Job Position Title: Regional Finance Manager

Primary Responsibilities

The Regional Finance Manager will be a full-time member of the Horn Relief staff, working with the teams in HQ, country offices and the field. The main responsibilities will be the planning and coordination of the activities of the finance unit by ensuring that the unit has adequate resources to effectively undertake its activities.

The Regional Finance Manager will be part of the senior management team of Horn Relief and will ensure compliance with all Horn Relief and donor financial policies and guidelines at all levels.

Financial Management
  • Planning and coordinating the activities of the Finance unit by ensuring that the unit has adequate resources to effectively undertake its activities.
  • Providing leadership and supervision to all staff in the units in regards to carrying out their daily tasks in an effective and efficient manner as per Horn Relief policies and procedures and donor requirements.
  • Coordinate the preparation and monitoring of budgets for all projects/programmes as per Horn Relief and Donor formats, on monthly, quarterly and annual basis.
  • Ensure provision of timely and sound financial reports to the Management, donor and other stakeholders on monthly, quarterly and annual basis
  • Represent Horn Relief in various forums and be able to proficiently report on Horn Relief activities effectively.
  • Instituting organizational financial policies and procedures with the approval of the Operations Director and Executive Director, identifying where there are gaps and ensuring compliance to the said policies.
  • Responsible for all financial issues and correspondence on financial matters with partners, donors and Government agencies.
Business planning and Donor management
  • Prepare annual operations plan for the organization
  • Review, revise, update financial operations policies and procedures as and when required
  • Supervise budgeting and programme planning of country teams
  • Manage the overall organizational cash flow
  • Plan for the growth and expansion of the organization finance function
  • Oversees and manages the annual auditing process and liaises regularly with auditors (internal and external), donors and government agencies.
Compliance and implementation of policies and procedures
  • Ensure regular financial monitoring in the field /country sub offices are undertaken and any findings and recommendations are implemented in good time.
  • Ensure the organization is in compliance with statutory laws and legislations
  • Ensure full compliance with internal policies, donor regulations and budget restrictions on all projects.
  • Oversee the performance management of all finance staff and undertake annual performance review of finance managers
Capacity Building
  • Provide orientation and training to the all managers in the organization on cost-effective management and Horn Relief’s financial policies and procedures
  • Ensure Identification of any capacity gaps and ensure any capacity building needs in the finance department are identified.
  • Ensure the planning and implementation of capacity building activities for Horn Relief finance staff and partners on timely and efficient manner.
  • Manage, develop and mentor finance managers and ensure staffs develop competencies in the key functional areas.
  • Ensure the identification of best practices within and outside of Horn Relief and help in the documentation and implementation of such practices
Qualifications
  • Bachelors degree in Accounting, Finance or Business Administration
  • Professional qualifications in accounting or CPA (K), ACCA, CIMA, or equivalent;
  • A minimum of 6 years experience working in a similar position;
  • Experience in managing multiple programmes and operations remotely
  • Experience in institutionalizing financial policies and procedures and internal control systems;
  • Strong attention to detail and a high level of organization;
  • Previous experience in similar position will be an added advantage
Required Competencies
  • Excellent communication skills both oral and written and the ability to work independently and as part of team;
  • Diplomacy, tact and negotiation skills;
  • Willingness to travel regularly to and within remote areas ( In Kenya, South Sudan and Somalia);
  • Ability to function effectively in a complex work environment, set appropriate priorities and deal effectively with numerous simultaneous requirements.
  • Strong management skills and strong competencies in people management, capacity building and coaching;
  • Proficiency in all Microsoft Office programs, particularly Microsoft Word, Excel, and financial applications such as sun systems is strongly preferred.
  • Strong hand on experience and knowledge of institutional donor funding requirements and regulations particularly European commission, UN agencies, DFID and USAID to be able to advise program staff accordingly.
  • Strong analytical and numeracy skills as well as be ability to demonstrate experience of working with computerized accounting packages and spreadsheets with ability to transfer these skills to other users.
  • Good knowledge of local and regional laws and statutory requirements
  • Highly developed interpersonal skills and a proactive approach to issues

Financial Management

  • Providing leadership and supervision to all finance officer in the country offices and ensure that they carry out their daily tasks in an effective and efficient manner as per Horn Relief policies and procedures and donor requirements.
  • Assist the programme managers and country directors in the preparation and monitoring of budgets for all country projects/programmes as per Horn Relief and Donor formats, on monthly, quarterly and annual basis.
  • Provide timely and sound financial reports to the Management, donor and other stakeholders on monthly, quarterly and annual basis
  • In the absence of the regional finance manager, represent Horn Relief in various forums and be able to proficiently report on Horn Relief activities effectively.
  • Assist in the institution of organizational financial policies and procedures ensuring compliance to the said policies.
  • Responsible for all financial issues and correspondence on financial matters with partners and donors
  • Responsible for the disbursement of funds based on approved project budgets to the field on a timely basis
  • Approve the monthly payments including payroll for all staff
  • Maintains an efficient and transparent financial filing system
  • Strengthen financial systems and internal controls and ensure that transactions are adequately captured and recorded accordingly in the system. Ensure all payments are adequately supported by the relevant documents.
  • Provides timely and sound financial reports to the Management, donor and other stakeholders on monthly, quarterly and annual basis
Business planning and Donor management
  • Prepare annual operations plan for the country office and programmes
  • Assist in the review, revision and updating financial operations policies and procedures for the country offices as and when required
  • Monitor budgets and programme expenditure of the country offices and teams
  • Manage the country cash flow and ensure timely approval and disbursement of all fund requests to the field
  • Plan for the growth and expansion of the country finance function
  • Oversees and manages country audits both programmes and otherwise and liaises regularly with auditors (internal and external), and government agencies.
Compliance and implementation of policies and procedures
  • Undertake regular financial monitoring in the field /country sub-offices and ensure that staff adhere to Horn Relief and donor financial policies and procedures.
  • Ensure the organization is in compliance with local statutory laws and legislations
  • Ensure proper procurement procedures are adhered to at all times, including maintaining of vendor contracts, lease agreements, and any other service contracts as may be required
  • Oversee the performance management of all finance staff and undertake annual performance review of finance officers
Capacity Building
  • Provide orientation and training to the country staff on cost-effective management and Horn Relief’s financial policies and procedures

