Job Context:

Kenya and Somaliland programmes have merged in January 2009, with a reorganization of the global setup under the management of Nairobi main office.

Currently the Kenya/Somalia programme is comprised of 6 operational sites: 4 in Kenya (Garissa, Dadaab, Kitale, Nairobi) and 2 in Somalia (Hargheisa and Garowe).

Job Description:

You will be based in Nairobi where you will work under the line management of the Kenya-Somalia Field Programme Director.

You will work in close collaboration with the M&E referent at HQT to foster implementation of HI technical policies, methods and approaches at the level of the programme.

You also will work in close link with the Deputy Desk Officer, who holds an overall responsibility on the technical and methodological quality of the projects.

You will particularly focus on the development of staff technical competencies, as well as for mobilising the resources locally to support the quality of programmes, ultimate goal being the empowerment of field teams to fulfil their responsibilities under high quality standards.

Challenges and goals:

The Q&M coordinator position is a transversal position, guiding the program on quality of actions, supporting the Field Program Director (FPD) and Coordinators of Kenya/Somaliland, strengthening the capacity of Project Managers (PMs) and teams in their technical and quality work.

Activities:

You will focus your support on:
  • strengthening project cycle management skills for senior staff, with a particular bias on Monitoring & Evaluation aimed at enhancing quality implementation;
  • developing a culture of quality (planning, proposal, implementation, reporting, capitalization…) and networking.
Candidate Profile:

Mandatory:
  • University Degree in Social sciences, disability or/and rights.
  • Practical Experience in technical support and/or advisory on methodological issues
  • Minimum 3 years of field practical experience (project cycle, multi cultural teams, donor’s contracts management..).
  • Excellent capacity to work in a team;
  • High level of autonomy;
  • Excellent organisational and management skills capacity to achieve tangible results on time;
  • Good report writing skills;

Job Environment:

The position is covering 2 countries (Kenya & Somalia) with frequent travels (6 different stations). Kenya (based in Nairobi) is a large country with a good quality of life despite a high problem of insecurity in Nairobi. The country faced riots & violence some years ago but remains stable and secure for the region.

Operations in Somalia are strictly conducted in the northern states of Puntland and Somaliland where security is overall under control, despite some periodic but rare outbreaks. Nevertheless, movements are restricted: all movements are facilitated with HI vehicles, using local drivers on 24/7 standby.

Employment Conditions:

Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% medical cover + repatriation insurance

General Description of GOAL

GOAL recognises that addressing gender inequality is a challenging and lengthy process necessitating an ongoing commitment to reduce the gender gaps and inequalities in our work and in our workplace.

GOAL is committed to mainstreaming the gender perspective throughout the organisation. Mainstreaming is a process rather than a goal that consists of bringing what can be seen as marginal into the core business and main decision-making process of the organisation.

GOAL is currently building the capacity of the country programmes to effectively mainstream Gender. The GOAL gender policy was revised in 2009 and gender analysis tools have been developed and used in a number of GOAL programmes.

Gender audits have been completed in most GOAL programmes. Participatory training manuals for sensitizing all personnel and a gender analysis training manual have been developed.

While much progress has been made, GOAL programmes currently require some support with gender mainstreaming processes and to reach targets set in our Strategic Plan. Therefore GOAL now needs external support for a period of 6 months to support achievement of these targets.

Key Objectives of this role

Support GOAL to reach key gender mainstreaming targets within the next six months, this will include:
  • GOAL gender documentation and tools developed to an satisfactory standard that adheres to gender best practice standards;
  • Completion of gender audits in all country programmes;
  • Training of key staff.
Key Duties
  • Advisory function to all GOAL Country programmes on GOAL organisational Gender Policy.
  • Review of all GOAL gender documentation and mainstreaming tools. Finalise or up-date these tools are required.
  • Documentation of what has been achieved to date in relation to organisation- wide Gender mainstreaming and identify gaps.
  • Establish remote support to all GOAL country programme Gender Focal points.
  • Support visits to at least 4 GOAL country programmes to assist with gender mainstreaming and staff training.
  • Conduct regional gender training for GOAL staff (possibly in Nairobi).
  • Support M&E of Gender mainstreaming and the development of indicators which will provide data in relation gender targets.
Education and Experience Requirements

Essential
  • Degree level education in relevant topic;
  • At least 5 years of work experience in development work with an NGO.
  • Demonstrable experience in gender policy development and implementation;
  • Practical experience of gender mainstreaming at a country programme level;
  • Thorough knowledge of gender issues, including practical experience of gender analysis within projects, and supporting project staff to understand and implement concepts;
  • Ability to design and articulate an organisational mainstreaming process;
  • Excellent inter-personal communication and influencing skills and ability to work with a diverse range of people and cultures
  • Demonstrated ability to plan and lead change processes
  • Excellent spoken & written English;
  • Demonstrated report writing skills and excellent computer skills.

Portfolio Development and Investment Management
