County Executive Committee Member
 
Duties and Responsibilities
 
The County Executive committee Member shall be responsible to the Governor and their duties will entail the following;
 
(i) To supervise the administration and delivery of services in the following departments of the County Government
  • Finance and economic planning
  • Agriculture, livestock and tourism development
  • Trade, industrialization and cooperative development
  • Land, physical planning, environment and natural resource management
  • Water development and irrigation
  • Public works , roads, transport and housing
  • Health services
  • Public service management and e-government
  • Education, gender, youth, culture and social services
  • Information, communication and citizen participation.
(ii) Implement County Assembly legislation.
 
(iii) Provide the County Assembly with full and regular report on matters relating to the County;
 
(iv) Manage and coordinate the functions of the County administration and his/her department.
 
(v) May advice the Governor on matters within his/her area of jurisdiction.
 
Requirements and competencies
 
For appointment to this position, a person should;
 
(a) Be a Kenyan citizen;
 
(b) Be in possession of a first degree from a university recognized in Kenya;
 
(c) Satisfy the requirements of Chapter 6 of the Constitution;
 
(d) Have knowledge, experience and distinguished career of not less than five years in the field relevant to the portfolio of the department to which the candidate is seeking to be appointed;
 
(e) Have respect for diversity and be a team player;
 
(f) Be a team player and have capacity to work under pressure in meeting strict deadlines.

1. County Public Service Board
 
The County Government Act 2012, section 55 establishes a County Public Service Board in each County, which shall be a body corporate with perpetual succession and a seal and capable of suing and being sued.
 
The County Public Service Board will comprise of the following;
  • Chairperson
  • Members (5)
  • Secretary
Functions and Powers of a County Public Service Board
 
The functions of the County Public Service Board shall be on behalf of the County Government to:
 
(a) Establish and abolish offices in the County Public Service,
 
(b) Appoint persons to hold or act in offices,
 
(c) Confirming appointment,
 
(d) Exercising disciplinary control over and removal of persons holding of acting in those offices,
 
(e) prepare and submit regular reports to the County Assembly,
 
(f) Promote in the County Public Service values and principles (article 10 & 232);
 
(g) advice to County Government on Human Resource Management and Development;
 
(h) Make recommendation(s) to the salaries and remuneration commission on behalf of the County Government.
 
2. Chairperson Position
 
The Chairperson of the Board shall hold office for a non renewable term of six (6) years, and may serve on a part-time basis.

Requirements and Competencies
 
For appointment to this position, the person should:
  • Be a Kenyan citizen;
  • Be in possession of a first degree from a university recognized in Kenya;
  • Have a working experience of not less than ten (10) years in administration and management;
  • Satisfy the requirements of Chapter six of the Constitution on leadership and integrity;
  • Be a professional who demonstrates absence of breach of the relevant professional code of conduct;
  • Be visionary and a strategic thinker;
  • Capacity to work under pressure to meet strict deadlines;

b) Perform any other functions conferred by the Constitution or national legislation: and
 
c) Carry out function incidental to any of the assigned functions;
 
d) Shall observe integrity and disclosure of interest in any matter before the Committee.

  • A minimum eight (8) years’ experience in a financial management and accounting environment 4 of which should be at a senior level in a reputable organization.
  • Experience in a computerized accounting environment
Essential Knowledge & Skills
  • Must have a thorough understanding of International Financial Reporting Standards (IFRS’s).
  • Conversant with Public Sector Finance Management and knowledge of financial management laws and regulations
  • Excellent knowledge of relevant computer software and applications.
  • Proficiency in use of ACCPAC, Sage or related Modules

  • High analytical and organizational skills;
  • Excellent interpersonal and communication skills;
  • Good report writing and presentation skills.
  • Strong strategic advisory and analytical skills with the ability to motivate teams and to establish and implement work plan objectives.
