Overall purpose of the Job:

To ensure coordination of effective stakeholder engagement at all levels of the organization, to support a well-coordinated and strategic resource acquisition effort that focuses on HelpAge International’s thematic areas and core competencies.

Job content and Key Tasks
  1. Profile HelpAge International through appropriate representation with Donors , Government , Peer Organizations and other key stakeholders
  2. Actively seek and identify funding opportunities and develop proposals with compliance to donor requirements and technical support from different departments and program managers
  3. Preparation and compilation of various documents and reports
  4. Liaise with the M&E Coordinator to ensure accurate data for learning, advocacy work and preparation of reports
  5. Assist the Emergency Program Manager in tracking the status of project implementation in regard to donor compliance, documentation, learning and sharing;
  6. Participate in key humanitarian coordination forums and cluster meetings in order to highlight issues of older people in emergencies.
  7. Actively identify and seize opportunities for influencing policies and strategies.
  8. Keep abreast of best practise developments in the humanitarian and DRR sectors and ensure they are applied in HelpAge emergency response and DRR programmes
  9. Support affiliates and partners in Kenya in relation to emergency response and DRR programmes, establishing systems and procedures and ensuring regular monitoring of programmes, including evaluation and audit missions.
  10. Document experience gained in HelpAge’s emergency and DRR programmes as well as other sources in order to share evidence and learning and disseminate good practise.
  11. Develop collaborative and partnership operations with other operational agencies in order to mainstream response to the needs of older people.
  12. Be involved in the organization of training and other events organized at the EWCARDC;
  13. Participate in the activities of the East, West and Central Africa Regional Development Centre;
  14. To undertake any other duties as assigned by the management.
The post holder is expected to operate within all HelpAge’s policies and procedures.

Person Specification
  • Essential Bachelor’s Degree in development studies or social sciences. 
  • 5 years’ work experience with preferable with an INGO in a similar role 
  • Demonstrated experience in leadership, strategic management, results based management, staff capacity building, networking, fundraising, design, monitoring and evaluation. 
  • Ability to maintain donor relations through timely and adequate communications. 
  • Cross cultural experience, understanding and sensitivity. 
  • Excellent verbal and written communication skills 
  • Fluent spoken and written English 
  • Ability and willingness to be administratively self supporting 
  • Ability and willingness to travel nationally as required
Desirable 
  • Knowledge and interest of ageing preferred 
  • Familiarity with Social Protection, international development.

Background to the HSNP

The Hunger Safety Net Programme (HSNP) is a major joint GoK/DFID initiative that seeks to reduce extreme poverty in Kenya and support the establishment of a government-led national social protection system delivering long-term, guaranteed cash transfers to extremely poor and vulnerable people to improve access to food, protect assets and reduce the impact of shocks.

The HSNP programme was to be implemented in two phases. The objective of now completed Phase I (April 2007 - March 2012) was to design and pilot cost-effective mechanisms for beneficiary targeting, payment delivery and grievance management in four districts (Turkana, Marsabit, Mandera and Wajir). 

Phase II (2012-2017) is expected to roll out the mechanism developed in Phase I, along with the processes for payments and grievance management, to 150,000 households.

Overall purpose of the Job:

The incumbent will provide support to the execution of the programme by managing data and information collected from the field sites and disseminating it to various stakeholders, developing learning components and documenting good practices in accordance with the plans, budgets and terms and conditions of the contract and to contribute to HSNP and Social Protection as a whole.

Job content and Key Tasks
  1. To ensure up to date collection of data and capture of data on the MIS
  2. Define and refine the data collection tools to ensure regular accurate and up to date data collection
  3. To analyse data and play a key role in the compilation of donor reports
  4. To ensure that HelpAge MIS has all data and the data is accurate and all authorised stakeholders have access.
  5. To identify learning opportunities, develop and disseminate information on key lessons learnt from the programme to DFID,HSNP managing consultants ,HelpAge network and other stakeholders
  6. Preparation and compilation of various documents and reports on the project
  7. Prepare briefing materials for site visit teams and consultants;
  8. Monitor the progress of implementation of the learning strategy developed
  9. Liaise with the M&E Coordinator to ensure accurate data for learning, advocacy work and preparation of reports
  10. Assist the HSNP Manager and Social Protection Coordinators in tracking the status of project implementation in regard to advocacy, data disaggregation, learning and sharing, grievance management;
  11. Maintain the SPR MIS database and ensure the data entry meets quality and accuracy standards
  12. Support the learning and advocacy initiatives of the HSNP by ensuring that partners include learning and advocacy in the designing, implementation, monitoring and evaluation of grievance Mechanism put in place.
  13. Be involved in the organization of training and other events organized at the EWCARDC;
  14. Participate in the activities of the East, West and Central Africa Regional Development Centre;
  15. Conduct training for data officers and ensure data officers have the capacity to effectively utilise the MIS system
  16. To undertake any other duties as assigned by the management.
Person Specification
  • Essential Bachelor’s Degree in any of the following fields: social sciences, Information technology, information management, relational database design and development, statistics 3 years work experience with an NGO, with at least one year in a Learning and information management role 
  • Excellent data collection, processing, analysis, interpretation and management using various database software and such as Microsoft Excel, SAS, SPSS among others. 
  • Knowledge of data quality measurements and analysis methodology and reporting tools. 
  • Excellent communication/interactive skills and must function well independently, as well as part of the team. 
  • Ability to work with people from different professional background. 
  • Experience in compiling, producing and disseminating information

