The Selection Panel for Appointment of Chairperson and Members of the Commission for University Education

Applications are invited from suitably qualified person to serve as Chairperson of the Commission for University Education (CUE). 

The Commission for University Education, which is a body corporate, is the successor to the Commission for Higher Education established under the Universities Act, 2012. 

The functions of the Commission can be accessed at www.cue.or.ke.
 

The position is as follows:
 

Chairperson of the Commission (1)
 

A. Requirements for Appointment
 

A person shall be qualified for appointment as a chairperson if such a person:
 

a) Holds a Doctorate degree from a University recognized in Kenya;
 

b) Is capable of contributing to development of University Education in Kenya;
 

c) Has had at least ten (10) years experience in leadership and management of public institutions or private sector organizations;
 

d) Meets the requirements of Chapter Six of the Constitution of Kenya.
 

B. Duration of Appointment
 

a) The Chairperson of the Commission shall hold office for a term not exceeding four years and shall be eligible for re-appointment for one further term.
 

C. Terms of Service
 

a) The Board shall meet as often as necessary for the transaction of business but not more than four months shall elapse between the date of one meeting and that of the next meeting.
 

b) The chairperson may at anytime and shall upon written request by majority of the members, call a special meeting of the Board.
 

c) The position is non-executive.
 

D. All shortlisted candidates shall be required to avail ORIGINALS of the following documents during interview;
 

i) National ID or Passport
 

ii) Original Academic certificates and transcripts
 

iii) The Kenya Revenue Authority clearance letter
 

iv) The Ethics and Anti-Corruption Commission clearance letter
 

v) The Criminal Investigation Department clearance letter
 

vi) Credit Reference Bureau clearance letter
 

vii) Higher Education Loans Board clearance letter
 

viii) Commission for University Education Clearance letter ( for degrees obtained in Universities outside the Republic of Kenya)
 

E. Persons serving in the Public Service or in the Public and Private Universities are not eligible to apply.
 

F. Persons who had applied before should not apply.

Pursuant to Section 11(3) of the Kenya Law Reform Commission Act No. 19 of 2013, the Selection Panel invites applications from suitably qualified persons for the positions of Chairperson and two (2) Members of the Kenya Law Reform Commission.
 

The powers and functions of the Commission (Chairperson and Members) are as stipulated in Section 5 and 6 of the Act.
 

A. Vacancy for the Position of Chairperson, Kenya Law Reform Commission
 

A person shall be qualified for appointment as Chairperson of the Kenya Law Reform Commission if he/she:
 

(a) holds a postgraduate degree in law from a University recognized in Kenya;
 

(b) has been an Advocate of the High Court of Kenya for not less than fifteen years standing and has at least seven years experience in management level;
 

(c) has had a distinguished career in his/her respective field; and
 

(d) meets the requirements of Chapter Six of the Constitution.
 

B. Vacancies for the Position of Member, Kenya Law Reform Commission
 

Number of Vacancies: 2

A person shall be qualified for appointment as Member of the Kenya Law Reform Commission if he/she:
 

(a) holds a postgraduate degree from a University recognized in Kenya;
 

(b) has knowledge and experience of not less than ten years in any of the following fields:-
 

(i) Law;
 

(ii) Economics;
 

(iii) Social Sciences; or
 

(iv) Research and Development;
 

(c) has had a distinguished career in his or her respective field; and
 

(d) meets the requirements of Chapter Six of the Constitution.
 

C. Please Note:
 

In compliance with Section 10 of the Kenya Law Reform Commission Act, 2013, a person shall not be qualified for nomination and appointment as Chairperson or Member of the Commission if the person:-
 

(a) is a member of a governing body of a political party;
 

(b) is an undischarged bankrupt;
 

(c) has been convicted of a criminal offence and sentenced to a term of imprisonment;
 

(d) has been removed from any public office for contravening the provisions of the Constitution or any other written law;
 

(e) is a member of Parliament or county assembly; or
 

(f) has not met his or her legal obligations relating to tax and other statutory obligations.
 

Terms of Service

• The chairperson shall be appointed for a single term of six (6) years and is not eligible for re-appointment.
• A member of the Commission shall be appointed for a single term of five (5) years and is not eligible for reappointment.
• The chairperson and members of the Commission, other than the ex-officio members, shall serve on a full time basis.
