ICAP of Columbia University is working with a consortium of partners led by Jhpiego and the Ministries of Health to implement activities in support of the USAID - funded APHIAPlus Service Delivery Program in Central and Eastern Provinces.

The APHIAPlus Program is designed to contribute substantively to the United States Government (USG) and Government of Kenya goals in HIV and AIDS, TB, Reproductive Health / Family Planning, malaria and maternal and child health.

1. Program Officer

Location: Embu and Nyeri

Overall Job Function

The Program Officer will plan and perform day-to-day implementation of HIV care and TB/HIV treatment services at APHIAPlus facilities, in collaboration with the Ministries of Health.

Key Responsibilities:
  • Planning and implementation of HIV care and treatment services and TB/HIV activities at supported facilities
  • Provide on-going supervision of HIV care and treatment and TB/HIV programs
  • Co-ordinate mentorship of facility staff
  • Participate in quality improvement of HIV and TB/HIV programs
  • Assist in program monitoring and evaluation
  • Preparation of budgets, work plans, reports and other technical papers
Requirements:
  • MBChB or a Diploma in Medicine Experience with HIV/AIDS programming
  • Familiarity with district-level health care programs in Kenya
  • Clinical experience in HIV management
  • Strong supervisory and management skills
2. Laboratory Program Officer

Location: Embu

Overall Job Function:

Reporting to the Service Delivery Advisor, APHIAPlus, and the Laboratory Program Officer will provide technical support in the planning and implementation of laboratory services required for HIV prevention, care and treatment services within at APHIAPlus supported sites in coordination with the National AIDS and STI Control Program (NASCOP).

Key Responsibilities:
  • To assist with the planning and implementation of laboratory activities. To provide technical assistance to facility-level laboratory personnel.
  • To help implement and monitor efficient documentation of laboratory results at the sites, and effective linkages between laboratory and clinical services
  • To supervise laboratory reagent and consumable purchase and distribution
  • To supervise equipment purchase, installation and maintenance
  • To provide technical assistance in rapid HIV tests, hematology and clinical chemistry tests, CD4 assay
  • To supervise the laboratory network transports samples to district hospitals
  • To oversee SOPs for major equipments and procedures or assays
  • To prepare reports on progress of each site on project implementation activities
  • To assist in the implementation of quality assurance activities
Requirements:
  • Higher National Diploma in Medical Laboratory Sciences or its equivalent
  • At least 4 years experience in laboratory practice
3. Accounts Assistant

Location: Embu

Overall Job Function

The Accounts Assistant will be responsible for day-to-day bookkeeping and assist in the reporting and monitoring of finances to ensure full compliance with USG policies and regulations of the AphiaPlus program as well as GoK rules and regulations with utmost accuracy and completeness of the financial records to facilitate prompt reporting.

Key Responsibilities
  • Maintain and control of petty cash
  • Prepare payments for suppliers
  • Ensure proper filing of all financial reports and support documentation and posting QuickBooks transactions
  • Promptly submit all payroll statutory deductions other tax returns due to the relevant authorities
Requirements:
  • CPA II
  • At least 3 years’ experience in a similar position
  • Proficiency in the use of accounting software
