The Lutheran World Federation / Department for World Service (LWF/DWS) Kenya-Djibouti Programme seeks to recruit a Kenyan national for the position of Program Coordinator (PC) based in Nairobi.

The PC reports directly to the Representative of the LWF Kenya – Djibouti Program.

Purpose

The purpose of the position is to provide overall coordination and management to the LWF refugee and development programs in Kenya and Djibouti, including

(a) Kakuma Refugee Assistance Project (in the Kakuma Refugee Camp),

(b) Dadaab Refugee Assistance Project (in Dadaab Refugee Camps),

(c) Ali Addeh Refugee camp in Djibouti,

(d) host community projects in the Turkana region, and possibly other projects and emergency interventions in accordance with project agreements.

The PC is also line manager to the LWF Area Coordinators in respective locations and manages the Program Unit in the Nairobi office, with two staffs.

Responsibilities

The PC shall facilitate effective communication, proper planning, decision-making and staff harnessing as are critical for the achievement of sustainable community participation interventions, sustainable long-term development and timely & appropriate emergency response.

He/she is expected to take necessary initiatives and be proactive in program management including potential new refugee and development projects.

The PC is responsible for overall programmatic planning, proposal development, and to ensure that monitoring, evaluation and reporting of projects and project components are conducted in line with LWF M&E systems and donor requirements.

The PC will liaise with governments (Kenya and Djibouti), UN agencies particularly the UNHCR, NGO’s, partners and other agencies regarding program activities to ensure and promote a coordinated approach to program development (including participation in relevant workshops and meetings), and to keep individual projects updated and informed.

The PC shall promote and ensure adherence to standards to which the LWF is a signatory, such as the Humanitarian Accountability Partnership (HAP), the Code of Conduct in Humanitarian Response; the Standards Project in Humanitarian and Emergency Response (SPHERE); the Code of Conduct against Sexual Exploitation and Abuse of Power, and donor and back donor specific codes of conduct.

The PC is part of the Nairobi Management Team (MT), and the Joint Management Team and is required to be able to act as the Representative in his/her absence.

Requirements
  • University education in a relevant field and several years of experience in a supervisory and managerial role in an emergency, disaster risk reduction or development program in East Africa is required.
  • Proven ability to cooperate well and build strong relationships with communities (refugees and hosts), donors, and Government Officials at local and central level.
  • Strong interpersonal skills and ability to represent the organization in official meetings at various levels.
  • Fluency in written and spoken English. The incumbent must have good knowledge of HAP standards, the SPHERE project and the Code of Conduct against Sexual Exploitation and Abuse of Power.
  • Knowledge of Kiswahili, French and any other relevant language (s) (e.g. Turkana, Somali) is an added advantage.
  • Knowledge of the LWF and her programming, as well as knowledge of the Action by Churches Together (ACT) Alliance is an advantage.
