ICAP of Columbia University is working in partnership with the Ministry of Public Health and Sanitation and the Ministry of Medical Services to strengthen HIV Prevention, Care and Treatment services at provincial and district health facilities.

This program is part of a US Government initiative against HIV in Kenya that receives funding from PEPFAR through the Centers for Disease Control and Prevention (CDC).

Applications are invited for the following positions:

Adult HIV Advisor

Location: Nairobi

Overall Job Function:

Reporting to the Director of Programs and as a key member of the senior technical in-country staff the Physician is responsible for the planning, coordination and providing overall direction for the Adult HIV Care and Treatment programming.

The physician will also provide strong leadership to a team of implementers working with the facilities.

Key Responsibilities:
  • To oversee the planning, initiation and implementation of HIV adult Care and Treatment services at ICAP-supported facilities.
  • To develop a standard package of Adult HIV care services and ensure its implementation in ICAP supported facilities
  • To oversee the planning, initiation and implementation of a quality improvement and monitoring program for HIV care and treatment including implementation of standards of care measures
  • To provide supervision of program officers working in all aspects of adult clinical Care
  • To contribute to training and mentorship of ICAP and site staff in HIV Care and Treatment
  • To assist in program monitoring and evaluation in HIV care and treatment
  • To provide technical assistance to the Ministry of Health in Adult HIV Care and Treatment
Requirements:
  • Degree in Medicine, preferably with a postgraduate qualification
  • At least 3 years experience in HIV programming
  • Familiarity with district-level health care programs in Kenya
  • Clinical experience of HIV Medicine
Program Officer

Location: Kisumu
Overall Job Function:

The officer will plan and perform day-to-day implementation of HIV care and TB/HIV treatment services at facilities

Key Responsibilities:
  • Planning and implementation of HIV care and treatment services and TB/HIV activities at facilities
  • Provide on-going supervision of HIV care and treatment and TB/HIV programs
  • Co-ordinate mentorship of facility staff
  • Participate in quality assurance/quality improvement of HIV and TB/HIV programs
  • Assist in program monitoring and evaluation
  • Preparation of budgets, work plans, reports and other technical papers
Requirements:
  • Degree or Diploma in Medicine
  • Experience with HIV programming
  • Familiarity with district-level health care programs in Kenya
  • Clinical experience of HIV medicine
Database Manager

Location: Kisumu
Overall Job Function:

The successful applicant will provide technical support for developing a centralized computer-based record keeping/HMIS system to manage facility/patient information from ICAP Kenya supported facilities; mentor ICAP Kenya staff and facility staff on the use of the system for effective and timely update of the system.

Start-up and implement computerization in new sites and provide oversight for successful data management. S/he will report to the Senior M&E Officer - Nyanza with field travel (up to 50% time)

Key Responsibilities:
  • Support computer application/database development that will ensure management, organization, storage and easy access of information from care and treatment sites
  • Support collection, cleaning and data entry
  • Track and manage the flow of facility level/patient and other data to and from facilities
  • Ensure completeness, accuracy and consistency of the data so that it meets standards of quality expected for reporting
  • Supervise installation of the system into computers at sites
  • Conduct database audits according to SOPs
  • Monitor the performance of the database
  • Perform other duties as assigned
Requirements:
  • Bachelor’s degree or equivalent in computer studies, statistics, epidemiology or mathematics;
  • At least 2 years relevant experience and advance skills in MS Access application development & programming skills; EpiInfo, SPSS; Data quality assurance; MS Office
  • Familiarity with database management system and principles;
  • Familiarity with data coding of SOP and coding dictionaries;
  • Data management and computer programming skills using Visual Basic / SQL
Provider - Initiated Counseling and Testing Coordinator Location: Kisumu

Overall Job Purpose: To strengthen the implementation of HIV counseling and testing activities in ICAP-supported facilities in Nyanza Province in collaboration with hospital management teams. The PITC Coordinator will report to the Program Director.
Key Responsibilities:
  • To oversee the planning and implementation of Provider-initiated HIV Testing and Counseling at ICAP-supported facilities
  • To ensure that Provider-initiated HIV Testing and Counseling is offered at all service points (inpatient, outpatient and clinics) at selected facilities
  • To provide training, on-going mentorship and supervision of Provider-initiated HIV Testing and Counseling to the health care workers at the selected facilities.
  • To improve linkages between HIV Testing and Counseling points and the HIV clinics for appropriate referral of patients
  • To collaborate with other partners supporting HIV testing and counselling in the community
Requirements:
  • Diploma in Clinical Medicine/ Degree in Nursing
  • Trainer of trainers certificate in PITC, HIV Testing and Counselling or equivalent
  • 3 years experience in HIV Counselling and Testing at MOH facilities
  • Experience in Pediatric HIV counselling and testing
Health Records Officer

Location: Eastern South Region - Machakos

Overall Job Function:

The Health Records Officer will provide overall support to the Monitoring and Evaluation department to ensure efficient data entry and reporting and mentorship of records and information officers at ICAP-supported facilities.

Key Responsibilities:
  • Data entry of routine monthly and quarterly data
  • Data reconstruction and computerization from source documents as required
  • Data quality checks against client data from medical records
  • Compilation of monthly reports
Requirements:
  • Diploma in Health Records Information/Health Information Technology
  • At least 2 years experience, preferably at MOH district facility level
  • Database management skills and ability to use statistical software
