBS to deliver on the standardization and conformity assessment, RBS would like to recruit an individual consultant to develop one national standardization policy and related Food Security and Food Safety laws/ regulations

2. Objective of the Assignment
  • Develop in close collaboration with NSB Management the Standardization policy
  • Develop in close collaboration with NSB Management, comprehensive Laws/regulations to implement the above policy.
  • Develop a roadmap for the adoption & implementation of the above mentioned policy.
3. Scope of assignment
 
In order to achieve the objectives set out above, the consultant will undertake the following tasks:
  • Review existing policies, laws and regulations governing standardization with particular emphasis on food security and food safety in Rwanda, and the regulatory framework;
  • Review documentation on the work practices of RBS for standards development, harmonisation, review quality management certification, environmental management certification and food safety management certification;
  • In close consultation with RBS, conduct a stakeholder analysis to determine different actors and target group and degree of engagement in the policy development process.
  • Conduct Consultative meetings with key stakeholders i.e. MINICOM, MINAGRI, RCA, RAB, RHA, RTDA, RURA, RDB etc...to acquire information and recommendations to shape the policy
  • Conduct research to identify similar policies and best practices regionally or internationally.
  • Assessment of the applicability of the above policies, laws and regulations in Rwanda
  • Undertake a study of the status of regional as well as national standardization strategies and propose a standardization policy along with laws/regulations required for its implementation
  • Identify and assess options suitable for the stakeholders with regard to compliance with the policy and related regulation. Describe in detail the required steps to implement recommended measures including details of awareness workshops to be offered as well as whom to be involved.
  • Draft standardization policy document
  • Draft proposed laws/regulation
  • Facilitate a validation workshop with the above mentioned stakeholders to review the draft policy
  • Present Draft Policy and related Food safety and Food security laws/Regulations to the RBS management and stakeholders for discussion and approval
4. Expected outputs
 
The consultant is expected to produce the following outputs;
  • One ( 1 ) Consultative workshop with RBS staff and Key Stakeholders to acquire their inputs on RBS’ strengths, priorities, key responsibilities and roles to make information and recommendations to shape the policy and regulations.
  • One ( 1 ) validation workshop to review draft policy and proposed enforcement laws / regulations with Key Stakeholders and collects their inputs.
  • Standardisation policy that covers all aspects of Standardization
  • Draft laws/regulations that cover only Food Safety and Food Security
  • Roadmap detailing schedule for the adoption & implementation of the policy including challenges and proposed solutions, awareness and capacity building needed
5. Deliverables
  • Inception report after 20 days from commencement of the assignment that includes understanding of the assignment by the consultant, proposed approach and methodology to be used during the  assignment and roadmap of assignment, key institutions and their role in the process.
  • Draft report after 70 days from commencement of the assignment that includes synthesis of consultations with stakeholders, recommendations and resulting draft policy and Laws/Regulations
  • Final report 10 days after review of the draft report with stakeholders and should includes developed standardization policy taking into account inputs from the validation workshop, roadmap on adoption & implementation of the policy and laws/regulations.
  • Two (2) DVDs/CDs containing soft copies in Word Processing and Adobe Reader of the final report, inception report, Stakeholders recommendations, developed Standardization policy, draft laws/regulations and a proposed roadmap to guide implementation of the policy.
6. Time schedule
 
The consultancy is expected to be implemented within a total of 80 working days. 
The consultant will report to the RBS Project Coordinator on all contractual matters. 
The validation workshop and key consultations will be carried out in Kigali City where the Head quarters of RBS are located.

