The Horn, East, and Central Africa (HECA) region is the largest region within Oxfam, covering eight countries including Democratic Republic of Congo, Ethiopia, Kenya, Rwanda, Somalia, South Sudan, Tanzania and Uganda.

The Regional Centre is based in Nairobi and provides leadership and strategic support to the Oxfam country programmes.
 
Oxfam GB is currently reviewing its business processes and the business support structure with a view to creating an ideal structure in line with a Single Management Structure (SMS) approach while considering the Countries as Key Business Units (KBU) with specific responsibilities in delivering programmes that meet the needs of all the units both based in Nairobi or depending on Nairobi for support. 

This will lead to more efficient and effective ways of delivering business support services to the Nairobi based units and enable more effective ways of working with HECA region. 

Consequently, a Shared Services Centre has been created to take over all the transactional work currently being carried out in each separate unit. 

Thus, the operational transactional business support functions in Finance, Human Resource, Logistics, Administration and IT have been brought together into one independent, customer centric/business support functional centre.

The Role
 
We are looking for an experienced all-round business leader with exemplary people management and customer service competencies, grounding in Finance, Human Resources, Logistics and Procurement, working knowledge of IT and Administration, as well as excellent and demonstrable background in establishing and managing a shared services Centre in a reputable organisation.
 
The successful candidate will report to the Regional Business Support Manager with accountability to the Shared Services Governance Board.

Key responsibilities include:
  • To implement the strategic vision and scope of the Shared Services Centre.
  • To design a Shared Services Management Framework.
  • To develop policies, transactional processes and procedures aligned to the Shared Services Centre strategic vision and objectives.
  • To provide leadership of the Shared Services Centre, ensuring effective transition, building and embedding customer centric attitudes and sustainable results.
  • To drive process improvements and operational efficiencies.
  • To implement improved results based business processes.
  • To design and implement an effective system for measuring and reporting on service delivery standards.
  • Management of the Shared Services Centre budget.
  • To effectively manage risks in all the transactional services.
  • To oversee all the transactional business support services including Logistics and Administration, HR, Finance and Procurement services ,ensuring effective delivery of shared transactional support to the operations of Country Programmes.
  • To motivate, develop and grow the Shared Services Centre staff.
  • Collaborating with business units, develop appropriate Service Level Agreements (SLA’s).
The Person
 
To succeed in this role, you must be a professionally qualified Shared Services Centre Manager, preferably with 8 years experience in a large and /or complex organization and have:
  • MBA, professional qualifications in the areas of Finance, HR, Logistics and Administration and IT.
  • Ability to operate and think strategically, proven analytical skills, problem solving and firm decision making.
  • An understanding and appreciation of gender and diversity considerations within key areas of responsibility and commitment to addressing inequalities in the workplace and programmes.
  • Thorough understanding of information systems and information technology with a sound knowledge of their development and capabilities.
  • Demonstrable good customer service experience.
  • Excellent people management skills and ability to manage a large team with multiple professional disciplines in a dynamic fast-paced programme environment.
  • Previous experience of establishing and leading an effective Shared Services Centre.
  • Professional knowledge and demonstrable experience and a track record of leading at least three of the core shared services business support functions. (Finance, HR, Logistics and Procurement) with value addition and effectiveness.
