Job Description
Managers will have the opportunity to affect the livelihoods of huge populations of people as we explore opportunities to work together with the Ministries of Agriculture and related agencies in the countries where we operate. We believe there are two key steps to improve yields and livelihoods for farm families in partnership with governments – (i) develop effective policies; and (ii) lead effective implementation in the field. Managers will have the opportunity to work with key officials to make sure policies are designed to benefit the people who need the most help, and they will play a large role in directly managing and leading large scale field operations to ensure that these ideas work for farmers in the field.
We currently have early-stage operational partnerships with three African governments, and are exploring additional partnership opportunities in several other countries. We are seeking exceptional individuals to join this early-stage team, manage regionwide or nationwide products and services, and for top performers, become leaders of this team as we rapidly expand this work to support more farmers in new markets. This person will:
  • Manage a large product or service at a regional or national level. Example projects include:
    • Model Farmer Program – we are supporting extension services across multiple countries. In one country, a manager established a relationship with Ministry officials, identified operational inefficiencies with the structure of nationwide model farmer program, designed trials, and scald up improvements across the country.
    • New Planting Method – in one country, we are working with multiple government agencies to identify the optimal planting method for a key staple crop. For this opportunity, a manager experimented with multiple iterations of the new planting method, coordinate early stage trials with 5,000 farmers and a field team of 50, and is now planning to scale up the trial to 30,000+ farmers.
    • Private Seed Producer Support – use of high quality seeds for many staple crops can double yields for small scale farmers. Unfortunately, the supply of high quality seeds is very limited in certain markets. In one country, a manager created a loan product for producers to help spur supply. The manager is also exploring other operational improvements to significantly increase supply for future seasons.
  • Manage relationships with Ministry level officials or related government officials.
  • Build, develop, and manage a team support implementation of projects.
  • Lead and support design of country level strategy.

Job Description
One Acre Fund believes that policy is all about implementation. No matter how good or bad the policy, its execution on the ground is what changes lives.

To help craft policies which work on the ground, we are starting a new Government Services unit which is working together with regional and national partners to support government-led policy initiatives in agriculture. Following the lead of host governments, we support them with field implementation that changes the lives of millions of people. Our long-term goal is to help government to transform the agricultural ecosystems of whole countries. These projects generally utilize our existing field expertise in farm input distribution, rural mass marketing, and scalable training programs.

For these initiatives, we need both skilled Government Relations staff (see, for example, our Africa Government Officer posting) and also entrepreneurial field staff based in rural areas to focus on implementation.
  • Regional and National Strategy Design: The Policy Innovation Officer will work with other One Acre Fund staff and high-level government officials to develop ideas to improve livelihoods of smallholder farmers and the efficiency of the agricultural sector.
  • Program Implementation: The Policy Innovation Officer will roll out region-wide and eventually nationwide programs. Examples of past projects include a farm input system that delivers seed and fertilizer to several hundred thousand farm families; farm input marketing programs for similar numbers; and training support for 10,000+ extension agents.
  • Team Management: The Policy Innovation Officer will screen, hire, and develop a staff of 30-150 full-time country national staff, depending on the project, to support scaled implementation.
  • Innovation Trials: The Policy Innovation Officer will conduct an ambitious slate of trials within several districts, in order to discover new and effective mechanisms for promoting mass agricultural training—and to identify promising interventions One Acre Fund could scale-up across its entire network of smallholder farmers.
  • Collaboration with Key Officials: The Policy Innovation Officer will update high-level officials in the ministry of agriculture on a regular basis. The Policy Innovation Officer will also collaborate with important leaders at partner institutions.

Job Description
One Acre Fund has several applications implemented as a SQL server merge replicated architecture using web synchronization to a hosted server. There are nearly 40 locations in 5 different countries which communicate with our main production server. In addition we are replicating data to a separate hosted server for business reporting.

As we expect the number of locations and countries to grow over time, we are seeking an exceptional professional to serve as SQL Server Administrator who can build and improve on our current server architecture, as well as plan ahead for future scaling. In addition the SQL Server Administrator will assist with trainings when One Acre Fund expands to new countries.

