FilmAid International is a non-governmental organization that uses film to promote health, strengthen communities and enrich the lives of the world’s vulnerable and uprooted. FilmAid is currently implementing programmes in Kakuma and Dadaab refugee camps in Kenya.

Responsibilities:

Finance Support
  • Management & maintenance of petty cash in the office
  • Preparing cash forecasts for Kakuma office
  • Preparation of financial reports for management, donor reviews and statutory audits
  • Prepare for internal and external audits and donor financial review
Office Administration
  • Develop and maintain an accurate and efficient filling system
  • Maintain incentive staff files
  • Maintain the national staff leave schedule
  • Represent FAI in all administrative related task forces in Kakuma and the organization when required
  • Making travel arrangements and preparing all travel documents for staff and visitors
Logistics Support
  • Co-ordinate Kakuma’s process of procurement, goods reception and arrange for transportation
  • In-charge of Storage & stores Management for assets and consumables
  • Maintenance of a fixed asset register and carrying out stock takes
  • Asset management; ensure proper care and use of vehicles, generators, audio equipment and other FilmAid assets
  • Reporting regularly on logistics status of the program
Requirements:
  • Certified Public Account (CPA) part II
  • Diploma in Business Administration, Human Resources or logistics from a recognized institution
  • At least 3 years experience in Accounting and or logistics department preferably with a humanitarian aid organization
  • Proficiency in MS Word, Excel and at least one computerized accounting system.
  • Knowledge in Quick Books will be an added advantage
  • Ready to work for long hours in a hardship area
  • Team player, excellent interpersonal, organizational, multitasking and communication skills

Under the guidance of the Regional Chief of Human Resources, you will contribute to providing technical assistance and oversight to Country Offices in the Region in human resource planning, recruitment and placement, induction, benefits and entitlements, talent management, learning and development, staff relations, staff counselling and career development; serve as the main link between ESARO and the Support Service Unit (SSU) in Kenya Country Office on Human Resources matters; contribute to the implementation of new HR initiatives and in the monitoring of HR indicators for risk assessment.

Qualification:
  • Advanced University Degree in Human Resources Management, Business or Public Administration or related field.
  • Five years of progressively responsible experience at national and international level in Human Resources planning, management and training. UNICEF experience mandatory.
  • Proven ability to conceptualize, innovate, plan and execute ideas as well as transfer of knowledge and skills.
  • Ability to express clearly and concisely ideas and concepts in written and oral form.
  • Very good analytical skills and attention to detail Proven skills in Human Resource planning and management. Ability to plan, co-ordinate and facilitate training.
  • Good judgement, initiative, high sense of responsibility, tact and discretion, sensitivity to gender and different cultures and perspectives.
  • Good knowledge of computer systems and applications. Excellent interpersonal skills and negotiating skills.
  • Fluency in English and another UN working language required, preferably French and/or Portuguese
  • A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Key Expected Results:

Provide effective assistance to the Regional Chief of Human Resources (RCHR) in the provision of technical support to Country Offices on a broad range of HR areas, such as recruitment and placement, learning and training, interpretation and application of policies and procedures (compensation and benefits, strategic planning, organizational development)

Follow through country offices' recommendations on National Officers recruitment for compliance with due process, completeness and accuracy of documentation, obtaining expeditiously technical clearance from the relevant advisers and preparing recommendation for review by the RCHR and approval by the Regional Director and finally communicating decision to Heads of Offices within two weeks maximum from receipt of CO’s submission.

Serve as the focal point for recruitment of GS and non-personnel staff in the Regional Office, liaising with Support Service Unit in the Kenya Country office to ensure expeditious recruitment; Assist the RCHR in the recruitment process for International posts up to P-4 level; this will involve: updating Job Descriptions, short-listing and interviewing candidates, drafting recommendations, following-up with DFAM on funding and with DHR on CRB submissions; provide support, in advance, to appointed staff and plan and conduct orientation/induction of new staff.

Under the guidance of the RCHR, responsible for monitoring a variety of HR Performance indicators for human resource management and development, to improve quality, provide oversight and risk management assessment over HR planning, recruitment, training, performance management, staff relations, liaising periodically with focal points in Country Offices; share best practices, network with HQs and other UN agencies for the development of indicators and oversight/risk management tools and processes.

Assist the RCHR in the management of information systems on human resources and analyzing and producing reports for use at the Regional/Country level; collaborate in testing/implementation of global systems e.g. VISION

Serve as the secretariat of the Local Learning and Development Committee and follow up on implementation of LDC recommendations; provide technical support in the implementation/piloting of global corporate initiatives for Talent Management and Development, Competency-based Interviews, Succession Management, Leadership Development. Supervise the preparation and distribution of learning and training materials, and liaise with private institutions and academia as required

Act as Officer-in-Charge of the HR Section in the absence of the RCHR

Contributes to the VISION User Support model as regional VISION subject matter expert on programme and operations issues, ensuring that VISION related business queries are responded to in a timely manner and feedback from users is adequately channelled to the VISION team and Business Process Owners.

Qualification:

Advanced university degree in Social Sciences, International Relations, Development, Business Administration or Information Technology or related fields.*

Five years of professional experience, preferably in the field with UNICEF. Proven ability to work both independently and in a team Ability to work well in a multicultural environment Ability to work under pressure Proven initiative and good judgment.

Excellent computer skills and ability to quickly learn new software. Excellent organizational, communication & management skills. Key Expected Results:

Prior to VISION GO-LIVE (September through December 2011)

Participate in Global Train-the-Trainer in September, regional training workshops in October and country office training in November and December 2011. Review all VISION learning and on-line support materials and make recommendations for improvements. Perform training exercises and other transaction in VISION Practice System to further build knowledge of SAP.

Post VISION GO-LIVE (January through December 2012)

Respond immediately to and resolve business and system process related queries made by staff members in Country Offices under their coverage using the Global Help Desk software and log queries received by phone. Escalate queries to HQ based Business Process Owners when issues cannot be answered at the country or regional levels.

Assist the Deputy Regional Director in planning and operationalizing continuous VISION and business process training throughout the region. Support continuing end-user VISION training and communication at country level when needed. Manage regional level VISION user support, in accordance with Global Help Desk Service Level Agreement (SLA).

Oversee the support provided by the GS7 Assistant Subject Matter Expert. Analyze data to assess and identify user capacity weaknesses at country level and propose regional and global solutions to remediate. Identify potential improvements to training materials and delivery approaches. Support the Global Help Desk in producing knowledge database of Frequently Asked Questions, and produce statistics on VISION user queries for knowledge base and training purposes.
