Kenya Red Cross Society (KRCS) is one of the largest humanitarian organisations in Kenya. Its vision is to be the most effective, most trusted and self sustaining humanitarian organisation in the country.

KRCS was appointed by the Kenya Country Coordinating Mechanism (KCM) as the civil society Principal Recipient to manage resources under the Country’s Global Fund Round 10 grant for HIV.

The Global Fund for AIDS, Tuberculosis and Malaria (GFATM) is the world’s leading financing mechanism that addresses three diseases in low resource countries.

Kenya has for a number of years been a beneficiary of funds from the Global Fund against Malaria, TB and HIV and AIDS.

The KRCS is currently seeking consulting services of experienced professionals to undertake baseline assessment of the Global Fund - Round 10-HIV and AIDS project.
Purpose of the consultancy.

The aim of this consultancy is to carry out baseline assessment for the GF-Round 10 HIV/AIDS Project in order to capture coverage of HIV/AIDs Prevention, Care and Support amongst especially MARPs and PLHIV. In addition, the consultancy seeks to develop a Harm Reduction implementation plan and establish MARPs size estimates.

Specific objectives
  1. To generate benchmarks for current access to Care and Support and determine coverage of MARPs, HTC, PMTCT and PEP interventions.
  2. To map out prospective geographic locations for MARPs centers and develop the Harm Reduction Implementation plan.
  3. Determine linkage of existing CHWs (working with the SRs) to the community strategy.
  4. To determine the current MARPS size estimates in target geographical areas.
Deliverables.
  1. Response proposal detailing the technical and financial bids.
  2. Baseline assessment report detailing the methodology, findings capturing all coverage indicators and recommendations.
  3. Harm Reduction implementation plan detailing the proposed sites for MARPS centers and justification for selecting the sites.
Qualifications

The lead consultant should posses the following qualifications:
  • A Post Graduate Degree in Public health, Social Sciences or the equivalent.
  • At least 5 years experience in HIV and AIDS programming in Kenya and/or Africa.
  • Demonstrated technical expertise and hands-on experience in Qualitative Research approaches.
  • Knowledge of Global Fund programme implementation will be an added advantage.