Project Manager - HSNP Social Protection Rights Component

Background to the HSNP

The Hunger Safety Net Programme (HSNP) is a long term social protection programme in Kenya funded by UKaid from the Department for international Development, AusAID and in partnership with the ministry for Development OF Northern Kenya and other Arid Lands. 

The aim is to reduce extreme poverty; vulnerability and hunger and also develop a national social protection framework in Kenya. The programmes aims to achieve its objectives by delivering long-term guaranteed cash transfers to extremely poor and vulnerable households to improve access to food protect assets and reduce the impact of shocks.

HelpAge is one of the consultants that was mandated to deliver the social protection rights component in the just completed phase 1 of the HSNP programme and has been contracted to deliver the social protection rights component in phase 2 which will run from 2012 to 2017. 

The programme is being implemented in Wajir, Mandera, Marsabit and Turkana districts with HelpAge’s role in the programme being to promote the realization of rights of programme beneficiaries and the rights of the wider communities in all the four counties. 

It is expected that HelpAge will work with government institutions and other stakeholders to realise its objectives and ultimately handover its responsibilities to the government to ensure a sustainable rights based grievance mechanism.

Overall Job Purpose

The post-holder will be responsible for management of HSNP Social Protection Rights project in Northern Kenya.

Responsibilities:
  1. Project management of the HSNP SPR component including Contract Management, coordination of field teams and financial management
  2. On-going design and documentation of the HSNP’s complaints, appeals, referrals and dispute resolution mechanisms.
  3. Effective Production of high quality and timely quarterly narrative and financial reports for the HSNP Secretariat.
  4. Management of a risk-based grievance mechanism and leadership of evidence-based beneficiary advocacy within the HSNP.
  5. Responsibility for management of HSNP project staff in Lodwar and EWCARDC office
  6. Coordination of the SPR component’s M&E exercise and contribution to the HSNP’s and HelpAge’s learning objectives.
  7. Management of the HSNP SPR component’s Management Information System (MIS).
  8. Coordination and capacity building of HelpAge’s implementing partners in northern Kenya.
  9. Development of high quality communications materials to support programme implementation. This to include piloting innovative methodologies in partnership with HelpAge’s implementing partners.
  10. Monitoring of project activities and ensuring contract deliverables are met and donor and management reports are accurate and timely;
  11. Donor liaison and relationship building with all stakeholders
  12. Manage project expenditures by ensuring budget is strictly adhered to, financial procedures are observed and all supporting documents are provided
  13. Representation of HelpAge on the HSNP’s multi-agency national programme management team.
  14. Translate project objectives to support the wider social protection agenda and HelpAge strategic objectives
  15. Participate in annual planning activities and coordinate with other staff on developing internal programme linkages, sharing learning and documentation of good practices.
  16. Undertake any other duties as and when necessary to fulfil the objectives of the HSNP SPR component according to donor requirements and HelpAge’s internal policies and procedures.
Person Specification:
  • The following criteria are considered as essential: 
  • Bachelor’s degree in Social sciences or Development Studies with a post graduate qualification in Project Planning and Management 
  • At least 5 years experience in management of complex programmes/projects and at least 7 years working in an NGO environment. 
  • Experience in budget and financial management including managing funds from major donors e.g. DFID Understanding of the social protection policy agenda in Africa 
  • Experience in operational management, including distance management of field staff. 
  • Experience in capacity building and working with civil society-based organisations. 
  • Knowledge of cash transfers and social pension practices in Kenya 
  • Excellent report writing, analytical and data interpretation skills 
  • Strong team working and negotiation skills. 
  • Ability to show initiative, innovativeness and to work under pressure. Ability to travel to northern Kenya frequently 
  • Excellent communication skills
In addition, the following will are considered desirable:
  • Experience in cash-based interventions; 
  • Some experience in the design or management of complaints mechanisms and/or dispute resolution. 
  • Experience in a rights based project/programme