Position Summary

The Program Director will have overall leadership responsibility for Horn Relief’s programs. The program Director will play a critical role in the development and implementation of strategies necessary to further develop Horn Relief’s portfolio in the countries as the implementer of choice for the donors and government.

The program Director will be a Senior Member of Horn Relief’s structure, with overall responsibility for the program and capabilities with significant expected growth. This position requires the demonstrated ability to develop long term vision and strategic planning, provide leadership for the organization’s programming, and a high level of financial and operation planning including programme quality and learning.

The position is based in Nairobi, and reports directly to the Executive Director at Horn Relief’s headquarters in Nairobi, Kenya.

Position purpose
  1. To manage, deliver and report on Horn Reliefs current operations in the region, being responsible for the implementation and delivery of successful programs and partnerships and the resulting development outcomes
  2. To establish, build and lead the development of a cohesive appropriate and transformative regional program
  3. To work as part of Horn Relief’s Senior management Team (SMT), refining, developing and improving program approaches and systems supporting the Executive Director to build and deliver the most effective and sustainable development interventions
Specific Roles and Responsibilities

Leadership and strategy development
  • Responsible for the strategic development, management and implementation of all country programs consistent with Horn Reliefs Vision, mission and policies
  • Provide vision and strategic development for Horn relief programs including leading on programme quality, monitoring and evaluation and learning
  • Lead and work with the multidisciplinary team (in-house and in-country) to ensure strategies, business plans, and timelines are embraced and implemented.
  • Provide economic and political analysis as needed to ensure Horn reliefs strategic positioning.
  • Contribute to the overall management of Horn relief, deputizing as Executive Director as requested
Programme and technical management
  • Implement and manage timelines and workflow processes that ensure deliverables are completed on time and within budget.
  • Design organizational structures (in-house and in-country) that ensure clear lines of responsibility and provides effective communication.
  • Responsible with Country Directors for programme quality including monitoring evaluation and learning, accountability, partnerships, alliances, communications and programme cycle management
  • Ensure appropriate programme development, technical, communication and advisory support is available to country and regional programs, in line with organizational priorities
  • Lead on the development of mechanisms to support across team working and coordination
  • Provide leadership for humanitarian response programs as and when necessary
Budget and resource planning
  • Ensure good planning and budgeting at regional and country levels and compliance to Horn relief and Donor standards and procedures
  • Oversee timely and accurate monthly reporting and effective financial management of all resources allocated to the country programs
  • Ensure compliance of the country programs, with all Horn relief and donors policies and procedures for financial and asset management
  • Prepare with country teams, annual country budgets for the country program, assessing costs and budget/expenditures from projects and asset inventory.
External relations and new business development
  • Develop current and future growth plans for Horn Relief’s program, ensuring that those plans conform to the overall strategic plan of the organization.
  • Support new business development opportunities in preparing and delivering proposals and partnerships.
  • Ensure staff with the relevant authority, are properly trained in proposal development and presentation.
  • Develop and maintain close working relationships with donors, government and other stakeholders as may be appropriate.
  • Represent the organization in all high level meetings as well as relevant policy and strategy exchanges.
Human Resource management
  • Line-manage and support Horn Reliefs Country Directors and ensure appropriate and effective performance management systems are in place in each country team.
  • Work with country Directors and HR department to develop succession planning and staff development in each country team.
Skills and Qualifications
  • Post graduate degree, in Social Sciences, International development, Project Management, and/or Public Administration or other relevant field.
  • Minimum 10-years’ experience in team leadership/project management roles with at least 5 years of experience in the field, a Country Director position or equivalent would be an advantage.
  • Strong operational management experience and capability (finance, people, fundraising), including geographically remote management
  • Proven financial management, information management, and systems management experience essential
  • Proven strategic design and management skills. Including good programme and human resource development ability
  • Understanding of the countries in which Horn Relief operates and sensitive to the socio cultural context
  • Demonstrable strategic thinking and leadership ability
  • Excellent analytical and critical thinking ability
  • Excellent communication, interpersonal and influencing skills. Well-developed ability to motivate and persuade at high levels
  • Proven ability to lead and work effectively with others to achieve results
  • Wide range of programme development and implementation experience at a senior level (e.g. at Country Director Level) – including humanitarian, Campaign and policy experience desirable. Good knowledge and experience of strategic planning.
  • Understanding and experience of institutional fundraising
  • Strong mentoring, capacity building, coaching and facilitation skills
  • Good self awareness
  • Proven decision making capability working with significant levels of autonomy
  • Understanding of, and strong track record of, implementing Monitoring, Evaluation and Learning and Project Cycle Management
  • External representation experience and ability to represent in high profile environments (e.g. media, advocacy at national level)
  • Fluent written and spoken English
  • Ability to undertake significant unaccompanied travel away from Home base, particularly in support of Country Programs
