Line Manager: Field Coordinator

Location: North Horr, Kenya

Duration: 1 year with possibility of extension

Solidarites International (SI) is an international humanitarian aid organisation which provides humanitarian assistance to populations victims of armed conflict or natural disaster.

For 30 years, Solidarités International has concentrated its action on meeting three vital needs: water, food and shelter. By carrying out emergency programmes, SI acquired extensive experiences and expertise in the fields of promoting access to clean drinking water, sanitation and food security.

In 2010, SI formed a partnership in Northern Marsabit with PISP and VSF-G to respond to an EC Water Facility call for proposals. The objective of the program is to help achieve the water and sanitation MDGs and, in particular, halve by 2015 the proportion of people without sustainable access to safe drinking water and basic sanitation. The project covers North Horr, Chalbi and Loyangalani.

1/ Description of the position

The WASH Program Manager will manage the portion of the water and sanitation component under SI’s responsibility within this EC-funded partnership. He/she will ensure achievement of the allocated WASH objectives within the timeframe of the project period, manage the SI WASH team in the field, prepare activities plans, budgets, reports and lead in sector needs assessment under SI’s responsibility.

2/ Hierarchy

The WASH Program Manager will work under the supervision of SI Field Coordinator who will be his/her line Manager.

He/she will refer and liaise with the Partnership Coordinator (EC Water Facility funded program) and the Kenya/Somalia WASH Coordinator on technical aspects. These are functional links.

Under his/her responsibility, the WASH Program Manager will oversee the work of the SI WASH field staff.

Team Management
·       To recruit, train, mentor and manage all the staff under his/her direct responsibility;
·       To prepare and update job descriptions for staff under his/her responsibility
·       To evaluate the skills and performances of the staff under his/her responsibility.
·       To complete detailed activities plan of the sector in collaboration with the sector team.
Project development
·       To take a lead role in carrying out WASH needs assessment as required and propose most suited strategies for interventions and implementations.
·       Contribute to the development of the overall program strategy in accordance with the SI country strategy plan in the context of the field situation.
Project Management
·       To work closely with the Field Coordinator under the advice of the Partnership Coordinator – EC Water Facility funded program (WASH expert) and the SI WASH Technical Coordinator in completing detailed activity plans and reports for the project;
·       To oversee the implementation of WASH activities as defined in the project documents;
·       To oversee the construction and/or rehabilitation of both water and sanitation structures while ensuring high standard in quality of the work.
·       To ensure a strict adherence to the CLTS approach, as defined by the partnership and along direction given by both the Partnership Coordinator – EC Water Facility funded program (WASH expert) and the SI WASH Technical Coordinator;
·       To follow up and monitor progress in the WASH component (progress indicator, relevance and efficiency) and to adjust activities and processes in relevance to the field situation and budget availability through undertaking periodic assessment.
·       To plan and supervise all the hygiene promotion activities under SI’s responsibility.
·       To ensure efficient and effective use of resources to achieve the objectives/targets of the project;
·       To ensure adherence to the budgets with objectives and activities settled jointly with the financial staff in the field on in the headquarters;
·       To be responsible for program reporting to the Field Coordinator according to Solidarités and the donor reporting regulations;
·       To contribute to the capitalisation of experiences through regular documentations;
·       To follow the advice and recommendations of Partnership Coordinator – EC Water Facility funded program (WASH expert) and the SI WASH Technical Coordinator.
Logistics / Administration
·       To prepare purchase requests for materials in liaison with logistics and administration personnel;
·       To plan movement and transport needs of WASH staffs;
·       To prepare access to work sites for Solidarités staff and have it validated in terms of security by the Field Coordinator
·       To authorize WASH stocks movements follow up and movement and ensures its timely deliveries to the worksites;
·       To follow up project (SI component) budget and monitor sector expenditures to ensure efficient and effective use of the available budget allocations.
·       To forecast cashflow needs for the Project.
Reporting, Monitoring and Evaluation
·       To prepare reports and ensure timely submission to the field coordinator
·       To monitor the progress and the timely implementation of WASH activities as outlined in the project documents.
·       To facilitate the collection and analysis of baseline, project monitoring and context monitoring data as required including the development of monitoring tools when required;
·       To participate in writing new propositions of humanitarian actions including proposals and concept notes according to the needs of target population.
·       To document lessons learnt on strategic approaches (procurement, payment, recruitment, implementations, planning etc…)
·       To ensure that Solidarites International management tools are properly used in the planning and implementation of WASH activities.
4/ Qualifications

Education:
·       Degree in a field relevant to WASH.
Experience:
·       Minimum 5 years experience as WASH Program managers in an INGO;
·       Demonstrated experience on managing team, managing activities, managing budget.
·       Previous experience on implementing CLTS approach is required;
·       Experience in working with community groups;
·       Capacity to work in remote areas;
·       Previous experience on ASAL areas is an advantage;
·       Previous working experience on EC funding is an advantage;
Languages:
·       Fluent (spoken and written) in English.
Computer skills:
·       Very comfortable with Word and Excel software.
