The Office of the Governor, Embu County, wishes to recruit competent and qualified persons to fill the following positions in the Embu County Public Service Board
 

1. Chairperson, Embu County Public Service Board
 

(1 Post)
 

Salary Scale: 132,249 – 232,960 p.m.
 

House Allowance: Kshs. 70,000 p.m.
 

Commuter Allowance: Kshs 24,000 p.m.
 

Terms of Service: Contract
 

Duties and Responsibilities
 

The Duties and Responsibilities of the Chairperson will be to:
 

(a) Appoint persons to hold or act in office of Public County Offices including in the Boards of Urban areas within the County and to confirm appointments.
 

(b) Prepare regular reports for admissions to the County Assembly on the execution of the functions of the Board.
 

(c) Promote in the County Public Service the values and principles referred to in articles 10 and 232 of the Constitution of Kenya 2010.
 

(d) Evaluate and report to the County Assembly on the extent to which the values and principles referred to in articles 10 and 232 of the Constitution of Kenya 2010 are complied with in the County Public Service.
 

(e) Facilitate the development of coherent, integrated Human Resource Planning and Budgeting for personnel emolument in the County.
 

(f) Make recommendations to the salaries and remunerations Commission on behalf of the County Government, on the remuneration, pensions and gratuities for County Public Service employees.
 

Requirement for Appointment
 

For appointment to this position the candidate must:
 

(a) Be a Kenyan Citizen.
 

(b) Be a holder of a first degree from a University recognized in Kenya. (A Master’s degree in Human Resource Management/ Business Administration/Public Administration will be added advantage)
 

(c) Satisfy the requirements of Chapter 6 of the constitution of Kenya 2010 on leadership and Integrity.
 

(d) Have knowledge and a working experience of not less ten (10) years in Human Resource Management and Administration.
 

(e) Be a professional who demonstrates absence of breach of the relevant professional code of conduct.
 

(f) Understand the diversity within the County.
 

(g) Be committed to be part of a team that will enable the County Government achieve her vision.
 

Once appointed, the Chairperson shall not hold any other State or Public Office.
 

2. Secretary of the Embu County Public Service Board 


(1 Post)
 

Salary Scale: Kshs. 114,543 – 152,060 p.m.
 

House Allowance: Kshs. 20,000 p.m.
 

Commuter Allowance: Kshs 16,000 p.m.

Terms of Service: Contract
 

Duties and Responsibilities
 

The secretary to the board is the link between the board members and the secretariat and is accountable to the board for:
 

(a) Preparing and circulating minutes and agenda of the board meetings
 

(b) Developing annual work plan for the board with the guidance of the chairperson;
 

(c) Conveying the decisions of the Board; and
 

(d) Providing guidance and advice to the Secretariat on matters of ethics and good governance.
 

Requirement for Appointment
 

For appointment to this position, a candidate must:
 

b) Be a Kenyan Citizen.
 

c) Be a holder of a first degree from a University recognized in Kenya. (A Master’s degree in Human Resource Management/ Business Administration/Public Administration will be added advantage)
 

d) Satisfy the requirements of Chapter 6 of the Constitution of Kenya 2010 on Leadership and Integrity.
 

e) Have knowledge and working experience of not less than ten (10) years.

h) Be capable to work under pressure to meet strict deadlines.
 

i) Be a Certified Public Secretary of good professional standing.


Once appointed, the Secretary shall not hold any other State or Public Office.
