Pan Africa Christian University (PACU) is a Christian institution of higher learning in existence since 1978.

It is situated along Lumumba Drive, off Kamiti Road, off Thika Super highway in Roysambu. 

The Mission of the University is to develop godly Christian leaders for the church and the society. 

PACU which received a charter from the Government of Kenya on 15th February 2008 is seeking to fill the following position:
 
Director - Finance and Administration
 
Job Objective
 
Reporting to the Vice Chancellor, the Director - Finance and Administration will be responsible for the development and implementation of sound financial and administrative policies that ensure financial and administrative strength needed by the University to realize its mission and objectives, in line with its strategic direction.
 
The overall job summary
 
Provide leadership, guidance, coordination and direction in the Finance, Administration and Human Resources of the University and ensure that the University delivers quality service to both its internal and external customers
 
Key Responsibilities
 
1. Governance and Leadership
  • Develop and implement all fiscal administrative policies and appropriate procedures to ensure common understanding in the performance of duties and responsibilities and that they support overall organization strategies towards realization of the University’s mission.
  • Ensure adherence to the University’s policies and procedures as outlined in relevant policies and procedures manuals; accounting standards; and statutory requirement.
  • Secretary to the Management Board
2. Financial Management
  • Advisor to the VC and Management Board on financial matters of the University
  • Coordinate preparation of financial statements, reports and special analysis for presentation to the Management and the University Management Board.
  • Establish and maintain effective budgeting and budget monitoring and control systems.
  • Ensure effective management of the University’s cash flow, and management and operations of the bank accounts.
  • Liaise with Financial Institutions such as banks and insurance companies; relevant government offices; suppliers and creditors; and students, staff and faculty on various management and technical issues to ensure that the University is safeguarded from any contractual losses and overall gets maximum value and returns on its financial resources.
  • Ensure effective management of the University short-term investments.
  • Ensure that management and statutory reports are prepared and submitted to relevant authorities in a timely manner.
3. Planning and Development
  • Coordinate the development, implementation and monitoring of the University’s strategic and operational plans.
  • Coordinate the development of University’s physical facilities.
4. Human Resource Management
  • Manage and provide direction on staff recruitment process.
  • Coordinate the performance management process.
  • Manage the compensation and benefits system for the University.
  • Manage the employee and industrial relations process for the University.
  • Manage staff welfare programs.
5. Information Communication and Technology
  • Ensure that the University’s ICT systems are available to the users.
  • Undertake periodic reviews and advice the Management Board on new technologies that will enhance the University’s productivity and service delivery.
6. Maintenance of Facilities, Furniture and Equipment
  • Ensure that the University properties, premises, furniture, equipment and other facilities are well maintained and are in serviceable and good working condition.
  • Provide the Management with necessary information and advice on procurement and disposal of property/assets.
  • Ensure the Council maintains a comprehensive inventory of its assets.
  • Ensure leases, tenancy agreements, service and maintenance contracts are in place where necessary or applicable.
7. General Administration
  • Provide logistical support to the operations of the University.
  • Ensure that licenses and permits that may be required by the University are obtained.
  • Ensure an effective and transparent procurement process for the University.
  • Supervision of University’s enterprises.
8. Risk Management and Security
  • Ensure that the University maintains adequate systems of internal controls and risk management.
  • Ensure that the University maintains adequate insurance policies.
  • Ensure that the University maintains adequate safety and health procedures for its operations, processes, offices and properties.
  • Ensure safekeeping of all University security documents (such as title deeds, log-books, contracts etc).
9. Catering and Accommodation
  • Ensure that the University’s catering and accommodation facilities are run efficiently.
10. Undertake any other responsibilities that may be assigned by the Management Board and the
Council.

 
Qualifications and Experience
 
The candidate should possess the following qualifications and experience:
  • At least a Master’s degree in any of the following disciplines: Business Administration, Commerce, Accounting, Finance, Economics or equivalent
  • Professional accounting qualification such as CPA(K), ACCA finalist
  • Member of ICPAK or relevant accounting professional body
  • At least 10 years progressive experience in senior finance and management positions
  • Experience in an academic institution is an added advantage.
  • A born again Christian who is active in his / her local church

  • Knowledge of national laws and policies on labour and education
  • Competency in MS office applications, accounting software, ERP etc.
  • Demonstrable capability for supervision and monitoring of subordinated units
