The Government of Kenya has received financing from the African Development Bank towards the cost of Outer Ring Road (C59) Improvement Project and intends to apply part of the proceeds of this loan to payments under the contract for provision of Consultancy Services for Development of Urban Roads Maintenance Strategy.

The services included under this project are:-
 

1. Develop a framework for a Road Asset Management System covering pavements, bridges, roadside furniture and slopes, and traffic control devices; and
 

2. Developing and implementing a Road Maintenance Management System and an associated mapping System.

3. Assess and recommend cost-effective modalities for managing and implementing road maintenance activities and programs compatible with domestic/local institutional and contracting capacity, including traditional unit price admeasured contracts, performance based contracts, direct labour (force account) system, as well as use of community based organizations.

The scope in the development of urban roads maintenance strategy will involve three key elements i.e. technical, financial and institutional analyses and covers all urban areas in Kenya

The Director General, Kenya Urban Roads Authority now invites eligible consultants to indicate their interest in providing these services. 

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification. 

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” of May 2008 and Revised in July, 2012, which is available on the Bank’s website at http://www.afdb.org.

The Kenya Agricultural Value Chain Enterprises (USAID-KAVES) project is a five year activity funded by the United States Agency for International Development working in 22 counties. 

An important objective of USAID-KAVES is to enhance food security and improve nutrition by increasing the productivity and incomes of smallholders and other actors along the dairy, horticulture and staples value chains. 

The project integrates agricultural initiatives that focus on increasing productivity, to augment the availability of food, with nutrition interventions to improve family health especially for vulnerable groups including women of reproductive age and children. 

In addition, the program aims to address hygiene and sanitation of targeted households by increasing access to improved sanitation facilities and safe drinking water. 

With this in mind, USAID-KAVES is looking for Expressions of Interest (EOI) by organizations to implement the nutrition interventions as well as WASH components of the program. 

The organization should have an understanding and experience in community based approaches that enhance nutrition and related community health interventions including applied nutrition, positive deviance/Hearth Approach (PD/Hearth), Community Led Total Sanitation among others and integrate with agricultural productivity to achieve the desired improved nutrition objectives.

Consultancy: Conflict Analyst for Conflict Risk Mapping and Analysis
 

1. Background and Context: Danish Demining Group (DDG) is a unit within the Danish Refugee Council (DRC) specialised in Armed Violence Reduction (AVR) and Humanitarian Mine Action (HMA). DDG was established in 1998 and has been operational in the Horn of Africa since 1999. 

The focus of our work has increasingly moved towards AVR, including community-driven approaches to improving public security provision, conflict management and conflict analysis and sensitivity. 

In Kenya, DDG’s portfolio includes a cross-border community safety and conflict management project in Turkana, West Pokot and Karamoja and conflict assessment and GIS mapping focused on documenting and analyzing changing conflict dynamics with the aim of contributing to conflict prevention and management.
 

DDG Kenya has secured funding for two projects focused on mapping and analysing conflict dynamics in Kenya, Somalia, Ethiopia border areas and along the Lamu Port and South Sudan Ethiopia Transport Corridor (LAPSSET) Corridor. 

The first project focusses on mapping and analysing existing and potential impacts of the LAPSSET project with initial focus on Lamu. The second project focusses on analysing and mapping transnational and cross-border conflict dynamics along the Kenya, Somalia and Ethiopia borders. 

The projects will produce conflict assessments and two GIS maps containing information and analysis of conflict risks. The maps will be designed for use in dialogue and decision-making as well as donor strategy review.
 

DDG is looking for one or several highly qualified and motivated conflict analyst to provide technical support to the project team for the implementation of these innovative and challenging projects.
 

Purpose: To map conflict risks stemming from the construction of the Lamu Port South Sudan Ethiopia Transport (LAPSSET) Corridor in Lamu and along Kenya, Somalia and Ethiopia borders.

Through data collection and visualisation on GIS maps, the project will provide stakeholders with a user-friendly tool to access and interpret data and developments related to conflict. The GIS maps will enable stakeholders to access credible information and data of changes in the focus areas over time. 

A key part of the analysis will be based on a participatory approach, which entails local stakeholders’ participation in analysing the data visualised through GIS mapping tool. The participatory analysis will provide the basis for multi-stakeholder dialogue around conflict risks and how these can be reduced through dialogue and policy-making. 

The projects will produce overview and analysis of conflict risks and make recommendations for mitigation strategies. For the border areas the maps will furthermore include an overview of donor supported initiatives to reduce conflict.
 

2. Responsibilities
 

2.1. Scope of Consultancy: The consultant will support the project by developing a sound research methodology, identify issues and areas to map, provide written conflict analysis and other high quality written products, oversee field research (can potentially be done remotely).
 

The consultant will contribute to the development of research methodology for field research under the border areas’ conflict assessment and mapping project.
 

