The International Rescue Committee (IRC) in Kenya serves vulnerable populations in the Turkana and Garissa regions as well as in Eastleigh, Nairobi.

The IRC implements programs in the areas of comprehensive primary health care, nutrition, protection, peace building, water and sanitation and hygiene (WASH), HIV/AIDS prevention, response to gender based violence, disaster risk reduction (DRR), livelihoods and governance. Applications are invited for the following positions:

Urban Program Coordinator-Nairobi
  • The Urban Program Coordinator is a core team position within the IRC Kenya program.
  • The position is responsible for quality management, coordination, implementation and monitoring of urban programs.
  • This position is responsible for supervision/overseeing of program, staff management and capacity building, partner management and collaboration, as well as quality implementation and advocacy.
  • In addition, the position will also be expected provide leadership to the emerging IRC Kenya urban program through coordination, networking and fundraising.
  • The position reports to the Deputy Director (Programs).
  • The Urban Program Coordinator will be responsible for the day-to-day management of the urban Program site, oversight of partners and urban program staff and developing/strengthening relations with government, UN agencies and non-governmental actors.
  • The position offers generally supervisory support to all staff in the urban program and directly supervises the coordinator of the GEM project, Project Manager EASE, Project Officer NURRIA , Grants Intern, Finance intern, Urban driver, various volunteers and, as well as providing support to other key program staff at IRC and partner level.
  • The position will supervise coordinators and relevant managers to ensure smooth coordination and integration of programming, as well as implementation.
  • The position will be based in the Eastleigh office, with occasional travel to other urban centers in Kenya and the Nairobi office.
Key Responsibilities

