Project Management Unit (PMU)

The Ministry of Environment and Mineral Resources (MEMR) is implementing the Africa Adaptation Programme (AAP). The AAP is funded by the Government of Japan, through the United Nations Development Programme (UNDP).

The main objective of AAP is to steer Kenya towards climate change resilient development by strengthening institutional and systemic capacity and leadership to address climate change risks and opportunities through a national approach to adaptation.

It has been designed to support the long-term efforts of Kenya to further develop her capability to successfully identify, design and implement holistic adaptation and disaster risk reduction programmes that are aligned with national development priorities.

The MEMR would wish to recruit a project staff to support the programme implementation.

The incumbent will join an existing dynamic project team based at the Project Management Unit (PMU) that is housed at the Kenya Meteorological Department (KMD).

The PMU is embedded in the Ministry of Environment and Mineral Resources and headed by a National Project Manager (NPM).

The Ministry of Environment and Mineral Resources therefore wishes to recruit a project staff to fill the following position for a period of one year.

Job Title: Senior Project Technical Officer

The Senior Project Technical Officer will focus on the implementation of the project work-plan and will work with the partners to ensure effective implementation of the activities.

Duties and Responsibilities

The Senior Technical Project Officer will support the National Project Manager in overseeing implementation of project activities.

His duties and responsibilities will include but not limited to the following:
  • Providing technical support on climate change adaptation, policy mainstreaming, and strategies for up scaling of climate change adaptation for the MEMR under the AAP;
  • Contribute in generating intelligence and innovative strategies for program re-design, fund raising and establishment of sustainable partnerships for climate change resilient development in Kenya;
  • Development of periodic policy advisories, news articles, reports and infomercials on the climate change adaptation terrain in Kenya based on accurate data and information from partners in the AAP;
  • Coordinate the planning and implementation of the project's pilot activities in collaboration with the focal point at the Ministry of Environment and Mineral Resources
  • Take part in regular field visits to the project sites and work closely with the project team of the partner organizations to advice and guide on the quality and progress of implementation
  • Coordinate and advice partners on project implementation
  • Get involved in accurate and realistic planning of project activities through preparation of work-plans and budget
  • Facilitate the implementing partners in their activities to ensure quality and timely progress in the activities
  • Liaise with the project's International UNV on the monitoring frame-works and progress reporting to thp National Project Manager
  • Monitor the outputs as well as risks and assumptions and, in case of deviations, recommend remedial actions to be taken by the project management
  • To track one contribution of the AAP results to the MEMR Performance Contract.
Required Entry Qualifications and Competencies

Formal education
  • An advanced degree in environmental management or other field relevant to the programme's goals;
Professional Experience
  • A minimum of 5 years of working experience in the area relevant to climate change
  • Good understanding of climate change and sustainable development issues;
  • Be knowledgeable and have hands-on experience on vulnerability and adaptation (V&A) issues
  • Have a solid understanding of the gaps and needs for developing/improving vulnerability assessments, and technical expertise in the formulation of adaptation strategies
  • Have solid understanding of Carbon Financing Frameworks
  • Sound and broadly-recognized scientific expertise on climate change research relevant to the different sectors and generation of technical papers and articles
  • Familiarity with climate models and their application, including understating and application of the Kenya's T21 model;
  • Demonstrate having experiences in project management cycle
Other Qualifications
  • Experienced in technical report writing and presentation
  • Excellent oral and written communication skills in English
  • Good IT-know-how (MS-Office, Access or other database program)
The Senior Project Technical Officer will report to the National Project Manager.
