Qualifications, Requirements, Duties and Responsibilities

For appointment to this grade, a candidate must have:


(i) A Bachelors’ degree in Economics, (Economics/Mathematics or Economics/Statistics) from a recognized University;
 
(ii) A Masters degree in Economics, Economic Policy Management or Statistics from a recognized university will be an added advantage;
 
(iii) A postgraduate qualification in Monitoring and Evaluation will be an added advantage;
 
(iv) Served satisfactorily as an Economist/Statistician/Researcher for at least five years, three (3) years of which should have been at the level of Job Group ‘M’ and above or a comparable and relevant position in the Public or Private Sector;
 
(v) Knowledge and understanding of the various reforms in the Education Sector;
 
(vi) Thorough understanding of government policy on public service reforms including such aspects as Results Based Management (RBM), Rapid Results Initiatives (RRI) and Performance Contracts;
 
(vii) Sound knowledge of participatory M&E approaches and techniques and ability to develop performance based indicators;
 
(viii) Excellent computer and quantitative analytical skills;
 
(ix) Thorough knowledge of the project/programme management cycle and activity based participatory planning and budgeting;
 
(x) Shown professional ability and competence in organizing and directing work;
 
(xi) Demonstrated initiative and aptitude for work at this level.

Duties and Responsibilities

(i) Implementation of the TSC Monitoring and Evaluation guidelines;
 
(ii) Provision of technical and back-up support in the preparation of monitoring plans, log frames and programme Monitoring and Evaluation indications for the various service areas and TSC Units;
 
(iii) Conducting Monitoring and Evaluation needs assessment in service areas and designing appropriate intervention programmes;
 
(iv) Updating of the Monitoring and Evaluation guidelines, programme indications and developing of manuals and procedures for the Monitoring and Evaluation System;
 
(v) Writing and submitting reports on specified assignments.

For appointment to this grade, an officer must have: -

(i) A degree in any of the following Mass Communication – Journalism, International Relation, Social Sciences or any other approved equivalent qualification from recognized institutions;
 
(ii) A Masters degree in a relevant field;
 
(iii) Served satisfactorily in the grade of Principal Corporate Communication/Customer Care Officer, Job Group ‘N’ or a minimum period of three (3) years in an equivalent position in the Public/Private Sector;
 
(iv) Attended a relevant Senior Management Course at a recognized institution;
 
(v) Computer Literacy
 
(vi) Demonstrated merit and ability as reflected in work performance and results.

Duties and Responsibilities

The Officer at this level will be in-charge of the Customer Care and will report to the Head of Corporate Communications and Customer Care.

(i) Identification of Strategic issues on Commission’s Corporate Communication and Customer Care Programmes;
 
(ii) Manage the Customer Care Centre;
 
(iii) Deal with Customer/Client complaints;
 
(iv) Analysis of data on issues reported at the Customer Care
 
(v) Manage performance appraisal of staff;
 
(vi) Policy implementation and Review;
 
(vii) Performance Appraisal.

Requirements for Appointment

 
For appointment to this grade, an officer must have: -
 
(i) Served satisfactorily in the grade of Chief Supply Chain Management Officer, Job Group ‘N’ for a minimum period of 3 years.
 
(ii) Bachelor’s degree in Commerce, (Supplies Management Option), or any other relevant degree or
 
(iii) Professional qualifications in Purchasing and Supplies CIPS, KISM, or Diploma in Purchasing
 
(iv) Masters degree in Business Administration, Supply Chain Management, Economics, Procurement and Suppliers Management or related field;
 
(v) Attended a Senior Management Course;
 
(vi) Demonstrated merit and ability as reflected in work performance and results.
 
(vii) Computer literacy

Duties and Responsibilities
 
An officer at this level may be deployed in the Stores or Purchasing Section
 
(a) Stores Section:
 
Duties and responsibilities will entail: -
 
(i) Ensuring correct interpretation and implementation of Public Procurement and Disposal Act, 2005, rules and regulations that may impact on the running of the stores;
 
(ii) Develop comprehensive stock management policies;
 
(iii) Verify that the available stock levels warrant initiating a procurement process;
 
(iv) Forecasting stock demand and making procurement schedules
 
(v) Monitoring supplies usage in the user department
 
(vi) Review of slow moving stock and make list of disposable stocks
 
(vii) Strategic management of stores personnel.

(b) Purchasing Section:
 
Duties and responsibilities will entail: -
 
(i) Preparation of Procurement Plans with Liaison with user departments
 
(ii) Managing tenders process;
 
(iii) Managing term contract;
 
(iv) Evaluation of Tenders;
 
(v) Carry out any other function or duties as may be assigned from time to time;
 
(vi) Staff Supervision and Appraisal.