2.2. Key tasks (all or some of them):
 

2.2.1. Carry out desk research on conflict dynamics in Lamu, with special focus on the areas to be affected by the LAPSSET Corridor projects and developments.

2.2.2. Identify existing and potential conflict risks linked to LAPSSET-related developments.
 

2.2.3. Design and lead data collection in Lamu with DDG and project partners.
 

2.2.4. Develop indicators for future monitoring of conflict dynamics around LAPSSET in Lamu. Present to peer review group and incorporate feedback.
 

2.2.5. Analyse the data and support DDG and partner staff to design GIS map.
 

2.2.6. Review report of findings and lessons learned from the development of the GIS map and produce a publishable report and guide to the use of a GIS map.
 

2.2.7. Support DDG and partners to organise and carry out consultation and validation meetings with key local and national level stakeholders together with DDG and partners.
 

2.2.8. For the LAPSSET mapping project, produce a good draft conflict risk analysis report, incorporate comments from DDG and partners and produce the final report according to structure and guideline agreed with DDG.
 

2.2.9. Identify and collect existing conflict relevant data for border areas and issues related to destabilising transnational factors.
 

2.2.10. Ensure that field research guide for border conflict assessment and mapping project enables collection of relevant field data.
 

2.2.11. Review data gathered in the field and provide guidance to field research.
 

2.2.12. Organise and visualise (in collaboration with GIS mapping specialists) the data on GIS map
 

2.2.13. For the border conflict assessment and mapping project, analyse data and provide draft report for lead conflict analyst to incorporate in conflict assessment.
 

2.2.14. Produce guideline for border conflict map.
 

2.3. Methodology
 

2.3.1. Desk research and identification and secure approval for the use of this data as necessary.
 

2.3.2. Key Informant Interviews.
 

2.3.3. Design primary data collection tools, train data collectors and oversee data collection together with DDG and partner team.
 

2.3.4. Analysis of data and identify how to make data visualisation on GIS map most useful to inform stakeholder dialogue.
 

2.4. Key Deliverables / Outputs

The main outputs that the consultant(s) will provide are high quality GIS maps focused on conflict risks around LAPSSET-related developments in Kenya and cross-border conflict dynamics along the Kenya, Somalia and Ethiopia borders. 

The secondary outputs are 2 reports covering data analysis and reflections on the utility of the GIS maps along with user guidelines for the GIS maps. The structure and length of the report will be agreed with DDG.
 

3. DDG’S Responsibilities
 

DDG will cover transport to and from necessary field visits and meetings. 

DDG will provide insurance for the consultant.
 

4. Reporting Arrangements
 

The consultant will report to the DDG Kenya Country Director.

5. Duration of Assignment
 

To start as soon as possible. 

The assignment may be carried out by one consultant or divided between two or more consultants. The assignment shall be completed in 5 to 6 months. 

The number of days are to be agreed with DDG. The work plan is to be developed in consultation with DDG.

6. Expected Profile of Consultant

• Advanced university degree in conflict analysis, peace studies, or similar field
• At least 5 years’ experience conducting high quality conflict analysis
• Experience of working with quantitative data
• Experience of using data visualisation as a tool for communication and analysis is desirable.
• Indebt knowledge of the region, the LAPSSET Corridor and conflict dynamics in the target areas is desirable
• Outstanding research and analytical skills
• Experience of developing research tools and carrying out research
• Ability to provide clear guidance to field research teams
• Proven ability to deliver against targets and meeting deadlines within short timeframe
• Fluency in English and excellent written English
• Relevant computer skills: Word, Excel, internet
• A good team player able to work with partners with different skills sets

The County government wishes to facilitate farmers, SMES and traders to have longer hours of business and in safe environments in the main towns and trading centers of the County.

Migori County government is therefore initiating a programme of installing solar street lights in its major towns and main trading centers in the next five years to spur social, commercial and general development and enhance security to enable the county realize its objective of making these towns and centers become 24 – hour business hubs.
 

Towards this objective Migori County government requests interested qualified firms to submit technical and financial proposals for the installation of street lights in the main towns and trading centers.
 

Objective: The long term objective of street lighting is to enable business transactions take place in improved and secure environments in all our major towns and trading centers.

Specifically, Migori County wishes to initiate street lighting starting with parts of the central business locations of all its major towns and trading centers in the 2014/2015 financial year.
 

Scope of Assignment: The assignment will include technical design, installation and proposal on technical maintenance and a business model to ensure financial sustainability. 

Specifically, the proposal should include a list of major corporate organizations willing to advertise their brands on the street lighting posts with a view to generating advertising revenue for the county government.
 

Competencies

The County Government of Nyeri through the Department of energy is keen to overcome problems in the energy sector in order to meet the expected economic growth that would provide considerable social and economic benefits to the residents.