The SQL Server Administrator will start off in one of our field countries for the first 12 months, after which they can negotiate relocating. During the initial period some general IT administration tasks will be required and there will be the opportunity to understand the technical constraints a lot of our field offices are under.

Primary Duties and Responsibilities
The SQL Server Administrator will perform the following and other duties as assigned:
  • Server maintenance and security.
    • Create and maintain security policies for developers connecting to SQL server.
    • In addition to database security, monitor firewall settings and prevent intrusion attempts.
    • Monitor and test automated backups, ensure offsite storage and perform consistency checks.
    • Evaluate Server performance and make recommendations for improvements.
    • Anticipate scaling needs.
    • Create disaster recovery and emergency failover procedures.
  • Communicate with our developers and field operations team.
    • Act as gatekeeper for direct data manipulation/cleaning requests.

Job Description
One Acre Fund relies on several home-grown software systems to help us manage a lot of information. As we grow our organization, we need to continually improve these systems and facilitate the integration with third party tools. Currently our most important tools – a program database and a finance database – are in SQL Server with MS Access as a user interface. Our program database tool handles the enrollment of clients, tracks farm supply orders, manages the delivery of seed and fertilizer to clients, tracks millions of payments, and creates a wide variety of business intelligence reports.

Given poor internet connectivity, our databases use a distributed client/server model where field offices can perform data entry and run reports offline while syncing with a central server as needed.  As we are growing, we are looking to:
  • Scale our existing tools to capture a wide variety of program configurations per country;
  • Provide central management and reporting tools while maintaining a focus on field usability;
  • Move to SQL Server Reporting services with code libraries in C# for sharing code between central web management tools and offline client tools.
The Technical Associate will initially be based in Western Kenya with an opportunity to relocate to other countries. S/he will be responsible for the following:
  • Field-facing mission-critical databases:
    • Participate in the continued development of mission-critical, custom databases which impact every aspect of operations;
    • Assist with streamlining the databases between different countries;

Job Description
Your primary objective will be to help assure accurate reporting of both financial and program data in order to help us shape our strategy and achieve financial sustainability, focusing on Rwanda and Burundi operations.  You will serve in a career-track position that combines financial analysis with non-profit accounting.  As part of a rapidly growing organization, you will be a key member of a small team responsible for managing our whole accounting system and the controllers who work with it in each country, and providing critical input on One Acre Fund's finance strategies and budgeting.  This role will report to the Controller.

Typical tasks will include:
  • Managing financial controls and processes: The Associate Controller will be responsible for creating/monitoring the processes and systems used by the finance teams in Burundi and Rwanda.
  • Creating and understanding reports: We use financial information as “business intelligence” – helping us move our business steadily towards financial sustainability.  The Associate Controller will help create reports from our accounting and client management systems, working with program staff to make our data useful and actionable. Guiding OAF towards sustainability is a critical mission within the finance team.
  • Closing the books each month: The Associate Controller will manage the books closing process for Rwanda and Burundi, ensuring proper accounting entries, bank reconciliations, and a variety of other quality controls.  Closing the books also includes creating a report analyzing our actual financial statements v. our budget.
  • Building and managing local controllers: The Associate Controller will be responsible for hiring and managing a Controller in both Rwanda and Burundi.

About Evidence Action: We are a new organization that scales development interventions whose value has been demonstrated through the use of randomized evaluation. 

The Organization targets cost-effective interventions that can improve the lives of millions. It crafts resilient business models for long-run success, identifying innovative, appropriate financing mechanisms and building best practice operational models. 

Two successful interventions (Deworm the World Initiative – DtWI and Dispensers for Safe Water – DSW).

The Organization is also operating a new program in cooperation with the Government of Kenya, called the Greatness United (G-United).

About Monitoring Learning and Information Systems (MLIS) Team: The MLIS team embodies the evidence-based nature of Evidence Action’s work and enables us to be a data-driven organization. 

