Chemonics / Kenya Pharma is a USAID funded project whose primary objective is to establish and operate a reliable and sustainable pharmaceutical supply chain management system including forecasting, procurement, warehousing and distribution of quality assured HIV/AIDS related commodities.

Reporting to the Chief of Party, the Director of Technical Coordination will manage and coordinate the day-to-day work of the technical team members responsible for forecasting and quantification, procurement, supply chain logistics, field operations and the electronic Supply Chain Management (eSCM) system.

The Director of Technical Coordination will also be responsible for supporting the implementation of Chemonics/Kenya Pharma project by performing the following tasks:

a) Assist the Chief of Party in overall project implementation, contract management, program planning and budgeting, and liaising with US Government and other collaborating partners.

b) Oversee the development of standard operating procedures, technical guidance documents, project best practices, locally proven approaches and other project innovations.

c) Development of annual workplans, new activity implementation plans, quarterly and annual project reports, and other project reports as required.

d) Manage, oversee and coordinate the Kenya Pharma technical team to prioritize, plan and implement project activities.

e) Oversee procurement processes and ensure timely release of RFPs and evaluation of pharmaceutical procurements and liaises with USAID for necessary approvals.

f) Manage the performance of subcontractors to ensure compliance with contract specifications, Chemonics, GoK and USAID rules and regulations.

g) Oversee the implementation ISO 9001:2008 in the technical team operations.

Qualifications:

a) Masters degree in public health, or a related field preferred;

b) 10 years experience in project implementation, experience in managing operations of a supply chain management, health project or organization preferred;

c) Demonstrated leadership, management ability and effectiveness in team-oriented work environments;

d) Thorough knowledge of USAID and its contractual and reporting requirements;

e) Demonstrated ability to work in a professional and cordial manner with implementing and cooperating partners, and relevant NGOs and government agencies;

f) Ability to work independently, to accept and discharge substantial responsibilities, to prioritize work assignments, to meet deadlines, and to exercise professional judgment.