This target can be achieved through the utilization of renewable energy power plants and specifically solar photovoltaic (PV) in the County through a comprehensive Investment in a solar farm. 

In its efforts to promote renewable energy and energy efficiency in the County, and in order to reduce the gap between supply and demand, the County is launching its first pilot solar project in Nyeri so as to produce electricity from renewable energy technology.
 

The County Government invites an Expression of Interest (EOI) from eligible investors and firms willing to undertake a solar farm project through leasing of County land to implement this project. 

The project will involve development, financing, engineering, construction, operation and maintenance thereby providing sufficient clean and sustainable green energy.
 

The County invites interested and capable investors and eligible firms to submit expression of interest (EOI) for the project with the following eligibility and qualification criteria

1. Project development and installations experience of more than 100 (mw) Mega Watts.
2. Successful wide project management and implementation experience in at least three countries.
3. Project development and management experience in Africa in 100 megawatt range.
4. Employees with wide solar development and financing experience for more than 10 years.
5. Technical capability including mode of financing to enable realize the project within one year from the date of acceptance

UNICEF is looking for an eligible and interested consulting firm to conduct this survey. One of the outputs of this survey will be the development of electronic database of pre-qualified suppliers and consulting firms.

Expression of Interest for Consultancy Services for Renewable Energy Auctions Study
 

The Government of Kenya has received financing from the AFD under Credit No. CKE 1038 for Extended Technical Assistance, whose main undertaking is development of a Generation and Transmission master plan, and intends to apply part of the proceeds for consultancy services for renewable energy auctions study.
 

The Feed-in Tariff (FiT) policy was formulated and published in 2008 aimed at attracting private sector investments in electricity generation from renewable energy sources as a means of diversifying national power sources, enhancing national energy security, creating employment and income generation. 

So far the policy has been revised twice, in 2010 to include solar for off grid and 2012 to include grid tie solar, as well as standardized documents. 

Since its formulation, more than 100 projects have been approved. 

The projects are in different phases of development from feasibility studies to PPA establishment. Some are in construction stage and two of them are already generating and feeding to the grid.

The capacities of the already approved and which are likely to reach PPA are approaching the limit as envisaged in the policy. 

Of particular interest are the technologies which are intermittent, particularly, solar and wind, which require to be captured and aligned more accurately in the power sector planning projections. 

Further, with the government’s aim of reducing consumer retail tariffs, there is a need to relook at these technologies and if need be, propose a suitable approach in which the private sector invests in these technologies.
 

Taking into considerations the above factors the government is considering revising the FiT policy from the current first come first served allocation process, to a renewable energy auction process. 

The Ministry of Energy and Petroleum is thus seeking to procure a short term consultancy, to study the introduction of energy auctions in Kenya.

It will suggest the framework, and propose the necessary instruments required. The study will be conducted within a period of not more than six (6) months.

In particular, the Consultant will:
 

1. Review internationally accepted frameworks of promoting and facilitating development of renewable energy for grid connection and relate to their applicability in Kenya.
 

2. Review the evolution and progress of existing FiT policy and supporting frameworks, as well as projects proposed under the FiT policy, to determine challenges and constraints leading to their implementation under this policy and propose specific recommendations to address these weaknesses.
 

3. Undertake a rapid assessment, using existing data, of the renewable energy resource potential in the country relative to the existing and planned electricity grid network and determine the ability of the grid to absorb generation from small scale renewable energy systems as well as impacts/ effect on the quality of grid power and electricity tariffs.
 

4. Advise on the benefits of change from the FiT policy as existing and the the risks associated with the change to energy auction system, and recommend ways to mitigate them.
 

5. Recommend the capacities and timelines for the first cycle of auctions.
 

6. Propose comprehensive and detailed regulatory instruments and guidelines for launching of the energy auctions, including necessary bidding documents and key requirements, frequency of bidding cycles, criteria for determination of renewable energy technology mix and capacities.

The Ministry of Energy and Petroleum now invites eligible consultants to indicate their interest in providing the services.

Interested consultants must provide information indicating that they are qualified to perform the services (e.g. brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Interested firms must submit the following information:.
 

(i) Experience of the firm to undertake works of similar nature(provide list of studies conducted of a similar nature in the last 10 years).
 

(ii) Capability of key personnel, including their qualifications and competence in undertaking the consultancy works.

Such personnel must include specialists in the following disciplines; 

a) Renewable Energy with BSc degree or Equivalent; 

b) Energy Planner/Financial Analyst/Economist with BSc/BA degree or equivalent, 

c) Power Transmission expert with BSc degree or equivalent 

d) Regulatory expert with BSc/BA degree or equivalent.

Knowledge of renewable energy technologies is a must for all the specialists.
 

(iii) A brief outline of the technical approach and methodology for carrying out the study.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications, but one can only belong to ONE consultancy.