The team provides services across Evidence Action Africa region in meeting the following outcomes:
  • All ongoing program monitoring needs met (including M&E design and quality data collection)
  • Programs delivered with access to timely and useful data for day-to-day programmatic planning and decision making
  • Analysis and research conducted to support program improvements (including operation research, market research and cost-efficiency analysis)
  • Support with timely, useful and clear information for evidence-based decision making (including provide support to connect the dots)
  • Support provided to regional leadership for new programs and partnerships for exploration and evaluation
  • Standards, systems and processes setup for delivery of all functions (monitoring, analysis, research, information systems and quality data)
The MLIS team works towards these outcomes through four sub-teams that work closely together to deliver quality, timely and useful information:
  • Learning and Communication (L&C): This team is responsible for supporting the program teams with timely information in innovative, useful and clear ways to translate analysis and research to evidence-based decision making and action.
  • Monitoring, Analysis and Research (MAR): This team is responsible for ensuring that all ongoing program monitoring needs are met and analysis and research is conducted to support program improvements.
  • Management Information Systems (MIS): This team is responsible for ensuring that the all programs have access to timely and useful data for day-to-day programmatic planning and decision making through a cloud-based multi-user system.
  • Data Quality and Management (DQM): This team is responsible for ensuring access to quality and timely data to meet all ongoing program needs; including monitoring, information systems and analysis and research.
About the Position: The Consultant –DSW-M Data Collection and Quality is a member of the DQM team on the larger MLIS team, and is responsible for ensuring the collection of quality data to meet ongoing program needs, with a primary focus on the DSW-M program monitoring activities. 

Goals and Responsibilities
 
Manage Data Collection Activities for the DSW-M Program:
  • Manage DSW program data collection activities as maybe assigned, including, field-based data collection and phone-based data collection for both quantitative and qualitative research.
  • Actively participate in data collection as maybe required in order to meet monitoring and evaluation targets
  • Work with DSW program teams to train and manage all staff collecting data to ensure quality data collection; including tracking all data collection activities and conducting back-checks/spot-checks
  • Based on the sampling guidelines, support regular sampling of field activities for deployment and develop and manage an efficient field schedule for all project field operations
  • Maintain an efficient system for tracking data collection activities, and support data tracking systems developed by the MIS team to make sure that no data collected from the field is lost in the process of data flow.
  • Manage deployment of M&E staff to other offices to support expansion monitoring activities or any other data collection activities at the away office as needed.
  • Actively participate in the supervision of data collection activities and check on the quality of data collected through occasionally conducting back-checks and spots checks on the field staff.
  • Update MLIS and program leadership on the data collection progress across all DSW field offices as needed.
  • Serve as the primary person of contact between DSW field offices on matters data collection and monitoring and the MLIS team, and actively maintain a robust and dynamic feedback system between DSW field offices and MLIS, including feedback on data collection instruments and any other unexpected happenings from the field.
  • Manage standards and best-practices for collecting; including conducting back-checks/spot-checks and documentation of field activities.
  • Manage and contribute to innovative systems and tools to train staff and plan activities
Manage Field Team Finances and DQM Data Collection team:
  • Support the development of program budget and management of data collection finances, including identifying and making timely financial request and returns as well as tracking data collection expenses
  • Working in collaboration with Area Coordinators, oversee the process of hiring and onboarding DSW M&E FOs.
  • Support Area Coordinators (administrative supervisors) in maintaining records of attendance, staff leave, extra days worked and related HR documents for timely submissions to the HR as required.
  • Supporting procurement of goods, including sourcing for quotations, purchasing of office supplies and verifying the delivery of goods as necessary
  • Ensure proper management and storage of data collected, and documents and equipment that belong to the MLIS team.
  • Ensure administrative and field operation related documents, activities and  protocols are well documented.
Collaborate with other teams for improved service delivery to programs:
  • Work closely with Area Coordinators in the daily management of field staff in line with the division of responsibilities under the matrix system, and contribute to the field staff occasional evaluation of performance.
  • Work closely with the program team to make sure that all ODK surveys and forms are timely programmed and rightly translated as needed.
  • Through Manager – DQM, forward any feedback concerning programming of electronic data collection instruments to Senior/Associate – Programming.
  • Through Senior Associate – Data Collection, work with the IT team on establishing the right hardware and software requirements to collect timely and quality data.
  • With support of Senior Associate  - Data collection, work closely with the procurement team to procure necessary material for data collection as per the procurement policy
  • With guidance from Senior Associate Data Collection and Quality, support in other MLIS data collection and monitoring activities as needed.