Urban Program Management
  • Support the development and implementation of work plans, effective utilization of project funds, developing joint advocacy plans and ensuring that all project activities are implemented in line with the project proposal
  • Support and manage the staff to ensure effective delegation of responsibility, good coordination and integration of activities for greater program impact is done
  • Partner coordination- work closely with the all the urban program partners to ensure- quality and joint (to extent possible) program planning, implementation, monitoring, spending and fundraising.
  • The coordinator will meet and visit program partner offices on at least bi-monthly basis (twice a month) and will ensure joint decision-making and implementation is done when possible.
  • The urban coordinator will also work closely with partners to ensure quality management and implementation from their end.
  • The coordinator will support providing technical assistance to, and managing relations with, partner organizations (including government); and advising on community-based protection strategies, legal aid provision and advocacy methodologies
  • Lead regular reviews of project programming, make recommendations for improvements, and ensure lessons learned and best practices are documented and used to improve project outcomes and approaches
  • Represent IRC at local, regional, and national levels and liaise with the Department of Refugee Affairs, UNHCR, other UN agencies, international and national NGOs, and government departments present in the region as directed by the DDP
  • Ensure solid case management through intake of clients
  • At least on quarterly basis analyze data of the urban program intake (and all its initiatives) to provide more solid recommendations for future programming/direction and strong management structure
  • Manage financial and logistics in relations with the overall programming for better communication with the Nairobi office
  • Provide guidance to direct reports for quality planning, implementation, monitoring and analysis
  • Participate as part of senior management team on issues of strategic planning, promotion of IRC’s Program Framework; and other macro projects;
  • Support your staff in development of donor reports through thorough reviews and ensure quality product is given to the grants. Work with grants on addressing any comments/issues.
  • Ensure all projects under the urban program are in synch, integrated to the extent possible and well coordinated to ensure the biggest impact on beneficiaries
Operation Support Management
  • Overall staff management of the urban program, provide strong guidance for quality planning, implementation and monitoring
  • Ensure successful recruitment of all urban program staff, taking into account cultural (primarily language), technical, professional, leadership and teamwork qualities.
  • Design and implement staff training plans for national team members and community volunteers.
  • Oversee/ conduct trainings for staff, community leaders as well as service providers
  • Provide ongoing leadership, mentorship and guidance to staff and volunteers to ensure programming meets best practice standards and prioritizes the security of beneficiaries and staff
  • Providing regular feedback to staff, conducting evaluations, and tracking team objectives. Ensure that all staff work in an efficient and timely manner, that their JDs are aligned with the direction of the urban program and existing program approach
  • Oversee administrative, human resources, logistics and fiscal management of all field office operations including security; and coordinate with the IRC main office to ensure there is regular follow up. No delays of procurement should be longer than 2 months.
  • Follow up with logistics and security in Nairobi to ensure that staff are safe and programs can be implemented without major challenges
  • Finance and Grant Management
  • Develop and oversee budgets for relevant projects in line with the donor and IRC policies and practices
  • Monitor project budgets (including those of partners) to ensure spending is in line with the approved budget and in compliance with donor regulations;
  • Develop, in consultation with the project team, monitoring and evaluation plans for the project
Strategy Development and Advocacy
  • Develop the urban program strategy and structure for most efficient and successful implementation and design of the urban program
  • Roll out and implement the Strategy
  • Work with the GoK and other agencies to develop sound refugee Management Laws and Policies in Kenya
  • Work with other agencies in advocacy initiative on refugee and urbanization issues.
  • Provide information to senior management on latest urban trends/issues in Kenya
  • Develop advocacy and fundraising strategies as deemed appropriate by the DDP and senior management
  • Develop program approach design in collaboration with relevant TUs and DDP
  • Lead efforts to mobilize a broad constituency of civil society actors to engage in advocacy, awareness raising and dialogue with government stakeholders and the Kenyan public on refugee rights
  • Collect, analyze and document information relating to protection/rule of law problems and ensure that this information is shared appropriately with key protection actors
Coordination and Networking
  • Attend and contribute to coordination meetings focused on urban refugees, urban vulnerability and other relevant humanitarian and development forums
  • Prepare monthly progress reports capturing learning and analysis
  • Establish/strengthen strategic partnerships with relevant donors, NGOs, UN agencies and government officials in order to effectively implement the project and respond to protection needs in a coordinated and complementary manner
  • Provide technical oversight and support to the urban programs, including the EC funded project and to ensure that programs utilize best practice and commonly accepted international methods, procedures and guidelines
  • Coordinate with the IRC Technical Counterparts (HQ based and in country)
Business Development
  • Work with the DDP to develop new ideas for fundraising and programming within the urban areas.
  • Ensure continuation of existing programs and develop new ones for sustainability through proposal development, advocacy and fundraising, programs within the urban areas is consultation the team and the DDP.
  • Analyze existing and future donors supporting urban refugee and program initiatives and provide suggestions to the DDP and Grants/senior management as well
  • Identify and map out new partnerships for the IRC urban program (private, NGO, media, government, etc) – work with Nicholas on this.
  • Ensure that programs are designed and implemented to the highest quality possible, with consideration of target population, impact on beneficiaries and sustainability in mind
  • Create innovative solutions for existing programming, but also innovative approaches for future programming as part of urban program strategy
  • Develop innovative concept papers/proposals in coordination with the grants unit, as well as IRC budget drafts for finance reviews
Requirements
  • Advanced university degree preferably in Human Rights/International Law, International Relations, Public Policy, or related field
  • At least 6 years of experience in starting up and implementing programs related to protection, rule of law, urban vulnerability etc
  • Previous work experience in urban refugee settings desirable
  • Previous budget and fiscal oversight responsibilities; experience working through/with sub grants and partners desired
  • Experience with capacity building of local partners and communities
  • Strong project cycle management experience
  • Previous experience of designing and implementing advocacy campaigns
  • Strong networking skills and demonstrated ability to handle sensitive situations diplomatically
  • Experience in staff management
  • Experience in running a small office, including operations management, good planning and budget review skills
  • Experience coordinating multi-faceted projects and teams, preferably in the region
  • Must be able to work independently while being a strong team player
Maternity Nurse-Kakuma
  • Working under the guidance and supervision of the Midwife In charge of the Maternity Unit, the maternity nurse will be directly responsible for;
  • Diagnosing, monitoring, and examining mothers during pregnancy and in labor.
  • Developing, assessing and evaluating individual programs of care.
  • Providing full antenatal care, including counseling and screening tests in the hospital.
  • Identifying high risk pregnancies and making referral to clinicians and other medical specialist.
  • Arranging and providing parenting and health education for the mother, her partner and family members
  • Responsible for the delivery of the mother, ensuring the safety of both the mother and child.
  • Offering support and advice following events such as miscarriage, stillbirth, neonatal abnormality and neonatal death.
  • Supervising and assisting mothers in labor, monitoring labor using the pantograph and writing of nursing care plans.
  • Ensure that all relevant records are properly kept and updated
  • Arrange and submit work schedules, plan duties and responsibilities for staff in the unit.
  • Monitor and supervise rational use of supplies.
  • Maintain equipment in good condition and submit regular inventory reports of the same.
  • Conduct regular Continuous Medical Education and On-job trainings to staff in the unit.
  • Attend the hospital staff meeting and the reproductive health meetings.
  • Conduct weekly ward meetings.
  • Compile and submit weekly HIS reports.
  • Ensure that the birth Registration of babies is carried out, list compiled and submitted to UNHCR monthly.
  • Advising the mother on proper care of the child including; Breastfeeding and immunization. Carry out other relevant and/or requested duties as may be required by the supervisor
Key Result Areas:
  • Ability to diagnose, monitor and examine a mother during pregnancy and in labor.
  • Ability to identify high risk pregnancies and make referrals to clinicians and other medical specialist
  • Ability to ensure timely Birth Registration of babies is carried out.
Required Qualifications:

Kenya Registered Community Health Nurse (KRCHN)/ Kenya Registered Midwife. (KRM) and be registered by the nursing council.

Required Experience & Competencies:
  • At least two years experience working in a busy maternity unit.
  • Life support Skills on obstetric and neonatal care.
  • Computer literate
  • Team player and cultural sensitivity is required.
  • Ability to work in hardship areas (Previous experience in a Camp setting will be an added advantage).
  • Fluency in Turkana/Somali will be an added advantage