7. Expert profile:
  • The consultant will preferably have at least a Masters Degree in Agricultural Engineering / Food Science/Food Engineering/Food Technology or subject related to Food Security and proven experience of at least 7 years in standardization related activities
  • The consultant will have good knowledge of national Quality Infrastructure (NQI), rules of formulating standards and regulations. Having performed similar activities and Knowledge of other countries similar policies especially countries in the EAC region is an advantage
  • Having prepared scientific policies in the field of standards and conformity assessment or related scientific field in the past.
  • Ability to align the Standardization policy to RBS Functions and Mandate and be able to fit it into Vision 2020, National Quality Policy, EDPRS, National Export policy, and other relevant national policies and strategies
  • She/he should have research skills, excellent writing skills, be able to prepare a lot of material in a precise manner tailored for different audiences and familiar with the local Rwandan context
  • Knowledge of the operation of bodies that carry out standardization, conformity assessments and meteorology services as well as experience in developing policies, ability to engage diverse stakeholders in an effective manner so as to acquire critical information
  • Have proven experience in formulating of rules and regulations. Knowledge of the standards applied by other countries in the EAC region is a distinct advantage.

  • Undertake a study of the status of regional as well as national standardization strategies and propose a standardization policy along with laws/regulations required for its implementation
  • Identify and assess options suitable for the stakeholders with regard to compliance with the policy and related regulation. Describe in detail the required steps to implement recommended measures including details of awareness workshops to be offered as well as whom to be involved.
  • Draft standardization policy document
  • Draft proposed laws/regulation
  • Facilitate a validation workshop with the above mentioned stakeholders to review the draft policy
  • Present Draft Policy and related Food safety and Food security laws/Regulations to the RBS management and stakeholders for discussion and approval
4. Expected outputs
 
The consultant is expected to produce the following outputs;
  • One ( 1 ) Consultative workshop with RBS staff and Key Stakeholders to acquire their inputs on RBS’ strengths, priorities, key responsibilities and roles to make information and recommendations to shape the policy and regulations.
  • One ( 1 ) validation workshop to review draft policy and proposed enforcement laws / regulations with Key Stakeholders and collects their inputs.
  • Standardisation policy that covers all aspects of Standardization
  • Draft laws/regulations that cover only Food Safety and Food Security
  • Roadmap detailing schedule for the adoption & implementation of the policy including challenges and proposed solutions, awareness and capacity building needed
5. Deliverables
  • Inception report after 20 days from commencement of the assignment that includes understanding of the assignment by the consultant, proposed approach and methodology to be used during the  assignment and roadmap of assignment, key institutions and their role in the process.
  • Draft report after 70 days from commencement of the assignment that includes synthesis of consultations with stakeholders, recommendations and resulting draft policy and Laws/Regulations
  • Final report 10 days after review of the draft report with stakeholders and should includes developed standardization policy taking into account inputs from the validation workshop, roadmap on adoption & implementation of the policy and laws/regulations.
  • Two (2) DVDs/CDs containing soft copies in Word Processing and Adobe Reader of the final report, inception report, Stakeholders recommendations, developed Standardization policy, draft laws/regulations and a proposed roadmap to guide implementation of the policy.
6. Time schedule
 
The consultancy is expected to be implemented within a total of 80 working days. 
The consultant will report to the RBS Project Coordinator on all contractual matters. 
The validation workshop and key consultations will be carried out in Kigali City where the Head quarters of RBS are located.

7. Expert profile:
  • The consultant will preferably have at least a Masters Degree in Agricultural Engineering / Food Science/Food Engineering/Food Technology or subject related to Food Security and proven experience of at least 7 years in standardization related activities
  • The consultant will have good knowledge of national Quality Infrastructure (NQI), rules of formulating standards and regulations. Having performed similar activities and Knowledge of other countries similar policies especially countries in the EAC region is an advantage
  • Having prepared scientific policies in the field of standards and conformity assessment or related scientific field in the past.
  • Ability to align the Standardization policy to RBS Functions and Mandate and be able to fit it into Vision 2020, National Quality Policy, EDPRS, National Export policy, and other relevant national policies and strategies
  • She/he should have research skills, excellent writing skills, be able to prepare a lot of material in a precise manner tailored for different audiences and familiar with the local Rwandan context
  • Knowledge of the operation of bodies that carry out standardization, conformity assessments and meteorology services as well as experience in developing policies, ability to engage diverse stakeholders in an effective manner so as to acquire critical information
  • Have proven experience in formulating of rules and regulations. Knowledge of the standards applied by other countries in the EAC region is a distinct advantage.