Position Summary: The Director of Security is to lead, guide and position Adeso to both operate and conduct programming in a safe, secure, appropriate and effective manner. 

A position will vigilantly assess and lead to ensure that Adeso develops, maintains and follows appropriate security, risk and crisis management procedures based on relevant and current global policies to ensure duty of care to all staff.

Essential Duties and Responsibilities
 
Information: To find, collate, analyze and present security related information for Adeso on a regular basis (monthly minimum), to enable program planning and decision making. To maintain
Adeso database of information of security related issues, and to contribute to collective security information databases.
 
Policy, Systems and Procedures: To develop and keep updated a comprehensive set of procedures and systems which enable programs to deliver services, safely and effectively. To lead on development and updating of both global and country-specific security policies and systems.
 
Planning and Resourcing: To lead on development of ‘security and risk improvement plans’ and budgets for each country office, to chart out necessary changes needed to reach a high level of standards on security, crisis and risk management expected by Adeso.
 
Implementation and Quality Assurance: To enable all teams to achieve ‘security and risk improvement plans’, and to enable all staff to comply with related policies and procedures, through capacity building, mentoring, advising and monitoring quality of application.
 
Agency-wide Systems: To develop, implement and manage agency and country-specific systems and infrastructure for better security management (i.e. communication systems, Critical Incident Teams, Evacuation procedures). To advise Senior Management Team (SMT) on necessary administrative and financial procedures/facilities to maintain high standard of security and safety assurance (e.g. insurance, safety equipment, internet and document security, resource/asset management, etc).
 
Advisory: To be focal point for providing advice to SMT, Head of Departments, Country/Program Leadership and any other staff requiring safety, security and risk related advice and guidance.
 
External Coordination and Advocacy: To be the Adeso focal point for safety, security and risk management related meetings, relationships with counterparts in other agencies, and to advocate for better management overall amongst the development community. To play a supportive role in negotiations to enable safe and secure access.
 
Work Planning/Budgeting/Administration: To develop and implement related work plans, global, country and program-specific safety and security related budgets; support relevant Adeso staff in the advocacy with donors, as needed, for the relevant plan(s) and budget(s) built into programs/proposals.
 
Accountability: To ensure and monitor Adeso commitments to the HAP Standard is considered and incorporated into all safety, security and crisis management related work, and that the principle of beneficiary participation and dignity is maintained.

Skills and Qualifications
  • Bachelor’s degree required; advanced degree preferred.
  • 10 or more years of relevant professional work experience in assessing political and security contexts in countries affected by conflict and facing complex-emergency countries to mitigate impact.
  • Prior success developing, implementing and making operational global security and risk management policies, guides, manual and systems in multiple high risk environments, preferably in Africa.
  • An entrepreneurial and pro-active spirit with the ability to identify and position the agency and staff to mitigate risks and manage crisis with maturity.
  • A deep, broad knowledge and application of best practices in risk management, security management, crisis management and duty of care to staff and beneficiaries.
  • A strong background in establishing and developing value-added relationships and networks with key contacts in national and local governments, security services, UN entities, donor, partners, peer agencies and any other related entities.
  • Excellent interpersonal skills, including the ability to communicate confidently and effectively with staff, peers, partners, governments, and related stakeholders; strong written, oral, and listening skills.
  • Excellent writing skills and the ability to write various types of documents including articles, position papers, information materials, proposals and donor reports
  • A proven ability to work collaboratively, thoughtfully and as part of a committed, integrated team.
  • Ability to successfully manage, train and mentor staff, as well as implement systems and processes.
  • Strong moral and ethical character.
  • Ability and willingness to travel to and in all country offices as necessary.
  • Passionate about the region and share the vision, mission and values of Adeso preferred.
