Save the Children UK in Kenya works in the North Eastern Province (Dadaab, Wajir and Mandera) with Programmes in Child Protection, Nutrition, Livelihoods and Health.

We are seeking a qualified candidate to fill the following position:

Food Security and Livelihoods Officer – Wajir South

Job Purpose

Under supervision of the Livelihoods Programme Coordinator, the Food Security and Livelihood (FSL) Officer will ensure the implementation of Save the Children’s EC funded food security programme in Wajir.

The incumbent will ensure project activities are implemented as per the work plan and that technical support and training is provided to local staff and partner organization as required.

Key Responsibilities

1. To work with the Livelihoods Programme Coordinator and the wider team, including consortium partners - ALDEF and WASDA to develop annual work plans for the project. With your line manager stipulate specific targets for the following:
  • All targeted households in your area receive food commodities through traders via vouchers.
  • All selected traders successfully participate in the programme.
  • Schedule of market and other monitoring data to be collected monthly.
2. Actively participate in monthly programme management / review meetings to ensure monthly targets and progress are reviewed. Amending project work plans as required.

3. To directly manage the Field Monitor(s) under your direct line management. To ensure they have clear work plans and objectives and, at a minimum, receive quarterly supervisions and annual reviews.

4. Prepare and submit sound and timely project progress, distributions and project monitoring reports for all components of the Save The Children UK food security and livelihoods interventions under his/her responsibility.

5. Ensure Traders monthly monitoring, household surveys and post distribution monitoring are carried out by the programme team in your area as per the monitoring and evaluation plan.

6. Make regular and extensive field visits to the specific project areas for which the post holder has responsibility to plan, implement, supervise and monitor project implementation activities

7. Identify capacity gaps and provide capacity building and technical support when relevant to the team of field monitors.

8. Ensure community mobilization, targeting, identification and registration of beneficiaries is conducted according to set criteria’s and objectives with in the planned project time frame.

9. Establish and maintain good working relationships with the relevant government line ministries and departments at district and division levels, with national and international NGO’s, UN agencies, community based leaders, community structures.

Person Specification

Essential:
  • University Degree in Agriculture/ livestock production or development related fields.
  • At least 3 years experience in the field with international NGO for food security, livelihood or rural development.
  • Proven practical experience in cash and voucher programming, food aid and general food distribution, market interventions and commercial livestock de-stocking.
  • Proven planning, report writing, monitoring and management skills.
  • Excellent communication skills with fluency in written and spoken English.
  • Good IT skills including the use of word excel and database software.
  • Ability and willingness to make frequent field visits to the project areas.
  • Demonstrable ability to adapt to changing program priorities.
  • Commitment to Save the Children UK Child Safeguarding Policy.
Desirable:
  • Experience and skills in project planning.
  • Experience in designing and facilitating training and mentoring of staff.
  • Experience working with pastoralist communities.
