Norwegian Refugee Council (NRC) Somalia/Kenya is a two Country Program with four field offices in Dadaab (Kenya), Hargeisa (Somaliland), Bossaso (Puntland) and Mogadishu (South Central).

NRC has been present in Somaliland since early 2004 and expanded to Puntland in 2006, Mogadishu and Dadaab in 2007.

In a short time NRC established Education, Shelter/Sanitation, Distribution and Camp Management projects for IDPs, refugees and local population in Somalia and Kenya. NRC also has a coordination office in Nairobi, Kenya that was established in 2006.

Position Vacant: Area Program Support Manager - Dadaab
Reporting to: Area Manager - Dadaab
Duty Station: Dadaab
Duration of Contract: ASAP to 31st December 2011 (with possible extension)

Main Responsibilities include:
  • Ensure overall adherence to NRC policies, procedures, guidelines and systems for Logistics, Administration, ICT and HR
  • Oversee the implementation, customization and maintenance of NRC Logistics, Administration, ICT and HR policies, procedures, guidelines and systems with proper tracking, documentation and communication of all changes
  • Oversee the accurate and timely flow of information within and among departments with regard to issues of procurement/logistics, HR, ICT and administration
  • Oversee recruitment of National Staff including vacancy identification, advertisement, selection, contracting, induction and confirmation
  • Oversee implementation of the NRC performance management system
  • Oversee the maintenance of appropriate filing, retrieval and archiving systems in the Area Office and the specific sections of the Program Support department
  • Be the focal point under the guidance of the Area Manager, for the Office’s correspondence with Government and other agencies as required
  • Prepare, manage and account for the departmental cost budget
  • Prepare periodic program support department reports for management decision making
  • Assign, supervise and appraise the work of Program Support staff
  • Keep Area Manager informed and in-charge but not burdened on Program Support functions.
Required skills and qualifications:
  • Minimum of Bachelor’s degree in Business Administration or any Support related training.
  • At least 7 years of relevant experience.
  • Good oral and written communication skills in English
  • Personally efficient and organized with excellent multitasking skills
  • Good attention to detail with wide general knowledge
  • Excellent interpersonal and people management skills
  • Able to work unusual hours under pressure and meet deadlines

Position Vacant: Human Resources Officer - Dadaab
Reporting to: Area Program Support Manager - Dadaab
Duty Station: Dadaab
Duration of Contract: ASAP to 31st December 2011 (with possible extension)

Main Responsibilities include:
  • Organize and participate in staff recruitment throughout the process of vacancy identification, advertisement, candidate selection, contracting, orientation and confirmation in liaison with line managers.
  • Be responsible for the orientation of new staff, and the sourcing of all staff training programs.
  • Ensure the NRC HR policies and procedures are adhered to
  • Advice staff on HR policies, processes and procedures
  • Ensure timely processing of the monthly payroll
  • In consultation with the APSM, provide technical input and be the focal point in addressing Employee Relations issues including staff grievances, disciplinary measures, etc
  • Plan and advise on the staff performance management and appraisal calendar and content
  • Prepare periodic HR reports and planning projections for submission to Nairobi office
  • Review and approve Incentive Workers contract contents
  • Supervise, appraise and offer guidance to the Human Resources Assistant.
  • Ensure maintenance of an effective, efficient and up to date staff records and filing system including contracts, leave, medical, awards, discipline, archiving, etc
Required skills and qualifications:
  • Bachelors degree or a Higher Diploma in Human Resources Management or Administration
  • Understanding of the relevant laws and statutory requirements.
  • Minimum of 4 years of relevant work experience.
  • Good oral and written communication skills in English
  • Wide knowledge of the NGO operations and the dynamics of the humanitarian sector

Position Vacant: Administration Officer - Dadaab
Reporting to: Area Program Support Manager - Dadaab
Duty Station: Dadaab
Duration of Contract: ASAP to 31st December 2011 (with possible extension)

Main Responsibilities include:
  • Implement, improve and maintain an effective set up of office administrative systems and procedures whilst ensuring that controls are monitored and reinforced
  • Ensure adherence to NRC Administration department’s processes, procedures and guidelines
  • Implement, improve and maintain an appropriate filing, retrieval and archiving system for the Office administration section
  • Ensure prompt payment of utility bills for Office and staff houses including water, telephone, electricity and security
  • Oversee the administration of mail and other courier services
  • Contribute in the preparation of the Office running cost budget
  • Coordinate flight bookings and communicate information for staff proceeding for official duty to Nairobi and elsewhere
  • Ensure general orderliness, proper maintenance and cleanliness of the office equipment and facilities
  • Assign, supervise and appraise the work of Administration Support staff.
Required skills and qualifications:
  • Minimum of Advanced Diploma in Business Administration or any related training
  • At least five years of relevant experience
  • Good oral and written communication skills in English
  • Personally efficient and organized with good multitasking skills
  • Good office organization and problem solving skills
  • Good general knowledge
  • Strict respect for rules and proper procedure with initiative, patience and tact
  • Able to work with minimum supervision
  • Able to work under pressure and meet deadlines
  • Good computer skills in Microsoft Excel, Word, PowerPoint and network communications
